MINUTES
Council President Robertson called the Committee of The Whole
Meeting of the Tukwila City Council to order and led the audience in
the Pledge of Allegiance.

Council President Robertson explained the reason
this issue had been pulled from last weeks agenda
was to obtain clarification on the non represented
wage increase.
Viki Witschger, Administrative Services Director, reviewed City
Resolutions which establishes the City's compensation philosophy and
the history surrounding pay practices. An explanation of the Consumer
Price Index (CPI) was also given. Ms. Witschger continued that the City
complies with RCW 41.56.030 which addresses duty to bargain over
wages, hours and working conditions. In doing so, careful measures are
considered to provide equity for all City employees. Ms. Witschger
stated that the 6.4% cost of living increase recommendation for non
represented employees is impacted by collective bargaining agreements;
interest arbitration; past practice with the CPI; interest arbitration
requiring use of the CPI; and, using the comparative cities of like
jurisdiction in making decisions on wages and benefits.
Ms. Witschger explained that the merit pay system kicks in to play when
an employee reaches the top step or control point. The bonus is
distributed as a lump sum amount based on the previous year's
performance. However, this doesn't mean the employee will
automatically acquire an annual bonus, it means that the employee is
eligible for one.
After a lengthy discussion, the Council agreed to not take any action at
this time.
The Council discussed the need for and possible resolution of
contingency funding for staff positions, community projects, and general
contingencies.
After much discussion, the Council agreed to forward the 1992
proposed Budget (CIP /Contingency funding) to the December 9
Committee of The Whole meeting for final Work Session.
The Council agreed to cancel the Executive Session.
