VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of community ne "elopmant prior to app!ication submittal. Contact the Permit Coordinator at i33 - 1851 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations: The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. The filing of the resolution shall not relieve the corporation of any re- sponsibility or liability imposed upon it by law or by contract; and (c) A designation in writing setting forth the name or names of the person or persons regi ..laid under this chupter who are responsible for the architecture of the firm. If there is a change in the persnn or persons re- sponsible for the architecture of the film, the changes shall be designated in writing and filed with the board within thirty days after the effective date of the changes. (2) Upon the filing with the board of the application for certificate of authorization, the certified copy of the resolution, and the information FpreLilit'd in subsection (1) of this section, the board shall authorize the director to issue to the corporation a cer tificate of authorization to practice architecture in this ,state upon a determina- tion by the board that: (a) The bylaws of the corporation contain provisions that all architectural decisions pet mining to any project or architectural activities in this state shall be made by the specified architects responsible for the project or ar- chitectural activities, or other responsible architects un- der the direction or superviNion of the architects responsible for the project or ar hiitectutal activities; (b) The applicant corporation has the ability to pro. vide, through qualified personnel, professional services or In'. 18.0$ 11(W—p 41 Architects r, r creative work requiring architectural experience, and with respect to the architectural services that the corpo- ration undertakes or offers to undertake, the personnel have the ability to apply special knowledge to the pro - fessional services or creative work such as consultation, investigation, evaluation, planning, design, and adminis- tration of the construction contract in connection with any public or private structures, buildings, equipment, processes, works, or projects; (c) The application for certificate of authorization contains the professional records of the designated per- son or persons who are responsible; (d) The application for certificate of authorization states the experience of the corporation, if any, in fur- nishing architectural services during the preceding five year period; (c) The applicant corporation meets such other re- quirements related to professional competence In the furnishing of architectural services us may be established and promulgated by the hoard in furtherance of the purposes of this chapter; and (f) The applicant corporation is possessed of the abil- ity and competence to furnish architectural services in the public interest. (3) Upon recommendation of the board, the director shall refuse to issue or may suspend or revoke a certifi- cate of authorization to a corporation if the board finds that any of the officers, directors, incorporators, or the stockholders holding a majority of stock of the corpora- tion hove committed an act prohibited under RCW 18- .08.440 or have been found personally responsible for misconduct under subsection (6) or (7) of this section, (4) in the event a corporation, organized solely by a group of architects each registered under this chapter, applies for a certificate of authorization, the board may, in its discretion, grant a certificate of authorization to that corporation based on a review of the profcssional records of such incorporators, in lieu of the required qualifications set forth in subsections (1) and (2) ol'this section. In the event the ownership of such corporation is altered, the corporation shall apply for a revised certifi- cate of authorization, baited upon the professional re- cords of the owners if exclusively architects, under the qualifications required by subsections (1) and (2) of this section. (5) Any corporation authorized to practice architec- ture tender this chapter, together with its directors and officers for their own individual sets, are responsible to the same degree as an individual registered architect and shall conduct their business without misconduct or mal- practice In the practice of architecture as defined in this chapter, (6) Any corporation that has been certified under this chapter and has engaged in the practice of architecture shall have its certificate of authorization either sus- pended or revoked by the board if, after a proper hear- ing, the board finds that the corporation has committed misconduct or malpractice under RCW 18.08.440, In such a case, any individual architect registered under tiais chapter who is involved in such misconduct is also subject to disciplinary measures provided in this chapter. (8) For each certificate of authoritattuo issued under this section there shall be paid a certification fee and an annual certification renewal fee as prescribed by the di- rector under RCW 43.24,086, (9) This chapter shall not affect the practice of archi- tecture as a professional service corporation under chap- ter 18.100 RCW. (1985 c 37 § 13,1 RCW 18.08.430 Renewal of certificates of registra- tion— Withdrawal. (I) The renewal dale for certifi- cates of registration shall be set by the director in accordance with. RCW 43.24.086. Registrants who fail to pay the renewal fee within thirty days of the due date shall pay n11 delinquent fees plus a penalty equal to one -third of the renewal fee. A registrant who fails to pay a renewal fee for a period of five years may be rein- stated under such circumstances as the board deter- mines. The renewal and penalty fees and the frequency of renewal assessment shall be authorized under this chapter. Renewal date for certificates of authorization shall be the anniversary of the date of authorization. (2) Any registrant in good standing may withdraw from the practice of architecture by giving written notice to the director, and may within five years thereafter resume active practice upon payment of the then - cur- rent renewal fee, A registrant may be reinstated after a withdrawal of more than five years under such circum- stances as the board determines. VLrU.m N.-J Architects I r . ti 18.08,460 (5) Signing or permitting a scat to be affixed to any drawings or specifications that were not prepared or re- viewed by the architect or under the architect's personal supervision by persons subject to the architect's direction and control; (6) Aiding or abetting any person not authorized to practice architecture under this chapter; (7) Wilfully evading or trying to evade any law, ordi- , nance, code, or regulation governing construction of buildings; or (8) Violating any provision of this chapter or any reg- ulation adopted under it. [ 1985 c 37 § 15.1 RCW 18.08.450 Revocation or suspension of cerilii- cate— •- f)iscipline ---- Board's authority — Procedure. (1) The board may revoke or suspend a certificate of registration or a certificate of authorization to practice architecture in this state, or otherwise discipline a regis- trant or person authorized to practice architecture, as provided in this chapter. (2) Proceedings for the revocation, suspension, refusal to issue, or imposition of a monetary fine may be initi- ated by the board on its own motion based on the com- plaint of any person. A copy of the charge or charges, along with a notice of the time and place of the hearing before the board shalt be served on the registrant as provided for in *chapter 34.04 RCW. (3) All procedures related to hearings on such charges shall be in accordance with rules for a *contested case in chapter 34.04 RCW, the administrative procedure act. (4) lf, after such hearing, the majority of the board vote in favor of finding the registrant guilty, the board shall take such disciplinary action as it deems appropri- ate under this chapter. (5) The provisions of this section arc in addition to and not in lieu of any other penalty or sanction provided by law.
