Council President Robertson called the Committee of The Whole
Meeting of the Tukwila City Council to order and led the audience in
the Pledge of Allegiance.

EARNST/RON CAMERON/DOUG MICHEAU, Public Works;
ALAN DOERSCHEL, Finance Director; RICK BEELER/GARY
SCHULZ, DCD; DON WILLIAMS, Parks Recreation; RON
WALDNER/BOB MCQUEEN, Police Department; EVELYN
BOYKAN, Human Services Coordinator; MIKE ALDERSON/NICK

None.
The Council reviewed the Summary of Land Use
Activities on SAO related permits presented by the Department of
Community Development (DCD); however, the Council agreed that the
report was not broad enough, to many questions were left unanswered.
The Council requested that DCD plan another presentation (orally)
around the first of the year to clarify specific portions of the report.
Trish Ekberg, Library Board, presented the draft
Interlocal Agreement to the Council and provided
for questions and answers. The Council discussed at length and
suggested several amendments. Ms. Ekberg informed the Council a
decision should be made by December 16 if the City wish to put
annexation to the King County Library System (KCLS) on the ballot in
early 1992.
It was the consensus of the Council that an Ordinance be prepared
declaring the intent of the City to join and be annexed by the King
County Rural Library District, requesting the County Council to call a
Special Election for the purpose of submitting the annexation to the
voters; and forward to the December 16 Regular Council Meeting for
approval.
The Council concluded the Budget Work session by discussing Human
Services (finalizing 1992 budget requests); and the 1992 property tax
levy (forwarded to the next Regular Council meeting).
Wendy Morgan, informed the Council that the Historical Society is
requesting carryover funds (in the amount of $7,000) be placed in the
1992 Budget, earmarked for six (6) area markers to commemorate how
the early settlements looked.

$7,000 IN CARRYOVER FUNDS BE PLACED IN THE 1992
BUDGET, EARMARKED FOR SIX (6) AREA MARKERS TO
COMMEMORATE HOW THE EARLY SETTLEMENTS LOOKED.
MOTION CARRIED.
None.
MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT THE
COMMITTEE OF THE WHOLE BE ADJOURNED TO
EXECUTIVE SESSION. MOTION CARRIED
