The Council requested that DCD plan another presentation (orally) around the first of the year to clarify specific portions of the report. Trish Ekberg, Library Board, presented the draft Interlocal Agreement to the Council and provided for questions and answers. The Council discussed at length and suggested several amendments. Ms. Ekberg informed the Council a decision should be made by December 16 if the City wish to put annexation to the King County Library System (KCLS) on the ballot in early 1992. It was the consensus of the Council that an Ordinance be prepared declaring the intent of the City to join and be annexed by the King County Rural Library District, requesting the County Council to call a Special Election for the purpose of submitting the annexation to the voters; and forward to the December 16 Regular Council Meeting for approval. The Council concluded the Budget Work session by discussing Human Services (finalizing 1992 budget requests); and the 1992 property tax levy (forwarded to the next Regular Council meeting). Wendy Morgan, informed the Council that the Historical Society is requesting carryover funds (in the amount of $7,000) be placed in the 1992 Budget, earmarked for six (6) area markers to commemorate how the early settlements looked.
