Tukwila, Washington Dear Ms. O'Connor At your request, a representative from Cascade Geotechnical was on site continuously to observe the placement of augured cast -in -place piles for Building B and the dock high for Building C. A total of one hundred fifty -one (151) piles were placed for Building B and twelve (12) piles were placed for the dock high for Building C. The piles were placed in locations shown on the on -site approved plans by Engineers Northwest dated April 17, 1990 for Buildings B and C. Revisions were made for relocation of piles due to obstructions. We were not provided with a set of the final revised plans. All pile lengths, depth of penetration into bearing soil and pile diameter conformed with recommendations presented in our soils report for the site dated July 11, 1988 and in the addendum to our soils report dated November 23, 1988. (UFC 10.207 as amended) h N LA DQM° pA RC3L ECG March 18, 1990 City of Tukwila Building Department 6299 Southcenter Boulevard Tukwila, WA 98188 SEATTL SION 616 First .,vd., Suite 600, Seattle, WA 98104 (206)292-1160 Fox (206) 684-6894 ALASKA DIVISION 1820 Moriko, Fairbanks, AK 99709 (907)452.7151 Fox (907) 452.8800 To whom it may concern: I have applied for various permits and revisions to permits related to the completion of Shamrock Center. These applications and their status as known to me at this time and date, March 18, 1991 at 11:00 am, are as follows: Revisions to the shell and core for Building B were applied for January 19, 1991. These have received approval from all departments, except Planning which has asked for and received plans to satisfy its requirements as of Friday March 15. Tenant Improvements to Building B including offices on the second floor and front third of the ground floor with an elevator serving both, applied for January 19, 1991. These too have passed all departments approval, to my knowledge, and are waiting for the shell and core revisions permit to be issued. Loading dock for Building C, originally approved as a connection between Building 13 and C to be constructed at the completion of Building B, was downsized to serve only Building C in order to preserve the fire lane already approved by the Fire Department on August 27, 1990. Ken Nelson required that this be applied for as a separate permit since it will not be connected to Building B and a Certificate of Occupancy had already been issued for Building C. Conversations between David Ray of the Fire Department and Gordy Edberg of Edberg /Christiansen Architects on Friday March 15 caused me to believe that the revision would probably be approved as submitted. Any questions still remaining do not relate to the loading dock itself. Chief Olivas is out of town until Tuesday, March 19 so will be unavailable for final approval until then. These applications are all pending at this time. Based on the March 27 expiration of our permit for construction of Building B, we submitted applications for tenant improvements and the associated structural and architectural revisions with more than sufficient time for approval, based on your departments guidelines of three to four weeks for approval of revisions and T,I.s. REFI LP nrtY 1 .1144 I t pERMt CENTER WA Req. No. HO•LA•DP•1379N0 AK Req, No. AA051E Yours very truly, Bo y O'Connor Corporate Secretary In order to validate the existing permit approved March 29, 1990, we needed to begin work by mid - March, which we have done. We have accepted the risk in drilling some of the piles before all permits have been issued. We have been in communication throughout this process with Ken Nelson of your department and other appropriate staff, and feel that this risk is minimal, since structural revisions have been approved. O'Connor 616 1st Ave. #600 Seattle, WA 98104 RE: Shamrock Center Bldg. "B" T.I. Plan check number 91 -027 Dear Ms. O'Connor: After an initial review of subject project, it has been determined that some change be made as to how proposed work be submitted. Please review the following comments that will hopefully explain this determination. 1. Much of the proposed tenant improvement, creates a direct revision to the presently permitted building " B " structure. For this reason, we request structural changes be submitted as a revision to permit number 5977, using Edberg Christiansen Architects drawings. The tenant improvements could be submitted on its own, using Emick /Howard and Associates drawings. 2. Edberg Christiansen is listed as the architect of record on tenant improvement application. Emick /Howard and Associates drawings must be stamped and signed by Edberg Christiansen or a change be made of the architect of record. 3. Christiansen plans presently submitted to subject T.I. have had details and information removed and replaced with other details, ( examples are on sheets A -2 and A -6 ). Some of this information relates to building " B " and some to Building " C ", these details must not be lost in this process. Provide a method to avoid losing information related to projects. 4. Please note all structural changes will be reviewed by our consultants. Additional permit and plan check fees would be charged, based on the difference in the value of construction and a credit could be given for the reduction in cost of the T.I..
