TUKWILA CITY COUNCIL COMMITTEE OF TILE WHOLE MINUTES Revised 1/22/92 Tukwila City Hall Council Chambers Council President Ekberg called the Committee of The Whole Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. ALLAN EKBERG, Council President; JOE DUFFLE, JOAN HERNANDEZ, DENNIS ROBERTSON, STEVE LAWRENCE, STEVE MULLET. MICHAEL KENYON, City Attorney; LUCY LAUTERBACH, Legislative Coordinator; RON WALDNER, Police Chief. Councilmember Robertson informed the Council that per State Statute 42.30.110, Executive Sessions should be held during Regular or Special Council meetings, and suggested the Executive Session be removed from tonight's Committee of The Whole agenda. MOVED BY ROBERTSON, SECONDED BY DUFFIE, THAT THE EXECUTIVE SESSION BE REMOVED FROM TONIGHT'S COMMITTEE OF THE WHOLE AGENDA TO COMPLY WITH STATE LAW. MOTION CARRIED. Joan McCabe, representing the Southwest King County Chamber of Commerce, distributed flyers announcing the City of Tukwila OPEN HOUSE that will be held Thursday, January 16, 1992, 5:00 7:00 p.m for the resident and business communities to meet their elected officials. City Attorney Kenyon informed the Council that efforts should be made to keep the interviews timed to approximately the same amount for each candidates. The questions themselves (for each candidate) should be the same; however, relevant, follow -up questions are permitted. Kenyon continued that after the interview process, a Special Meeting should be called and an Executive Session scheduled to consider the candidates. City Attorney Kenyon concluded that the Council may discuss the qualifications of each candidates in Executive Session. Once that's done, the Council must retire from Executive Session and come back to Open Session to vote on the appointment by formal motion with majority vote ruling. If there is a three -to -three split, Mayor Rants will break that split, he's entitled to in a case such as this. If the Council is unable to agree on anyone within thirty (30) days from January 7, the day of the vacancy, then Mayor Rants will make the appointment unilaterally from the pool of candidates present tonight. The Council interviewed nine (9) candidates to fill the vacancy created when John "Wally" Rants was elected to the office of Mayor. The following is a list of those candidates: Charlie Simpson, George Malina, J. Paul Blake, Owen Cargol, Philip R. Smith, Dwight McLean, Joyce Craft, Wayne Severson, and Elizabeth Springer. It was the consensus of the Council to schedule a Special Meeting for January 15, 8:00 p.m. to consider selection of candidate to fill the vacancy. Committee of The Whole Meeting Minutes January 13, 1992 Page 2 REPORTS ADJOURNMENT 10:30 p.m. Councilmember Duffie reported that the Codiga Farm Lease Agreement and an update on Rabanco was discussed at tonight's Community Affairs and Parks meeting. Duffie also announced CPR classes will be offered Thursday, January 23 at Tukwila Elementary School. Mayor Rants reported that he has been selected to serve as Representative to METRO Council by Suburban Cities Association to represent small cities. Councilmember Hernandez reported that she had attended three (3) significant meetings this week: Finance Safety Committee; Suburban Cities; and the Southwest King County Chamber of Commerce Luncheon. Finance and Safety Committee discussed the Emergency Service Unit Agreement (ESU), and Tax Reduction Proposal (library issue). Suburban Cities passed a Resolution supporting the Regional Housing Levy as part of a regional response to the inadequate supply of housing and support services for low income households in King County; resolved the issue of jail service fees; and, Kathy Wheeler, City of Renton, gave Waste Management Report. Regarding the Chamber of Commerce Luncheon, Hernandez said Mayor Rants was among those who spoke for the occasion. Councilmember Robertson reported he had attended the recent Suburban Cities meeting along with Hernandez and Mayor Rants and made a commitment to join the Growth Management Subcommittee of Suburban Cities. Also, Robertson requested that Mayor Rants provide the Council with a copy of the actual summons, and the status of the lawsuit, filed against the City by the Tukwila Fire Fighters Union Local 2088, claiming that the City has unlawfully withheld wages of its employees represented by Local 2088, purportedly for medical and dental insurance premiums; and be prepared to discuss the report in an Executive Session within the next couple of weeks. Mayor Rants asked that Robertson put his request in writing to ensure appropriate response. Robertson agreed to comply. Ekberg informed the Council that he had been invited to attend the staff retreat along with Legislative Coord. Lauterbach; and he will report back to the Council appropriately. Ekberg also announced that the Council Retreat is scheduled for January 25th and 26th, 1992. Councilmember Lawrence reported he had attended the Parks Commission meeting recently, and Crestview Park was the topic for discussion.
