Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. You have requested that I review the park site for approval of the 9/26/91 wetland buffer enhancement plan plantings (attached copy). After visiting the site last week 1 feel that the plantings ' closely correlate with the approved plan. However, I did observe some minor planting deficiencies in several areas. These deficiencies are listed below and noted on the attached map copy. 1) I could not locate approximately 6 trees within the entire buffer area. 2) This area was partially. cleared during the removal of the metal fence and does not have the indicated plantings. I could not locate any Snowberry (SnB) or other shrub plantings in this area. 4) Many of the trees are smaller than the plan specifications and therefore, additional planting is recommended along the southern half of the wetland buffer. You have indicated that additional plantings may be possible during a future park improvement contract. With the exception of a couple missing trees, I found the plantings around the picnic shelter to be fairly consistent with the plan. From my standpoint and the direction given to me, I cannot sign off on the total buffer enhancement plan. Even though the area around the picnic shelter has appropriate plantings, other areas lack plantings according to the plan. As you are aware, there are disturbed areas, slope and wetland, that need to be planted after a plan is produced. I believe that I am able to produce this plan . for restoring that utility corridor. I just called Fred Leenstra to check on the schedule for planting. It sounds like next week is when they are planning to plant. We discussed the planting fertilizer tablet requirement. I felt I should double check the specified rates with the manufacturer. I did this and found our rates are appropriate. One possible adjustment we may want to consider (if Golf proposes it) is that using smaller tablets than specified for the ground cover will improve initial performance. This is because .. the smaller tablets release fertilizer faster than the larger tablets. The trade off with this approach is that smaller tablets won't release fertilizer as long as larger ones. The manufacturer emphasized the importance of placing tablets around the sides of the plant holes. I will continue to inspect plants as they arrive at the site. The budget is adequate to complete this planting inspection work and I will reserve enough budget to emphasize inspection of buffer enhancement planting. About 100 Mahonia nervosa have been supplied in a balled and burlappcd condition instead of iii a 2 gallon container as specified. Typical spread was estimated as 18" with string removed, and a typical ball size was estimated as 8" high and 11" dia. AAN standards require a minimum ball diameter of 10 inches and depth of 7.5 inches for plants with spread of 18 to 24 inch spread. The maximum spread for two gallon plants of this type is 18 inches. In conclusion, these plants meet or exceed specifications for two gallon material and B &B material, The binding and burlap should be removed from the top 1/3 of the ball before planting. The attached sheets show field measurements for the Mahonia r'epcns spread. About 330 plants Were on site. The average spread of these plants minimum specification for one gallon material as outlined by AAN guidelines. The middle range of size given in the AAN guidelines was typically used for this project so while the repens material. meets minimum AAN specifications, it is 30% undersized when design standards for the rest of the project are applied, These standards suggest that one gallon material should have an average spread of 10,5 inches while plants on site had an average spread of 8.1 inches. Three hundred seventy five two gallon size Mahonia nervosa are specified in the original • contract with 57 two gallon size added in the buffer enhancement planting for a total of 432 two gallon plants. The quantity of repens on site at this time appears to only allow a one to one substitution for the nervosa. I assume that additional material will be delivered to achieve the two for one substitution of repens for nervosa we have discussed. 1 suggest that the B &B malionia nervosa be used in the buffer enhancement area. cc. Accordingly, I am summarizing activities to date in this memo and have attached a sheet which describes the approach I am using towards plant inspection. Bob Lecnstra, the planting foreman for Golf Landscaping, and I meet on site on September 11 and reviewed the buffer enhancement planting layout. We painted the location of most plants on the ground and staked the location of trees. Actual construction of the planting should follow the plans closely, Only minor adjustments in layout were needed to respond to adjustments to clearing limits and stream location made during construction. I just checked the plant delivery and installation schedule with Fred Leenstra, President of Golf Landscaping, While some plants are on site, and I am in the process of inspecting them, buffer enhancement plants are not yet delivered. It looks as if buffet enhancement plant delivery and installation will get underway during the week after Thanksgiving. Fred wants to wait for the sidewalk to be finished before planting is started, An additional factor is that storage of plants on site, especially the upper portion, is limited for security reasons. I suggest measuring a random sample and calculating how confident we can be that the sample mean represents the mean of the total population. Since plants of one species may arrive in several lots from several locations at different times, I suggest that measurement be on an ongoing basis as plants arrive. I will measure a sample of each plant species on site now starting tomorrow. I will keep field record sheets showing total plants in the lot, sample size, sample selection technique (probably a grid system) and the field measurements of each sample plant and its container. VanDusen, Mayor d MEMORANDUM <: O CITY OVTUMNILA TO: Ross Earnst, Public Works Director FROM: Don Williams, Parks and Recreation Director DATE: October 28, 1991 SUBJECT: Crystal Springs Park Project - Wetland Disturbance On October 18th and 25th I discussed with Gary Schulz from D.C.D. the need to mitigate the disturbance to an existing wetland where the electrical powerline undergrounding occurred on 51st Avenue. We understand utilities can be located in wetland areas, however the work area is subject to mitigation, that is it has to be reconstructed into a wetland area again or some other equal mitigation must occur. I told Gary the City had to be sure the hillside, and especially the Seattle City Water Pipeline is secure. Any effort to rework the wetland would have to occur after the area was stabilized. Gary agreed with that approach. The question now is, what else will need to be done, if anything, to stabilize the ditch and hillside? We need to know the answer to this question before any mitigation can be planned. We may even have to wait until next spring to complete stabilization and mitigation, however we need to have documentation as to what will be done. This is a visible site and we need to be sensitive to what has and will be done. Please let me know what else may be done to stabilize the site. I have attempted to list the following comments in order of importance: 1) Wetland buffer area north of the path needs to be shown with enhancement plantings at least a full 25 feet from wetland edge. The area north of the picnic shelter should also be included with enhancment plantings. Wetland lobe area directly west of the path has been partially cleared for post removal. This area should be planted with trees or shrubs. Species grouping or • "clonal" planting scheme is not as desirable as a broad distribution for survival and diversity. Given an existing spacing of 20 feet and greater between trees, 1 think that more trees should be planted in the north buffer. Increased tree plantings may initially provide better cover and increase the functions of the buffer. He hadn't yet reviewed the draft plan submitted on July 30 in detail but did have some comments from Ann Siegenthaler. As I indicate below, the grading is not yet complete so it may be too soon to perform an in depth, detailed review although comments on the draft plan will be helpful now. I stopped by the site ThursdaY afternoon to review the status and progress of grading in the buffer areas. Ann Siegenthaler was on site reviewing the Wetland Plan. She had comments on shifting trees to preserve views and the desirability of some infill planting with shrubs and ground cover material in specific areas. Ann's comments are consistent with the approach in the draft drawing, which focuses on the idea of beginning the next stage of plant succession to a coniferous forest environment. I suggested I send the complete plant list I developed for the wetlands plan to the City for information. This is attached. The plan will need to be revised when rough grading is complete. The reduction in clearing limits and other factors have resulted in not having enough earth available for fill if original pad elevations are maintained. The original pad elevations also create excessively steep slopes along the street. It was agreed to drop the pad elevations by at least one foot to reduce the problems of steep slopes along the street and fill material availability. The slope north of the tank may be steepened to provide some fill material. This will also help accomodate the stream which may nerd to be realigned eastward to follow a 1 -.vel contour. If the slope north of the tank is steepened, a slope of 4:1 is iesirable and 3:1 acceptable, A small cut area of 2:1 in the buffer area may be needed to route the water feature stream around the southwest corner of the play area. Disturbed areas will be revegetated. It is desirable to make the outer edge of the path coincide with the clearing limits in the tank area to avoid disturbing natural vegetation. This will result in a larger buffer than the minimum required in some areas. The enhancement planting may most appropriately follow the alignment of the trail in this area rather than the buffer or wetland boundary. This general planting alignment will help minimize .disturbance to natural areas. Buffer enhancement planting will emphasise coniferous trees which represent the next stage of plant succession for this area. The general approach is as follows: Douglas firs in the driest, sunniest areas; Hemlock and Spruce on dry "hummocks" in wet areas; and Sitka spruce where seasonal standing water may occur. The enhancement plan will address the issues of revegetation of cleared buffer areas and enhancement of retained buffer areas in enough detail to provide a preliminary estimate of plant quantities by species. This condition was that a planting plan be submitted by July 30, 1991. The following is a status summary, including what steps need to be taken to comply with your permit. A) Extension of deadline: As a condition of building permit approval (on 7/10/91) for Crystal Springs Park, a detailed planting plan was to be submitted by July 30, 1991 for approval by Dept. of Community Development (Planning). According to Bob Giberson and Scott Moore of Public Works, the consultant will not meet this deadline. The reason for the delay is that the original base map does not accurately reflect the topography on site; therefore, the consultant must prepare a new base map in order to prepare the new planting plan. Given these circumstances, an extension of the deadline for planting plan submittal to August 15, 1991 appears reasonable. B) Completion of required re- vegetation: As a second issue, I am concerned that native plants will not be available in sufficient quantities to complete re- vegetation. Most nurseries are sold out by this late point in the construction season. It is likely now that the contractor will not be able to get enough plants to complete re- vegetation of disturbed wetland buffers until spring of 1992. Further delay in planting plan submittal (and, therefore, purchase of plants) could mean an even later completion date. As a result of this review, the following recommendations and revisions were discussed in our meeting on July 1, 1991. 1. Picnic shelter will be relocated out of the north wetland by design modification. 2. The children's play area cannot be relocated out of the north wetland's 50 -foot buffer. The wetland buffer will need to be reduced in this area. Reduced buffers cannot be less than 25 feet for the on -site, Type 2 wetlands. In accordance with Chapter 18.45.040, 4., an enhancement plan, using native plant species, is required to improve the value of the reduced wetland buffer. 3. Removal of trees or other vegetation within wetland areas will be restricted to hazardous and unhealthy trees that may affect the safety of public use. 4. The existing "Clear & Grub" boundary on the site plan will be adjusted to coincide with the "Wetland Boundary ". Avoidance of buffer clearing will be noted where possible; however, most of the eastern project area will have reduced buffer zones due to the extent of improvements. As stated above in 2., reduced buffer areas will be required to have enhancement plantings. 5. Where trail development activities are adjacent to the central, steep slope area, a new notation should be added to indicate that steep slope areas coincide with wetland buffer zones and will not be disturbed. Planner Gary Schulz, Urban Environmentalist RE: Crystal Springs Park - Permit processing for SAO compliance DATE: June 28, 1991 Building permit applications have been submitted for the restroom building and picnic shelter at Crystal Springs Park. Upon review of these applications, we noted some apparent conflicts with the new Sensitive Areas Ordinance. The following is a summary of our review and recommendations. 1. Picnic shelter must be located outside wetland per SAO. Current plans show shelter within wetland boundary. Public Works believes it can be relocated without undue difficulty. 2. Children's play area must be located outside 50' wetland buffer per SAO, as it is considered "active" recreation. Current plans show play area within buffer. We understand that to resolve this, play area would have to be relocated in an area of steeper slopes, reduced in size, or eliminated. This could seriously affect park design and costs. Note that buffers could be reduced if appropriate enhancement measures are taken. Gary should review buffer widths/ enhancement measures for compliance with SAO. 3. Plans call for removal of "all alder trees within fence;" however, "fence" area is wetland area. To prevent conflict with SAO, this note needs to be eliminated from plans and the area protected. 4. Areas calling for "clearing and grubbing" include wetland buffer zones. While removal of hazard trees may be necessary, clearing in buffers would conflict with SAO. Wetland buffers need to be noted on plans, and notes on plans need to be changed to reflect appropriate areas for clearing and grubbing. Memo to Don Williams Crystal Springs- SAO, 6/28/91 Page 2 5. Clearing and grubbing is scheduled for the area above the wetland. As upper wetland buffer is not delineated on plans, there is concern that clearing may extend into buffer. To prevent conflict with SAO, plans should show upper wetland buffer with appropriate note for protection. Alternatively, plans may indicate that "slopes will be protected," which should accomplish the 50' buffer. 6. Trails proposed in wetland buffer areas are allowed. However, we understand that some clearing will be done within a 30' wide zone around trails. This may conflict with SAO. This type of work, and where it is to occur should be reviewed with Gary and clarified on plans. 7. The planting plan shows re- vegetation of wetland and buffer areas with non - native plants. Per SAO, only appropriate native species may be used in wetlands for re- vegetation of disturbed areas. The planting plan will need to be revised. Also, planting shrubs instead of grass in disturbed areas may be appropriate. Gary should review re- vegetation plans for compliance with SAO. 8. Site plan for picnic shelter is inaccurate (out of date ?). It shows shelter where play area is now located. Also, as noted above, it shows a location in wetland buffer. An accurate plan must be submitted prior to approval of the building permit. - --- Building - permit-for•. restroom buildings ° building is located outside any sensitive areas; other zoning concerns are addressed. Therefore, this permit was approved by Planning on 6/27/91. Due to the potential' conflicts with SAO noted above, we cannot approve any park plans until appropriate revisions are made. This project, we realize, is on a very tight time schedule. We would be happy to meet with you and Public Works to work out some solutions as soon as possible, and to see how we can keep this project on schedule and within its budget. Please let us know when a meeting can be arranged to resolve these issues. cc: Ron Cameron Duane Griffin Rick Beeler Jack Pace MEMORANDUM TO: Don Williams, Director of Parks and Recreation FROM: Gary Schulz, Urban Environmentalist, Community Development, Planning Division DATE: March 18, 1991 RE: Sensitive Area Planning for Crystal Springs Park :Phase 2 Rick Beeler and I discussed the Phase 2 park plan and the identified wetlands on this site. The current draft Sensitive Area Ordinance specifically allows passive recreation in sensitive area buffers. As stated in Chapter 18.45.080 (4) (E) Public access shall be limited to trails, boardwalks, covered or uncovered viewing or seating areas, and displays and must be located in areas which have the lowest sensitivity to human disturbance or alteration. The current site plan includes a play area near the flagged wetland edge within the wetland buffer. There is a concern for meeting the requirements of the draft SAO because the play area is considered active recreation and is not a permitted use within a wetland buffer. This wetland's buffer would be 50 feet if it were rated as medium value. The minimum buffer required for a low value rating would be 25 feet. A site plan revision is needed to comply with the draft SAO. One alternative revision acceptable to the Planning Division would be to relocate the play area to the picnic shelter location and, thereby remove the active use from the buffer. The picnic shelter could be placed in the buffer since it is technically viewed as a passive use. The scheduled wetland boundary survey will accurately define the wetland edge in relation to the subject play area and the amount of potential buffer encroachment. When the survey information has been completed, City staff can jointly review the site plan for any proposed revisions. I will assess the wetland value using the . rating methodology required in the draft SAO and inform you of the rated wetland buffer distance by 3/19/91. r Phase Two.
