YARD TO THE NORTH PROJECT: JIM OATEY, 2D1 @ 544 -2903 Planning Architecture Engineering S'T'RLTC'T URAL CA'LCTL..ATIGINS ,oa No. 910177 -06. EXPLANATION: Per Plant engineering Report No. R -03- 000 -1 -004 in- cluded herewith, 100psf is consered to be a safe load. The 12' high fence was designed for 200 psf since it is considered to be "desirable ". But also because the same footing section can be used full length. Another consideration is that Bob Pedersen wants the high fence where it is in order to protect the airplane from bottles, cans etc. hurled from the highway. Since the airplane has the jets on the wings, there actually will be more blast on the 12' high fences. Also It costs little more to provide the 200 psf design on the 12' high fences. This is with respect to the footing. Then in case the fences are upgraded to 200psf, there won't be any problem as far as the footing is concerned. c ECK JJCHOgAGE TO CONCRETE PER SEC. 2624 UDC fig_, 4a„0 SHEET NO. 5 / 5 DEscreD BY: Wi✓Y /.JZP Ppt P_rgnn APPROVED BY: DATE: 6-25-91 For the bolts at the bot. of the fence there is obviously no tension. This study is to determine maximum allowable vind loads on the existing blast fence and to determine 'what codifications, if any, *would be eco- nomically feasible to further strengthen the fence and that the cost of these modifications would be. BACKGROUND • This bleat fence was originally designed for B -52 airplanes. Loads now • applied to the fence have, been increased due to the use of higher thrust engines, aircraft conficurations which place the engines in the aft section (727), higher engine mounting heights which require blast fences of extended height (727), and larger aircraft which require run position close to the fence to maintain clearance on the apron for taxi (7l7). r ' These loads have caused evidence of failure in the past. Two areas, in . - AJ-' particular have suffered distress. One is the connection at the top of the pipe co1urnr to the vane support plate. The other is the. •____ - se v s d their caap:etion to the support' plates. To correct these deficiencies, most of the Pence sections have already had one modification. This modification consisted of the following: (1) Rewelding vanes at vane support plates, (2) Adding stiffening plates to top connection of pipe column. . . (3) Adding 2 -1/2" x •3/8" stiffening bars on each side of, each 5 vide. vane panel for the full height of the fence. The above modifications are shown on Sheet S -4 of Dvg. No. 103 -000 -1099. DISCUSSION • As indicated by previous failures, the main weakness of this fence is . in the vane design. The middle plate, holding the vanes, supports them in a direction parallel the fence but does not sutoorthem in a illus.= tion =psndicu1ar the fence. Therefore, the effective span is 5' -0" ``•• rect.ion parallel the fence, but 10' -0" in the direction oe rren- G dicular the fence. Also, a full moment developing connection w not used at he -middl - sup3axt plate. In a static test conducted by the ,\ _ firm of 'p:orthingtcn Zc Snilling,`.' a test .vnre 1." made and tested using a 10' sp . h • ....xcii.:a s"s7,e cad on the panel was 50 pounds per square foot. Although this teat did not duplicate actual field condition, the result should be safe. actual ia.,e, the panels are ,subjected, to a vibrating load which may cause i a fatigue failure; how- • ever, the panels are also supported at ' -0" intervals in a direction parallel to the fence. • . R - 03 - 000 - 1 - 00! • r eve-e(S DISCUSSION (continued) The modification that prerinw • vas done to most of the panels has effectively strengthened the ver. . Revelding the vanes to the support plates has rcreused the rent resistance of the connection. Adding the 2 -1/2 x 3/8" bars on each side of each 5' -0" panel has increased the vane stability and helps to distribute any concentrated loads. A stress analysis of the :vanes indicates that stresses• are lov provided buckling is prohibited and centin t s provided across the center' support 1p ate. For these reasons, the fence jtn tics r_o ificFEion is c nsider ed safe for a load of 100 rounds per square food. A new modification is shown on Sketches 1 & 2. The purpose of this modification is to allow use of"the existing fence where a blast load above 100 pounds per square foot is necessary or desirable. This modification, combined with the previous ore, is designed to increaw the allowable e Ina on the Pence • to '221 pounds Der snuere :Gat. It cons ats of adding ,ties at 5'-0" centers to the existing" fence. This Over #+" strengthens the fence in two ways. It strengthens the vanes, by add- c,-i.. Aft ing definite support,at 5' -O" O.C. It alto strengthens the Pend i against overturning and sliding. ' The original design had a safe load. 16"/ T u 2c for overturning of 100 pounds per square foot. This modification will increase it to 200 pounds per square foot. ALLOWABLE LOADS Pounds per Sq. Ft. Reeo = ended allowable loads are as follows: A. Panels vithout.modification 50 B. Panels with original modification, consisting of the folloving: _ 100 (1) Rewelding all vanes. • (2) Adding 2 -1/2" x 3/8" stiffening bars each side of each 5' -0" wide panel. (3) Adding stiffening plates to top connection . of pipe . column. C. Panels with the original modification and the nev modification as shown on Sketches 1 and'2. on R -03- 000 -1 -004 200 . • • • • SUMRY There are nov 188 panels at North Field along the runvay. Of these, all except 46 have received the originrl.,modification. Of the 46 that have not bsen modified, 34 are located together at the south end. Three possible-courses of' action are: R- 03- 000 -1 -004 • Do nothing at this time. II. Modify the remining.46 panels so that all •panels .vill have the original. modification.' Estimated' cost 43, 000 III.. .In.addition to II, add the new modification a.s.shown on Sketches 1 and 2. Estimated cost - 440,000. . Due.to the tight money situation, Alternate•I.is recommended for the present V.:e. Since the presently unmodified panels are concentrated mostly at the south end, airplanes can nor use every position except the tvo southerly ones for pressures as high 'as 100 pounds. per square • foot. Yhen money becomes more readily available and the field becomes more fully utilized, it is recommended. that Alternate, II be . adopted. It grill provide ' greater safety and allow a fuller utilization of the fence at a minimum cost. In the future, when.anc if•the use of jet .blast.precsures are greater than 100 pounds per foot, Alternate. II or some. variation of it should be considered for adoption.. . Layout of run positions'at the blast fence ,as presently constructed • must take into consideration the variations in the blast fence modifi- cations and heights' to avoid overloads and possible fence failure.
