Note that when the C, of a drainage basin exceeds 0.60, It may be important to compute the T, and peak rate of flow from the Impervious area separately. The computed peak rate of flow for the impervious surface alone may exceed that for the entire drainage basin using the total drainage basin T,. The higher of the two peak flow rates shall then be used to size the conveyance element. The T, is computed by summation of the travel times(s) (T) of overland flow across separate flow path segments defined by the six categories of land cover from the chart published In 1975 by the Soil Conservation Service shown In Table 4.3.3C. The equation for time of concentration is: T, = T, + T 2 +... + T„ where: T, zr consecutive flow path segments of different land cover category or having significant difference in flow path slope Travel time for each segment is computed using the following equation: L /60V (minutes) (Note, the T, through an open water body (such as a pond) shall be assumed to be zero with this method.) where: L the distance of flow across a given segment (feet) V = average velocity across the land cover (feet /second) Average velocity (V) is computed using the following equation (or read from Figure 4.3.3B): V = kR f o where: k = time of concentration velocity factor (feet /second) (see Table 4.3.3C) s, slope of flow path (feet /feet) 4,3.3 -5 1/90 TABLE 4.3.3E COEFFICIENTS FOR THE RATIONAL METHOD "I " - EQUATION DESIGN STORM RETURN FREQUENCY (YEARS) a I b 2 Year 1.58 0.58 5 Year 2.33 0,63 10 Year 2.44 0.64 25 Year 2.66 0.65 50 Year 2.75 0.65 100 Year 2.61 0.83 KING COUNTY, WASHINGTON, SURFACE WATER DESIGN MANUAL "I Peak Rainfall Intensity The peak rainfall intensity (I„) for the specified return frequency ( design storm Is determined using a unit peak rainfall intensity factor (I for a given return frequency (p) design storm using the following equation: In = (NM where: P Is the total precipitation at the project site for the 24 -hour duration design storm event for the given return frequency (from the Isopluvlai Maps in Figures 3.5.1C through 3.5.1H) I Where (a„)(T ; the unit peak rainfall Intensity factor T = time of concentration (minutes), calculated using the method described below only (T, minimum value is 6.3 minutes) a and b are coefficients (from Table 4.3.3B) used to adjust the equation for the design storm return frequency ( This "I equation was developed by SWM Division staff from equations originally developed by Ron Mayo, P.E.. It is based on the original Renton /Seattle Intensity /Duration /Frequency (I.D.F.) curves. Rather than requiring a family of curves for various locations In King County this equation adjusts proportionally the Renton /Seattle I.D.F. curve data by using the 24 -hour duration total precipitation isopluvlal maps. This adjustment is based on the assumption that the localized geo- climatic conditions that control the total volume of precipitation at a specific location also control the peak intensities proportionally. Figure 4.3.3A has been included to demonstrate that this unit peak rainfall intensity (I will generate a curve with the same characteristics as the historic 25 year I.D.F. curve. Note, T must not be less than 6.3 minutes or greater than 100 minutes. On the historic I.D.F. curves the lower limit was set at 5 minutes, 6.3 minutes was selected based on the mathematical limits of the equation coefficients. 4.3.3 -3 1/90 . You are referred to other City Departments, including Fire and Community Development, for their requirements and approvals which may affect the commencement of this work. In accordance with our previous conversation of 9/11/91 please contact Denise Millard, Permit Coordinator, at 431 -3672 to have the following permits prepared for pickup: 1. Curb Cut /Access /Sidewalk Permit (Permit Fee = $25.00) This permit covers your access onto 33rd Avenue South. The driveway must meet City standards and shall be paved for a distance of 20 feet from the edge of the existing pavement on 33rd Avenue South. As we discussed some time ago it is recommended that you pave an area around the existing catch basin on 33rd Avenue South adjacent to your property to prevent gravel from this area from being knocked into the catch basin by vehicles using this shoulder. 2. Land Altering Permit (Permit Fee = $15.00) This permit is required since your excavation exceeds 5 feet in vertical depth. 3. Storm Drain Permit (Permit Fee = $25.00) Your storm drain design seems to be satisfactory. Please furnish a copy of the 10 foot utility easement for your storm drain across Lot 8. The easement should be granted by the owner of Lot 8 to you, since this is a private storm drain line outside of the public right -of -way and as such, will need to be maintained by you as necessary. If a public storm drain is ever installed in the 16 foot alley to the east of your property in the future, you would be required to tie into that new system. AO If you will be required by the City Fire Department to install a fire hydrant adjacent to your property, this work will need to be coordinated with Water District # 125. We have copies of water and sewer availability letters from Water District # 125 and the Val— Vue Sewer District respectively. Arrangements for these utilities to service your new residence shall be coordinated directly with the utility districts. You are required to complete the enclosed Residential Sewer Use Certification Form, forward the original to METRO and return a copy for our files. This slope classification includes slopes 15 to 40 percent in gradient. Joseph Salle wrote a brief letter, dated May 23, 1991, indicating the on -site topography has been modified by recent clearing and grading. I visited the site on May 29, 1991 to verify the disturbances of clearing and grading. Besides clearing, the central, upper portion of the lot has been cut and graded to form a vertical slope for the proposed house foundation. This modified slope area may have had a natural gradient exceeding 15 percent. On -site topography mapping showed this area as the steepest prior to the grading activity. The stability of the slope and integrity of the house foundation and wall may need special review. In addition, siltation fencing or other erosion control measures were not observed on the site. A gluernaied floor system viler pGrfo--re better than a naed floor. Deflection of the sheathing materiel between the joists can be reduced by increasing the thickness of sheathing or decreasing the spacing of the joist. Proper installation, including adequate and level support for the joists, and care in fastening of the joists and sheathing ore essential to the system performance.
