VanDusen, Mayor October 10, 1991 The attached set of building plans have been reviewed by The Fire Prevention Bureau and are acceptable with the following concerns: 1. Since the fire flow available does not meet the minimum requirements of the fire code, you are required to provide a residential sprinkler system that conforms to the requirements of N.F.P.A. 13D. 2. Every building shall be accessible to Fire Department apparatus by way of access roadways with all- weather driving surface of not less than 20' wide and 13'6" vertical clearance. Access roads in excess of 150' shall be provided with an approved turn- around area. Access shall be within 150' of all portions of the building. (UFC 10.207 as amended) 3. Your street address must be conspicuously posted on the building and shall be plainly visible and legible from the street. Numbers shall contrast with their background. October 10, 1991 Greg LaPlante 848 South 192nd Street Seattle, WA 98148 SUBJECT: LaPlante Single Family Residence, 4037 South 151st Street Utility Permit Application (Plan Check No. 91 -398) Dear Greg: The Public Works Department has reviewed the submittal for the subject project and has the following comments to offer concerning the site plan: 1. Dimensions showing the locations of existing utilities, including storm drain, water meters and sewer lines do not agree with the recorded short plat or the Side Sewer Permit Application drawing from the Val Vue Sewer District. The existing house location and driveway configura- tion do not coincide with either the recorded plat or observed field conditions. 2. The new Type 1 Catch Basin you are proposing would involve a sensitive area and the storm line itself would require an easement across Lot 2. Rather than proceed with your plan, it is suggested that your storm line tie in with the existing catch basin. It appears that this would avoid the sensitive area and requirement for an easement. This is difficult to determine confidently from the existing site plan since some scaled dimensions are off and the accuracy of existing contours is questionable. PVC pipe is not permitted for storm drain lines under travelled road surfaces. ADSN12 or concrete pipe are acceptable. A minimum of 12" of cover is required with 2 -3' preferable. 3. The site plan should reflect a driveway in line with City Standards, including Fire Department require- ments for all weather surface and turn - around area. The maximum driveway gradient is 15 %. The site plan should show a driveway cross section as well. 4. If your project involves more than 50 cubic yards of cut and fill, additional permits may be required. The site plan should indicate the estimated quantities of cut and fill. Please submit six (6) copies of a revised site plan, which has been modified in accordance with the above and has been stamped by a licensed engineer. If you have any questions, please call me at 433 -0179. Sincerely, John A. Pierog, P.E. Pierog, P.E. Associate Engineer Public Works Department JP /amc:8 :laplante SUBJECT: La Plante Demolition, 4037 South 151st Street Plan Check No. 91 -399 Dear Greg: It is my understanding that the subject building is to be demolished rather than burned as originally planned. Since all of the utilities have been previously capped and since the activity involves less than 50 cubic yards of earthwork and practically no clearing, no permits from the Public Works Department are required. It is important that you limit demolition activity to within the lot boundary and no further than 10 feet outward from the building footprint. Otherwise, the Land Altering Ordinance may have applicability and necessitate a Land Altering Permit. The City's Building Division will issue your Demolition Permit. If you have any questions, please . call me at 433 -0179. It is noted per'the 7/17/91 Certificate of Sewer Availability, sewer is available for this single family develop- ment. 4. 1 1/2" Water Meter /Service - Applicant is Referred to Water District # 125 for final permits and approvals. It is noted under the sub - division File No. 91 -03 -SS per Phil Fraser's May 31, 1991 letter - Roger Eberhart, P.E. of Horton Dennis & Associates, Engineer for Water District # 125 indicates 1000 gallons per minute/ 20 PSI residual pressure is available at 42nd Avenue South. Further it is indicated in the Memo of June 7, 1991 from Nick Olivas, Fire Marshall, to Phil Fraser, either a fire hydrant flowing 1000 GPM /30 PSI residual or provide . residential sprinkler system is also acceptable. Existing water meter (2) shall be removed and service line abandoned per City standards and requirements of Water District # 125. New water meter to be 1 -1/2" instead of 1" for this development. Also, 2nd meter you install has no guarantee it will meet requirements of future use. All above shall meet requirements of Water District # 125 and the Fire Marshall. 5. Fire Loop /Hydrant Permit in Public Right -of -Way only, (Permit Fee = $25.00) Greg LaPlante October 31, 1991 Page 3 The system shall be per Tukwila Fire Marshalls requirements City of Tukwila Standards and Water District No. 125's criteria and requirements. Per the attached calculations the 1 1/4" fire and sprinkler system designed by your Licensed Engineer, adequate fire flows are identified as provided by this fire system for sprinkling of development. Please note this permit review does not review adaquacy of fire flows, but for working in the public right -of -way. Applicant shall meet all requirements of Fire Marshall and Water District # 125 for final approvals for said fire system. Backflow prevention devices shall be provided per D.O.H. requirements. Finally, please note the 1" meter is be upgraded to 1 -1/2" meter. You are required to fill out the attached Residential Sewer Use Certificate and forward copies to METRO. From this plan review it is assumed less than 50 cubic yards of land altering is taking place on site. Therefore, no Land Altering Permit is required. Undergrounding of all utilities, including power, cable TV and telephone is required from nearest pole per the City's Undergrounding Ordinance. Using the manning formula: Q =1.486 AR 2/3 s 1/2 N Where N = 0.009 for smooth PVC pipe A =TT D2= TTX.5(2) = 0.196 square feet 4 4 R =A /WP = 0.196 /RR X 0.5 4. 0.125 S = 0.043 ft /ft Capacity of pipe shown = 1.49 X 0.196 X 0.125 2/3 X 0.043 1/2 1.68 CFS 0.009 Could reduce pipe size to 4" A =TT X .332/4 =0.086 square feet R =0.086/.33TT = 0.083 S =0.043 Capacity of 4" pipe = 1.49 X 0.086 X 0.083 2/3 X 0.043 1/2 = 0.57 CFS 0.009 The driveway has an area of 1700 square feet. The total of the driveway and roof of house = 1700 +2412 =4112 square feet. Assume a porch at 100 square feet at rear patio 150 square feet and the total comes to 4112 +250 =4362 square feet. Add a sidewalk 2 1/2 wide at 40 feet long and the total area to about 4460 square feet which is less than the surface water manual threashold of 5000 square feet. Core requirement. 1. Can be conveyed to CB in Cul -de -sac which is acceptable discharge point. Core requirement. 2. off -site analysis - none required less than 5000 square feet. Core requirement. 3. Runoff Control - negligible peak rate runoff increase at less than 0.5 CFS increase. Core requirement. 4. Run off is contained in 4" PVC pipe or is picked up by existing cul -de -sac catch basin. The project is also exempt from providing conveyance since it is less than 5000 square feet of new impervious surface. Core requirement. 5. 4" pipe is more than adequate for runoff since the SWM only requires it to be sized for a 25 year storm and it is desinged for a 100 year storm. Also oil water separater should be installed for outfalls from paved areas. Oil/Water separation must be provided In a1T pipe drainage systems conveying runoff from paved areas prior to discharge from outfall. Core requirement. 6. Not applicable unless construction occurs between November 1 and March 31. Applies to all projects with disturbed areas greater than 5000 square feet. Core requirement. 7. Exempt Core requirement. 8. Exempt In short, this single family dwelling poses no significant drainage problem. Sincerely, Larry.
