APPLICATION SUBMITTAL In order to ensure that your application is accepted for plan review, please make sure to fill out the
application completely and follow the plan submittal checklist on the reverse side of this form. Handouts are available at
the Building counter which provide more detailed information on application and plan submittal requirements.
Application and plans must be complete in order to be accepted for plan review.
VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of
Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting
application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is
subject to possible revision by the Building Division to comply with current fee schedules.
BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor
licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this
permit application and obtain the permit will be required as part of this submittal.
EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall
expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180
days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition).
No application shall be extended more than once.

CORRIDORS AND EXTERIOR EXIT BALCONIES
Corridors and exterior balconies must provide an
unobstructed, hazard -free, accessible route of tra-
vel. While this route has a minimum width of 32
inches and a minimum height of 79 inches at any
point, it does not completely meet the needs of
persons with sight disabilities or persons using
walking aids. Such persons are disoriented by
weaving pathways. Although it is possible to comply
by zig- zagging around both fixed and movable ob-
structions, the unobstructed space should flow
smoothly through a corridor.
There are several conditions where corridors no
greater than 44 inches are allowed; however, the
wheelchair cannot be by- passed by other persons in
wheelchairs, change directions, or turn around in a
width less than 60 inches. Since it might not be
feasible to make the corridor continuously 60 inches
wide, locations for by- passing and turning around
must be properly spaced. Most building corridors
will have natural intersections that allow for this: if
they occur more than 100 feet apart it is recom-
mended that a minimum space of 60 inches x 60
inches be provided.

Sec. 3305. (b) Width and length. Every
corridor serving an occupant load of 10 or more
shall be not Tess than 44 inches in width.
Corridors serving an occupant Toad of less than
10 shall not be Tess than 36 inches in width.
Every corridor within the accessible mute of
travel shall contain an unobstructed floor space
not less in width than 44 inches nor less in
length- than 48 inches. Where such corridor is
longer than 50 feet, it shall contain, within its
middle third, a tee intersection, or an un-
obstructed floor space not less than 60 inches
in diameter. For purposes of this requirement,
every 200 feet of corridor or portion thereof,
measured in the line of travel, shall be
considered separately. For special require-
ments for Groups E and I Occupancies, see
Sections 3319 and 3321.
Sec. 3305. (d) Projections. The required
width of corridors shall be unobstructed.
EXCEPTIONS: 1. Handrails and doors. when fully
opened, shall not reduce the required width by more than 7
inches. Doors in any position shall not reduce the required
width by more than one half. Other non - structural
projections such as trim and similar decorative features may
project into the required width t irz inches on each side.
2. Projecting objects shall not reduce the clear width and
height or unobstructed floor space at any point of an acces-
sible route of travel within a corridor. Any wall- or post -
mounted object with its leading edge between 27 inches and
79 inches above the floor may project not more than 4 inch-
es into the required width of the corridor. Any wall - mounted
or post - mounted projection greater than 4 inches shall extend
to the floor.

DOORS AND DOORWAYS
The door in the open position must have a 32
inch clear opening. This allows clearance for
the wheelchair and the arms and hands of the
person using it. A person using walking aids
such as crutches can maneuver through the
opening with a natural movement. The door
must be operable by persons with limited mani-
pulative ability; its operating hardware must be
lever handles, pulls, or push -pull activating
bars. It is recommended that doors with auto-
matic closers have a maximum opening force
of 8.5 pounds. Kickplates a minimum of 12
inches high are recommended to protect the
doors and to minimize the problem of wheel-
chair footrests and walking aids getting caught
in stiles and protruding parts.
When a doorway requires signage, the sign
should be mounted on the wall adjacent to the
strike jamb at a height not more than 66 inches
above the floor. When provided, a viewing
panel should be set at a height that allows
persons of short stature and persons in wheel-
chairs to see through it. The bottom of the
panel must be a maximum of 40 inches above
the floor [Sec. 3304 (k)]. Power operated doors
must have a time delay [Sec. 5501 (b) 2.] to
allow slow moving persons to pass through.
There can be no change in floor level at the
doorway greater than IQ inch, including the
height of the threshold or the thickness of a
surface or recessed floor mat.

Sec. 3304. (b) Swing and Opening Force. Exit
doors shall be of the pivoted or side- hinged
swinging type. Exit doors shall swing in the di-
rection of exit travel when serving any hazard-
ous area or when serving an occupant load of
50 or more. The door latch shall release when
subjected to a 15 -pound force, and the door
shall be set in motion when subjected to a 30-
pound force. The door shall swing to full -open
position when subjected to a 15 -pound force.
Forces shall be applied to the latch side, except
that at exit doors within the accessible route of
travel, such force shall not exceed 8.5 pounds.
At exterior doors where environmental conditions
require greater closing pressure, power operated
doors shall be used within the accessible route
of travel. See Section 4507 for doors swinging
over public property.
EXCEPTIONS: 1. Group 1. Division 3 Occupancy used as
a place of detention.
2. in other than accessible or adaptable dwelling units.

Double- acting doors shall not be used as exits
when any of the following conditions exist:
1. The occupant load served by the door is
100 or more.
2. The door is part of a fire assembly.
3. The door is part of a smoke- and draft-con-
trol assembly.
4. Panic hardware is required or provided on
the door.
A double - acting door shall be provided with a
view panel of not less than 200 square inches.
Sec. 3304. (h) Special Doors. Revolving, sliding
and overhead doors shall not be used as requir-
ed exits. Where a turnstile is used, a gate or
door to accommodate disabled persons shall be
installed.

Standard No. 33 -1 may be used for exit purpos-
es. Such doors when swinging shall have two
guide rails installed on the swing side projecting
out from the face of the door jambs for a dis-
tance not less than the widest door leaf. Guide
rails shall be not less than 30 inches in height
with solid or mesh panels to prevent penetration
into door swing and shall be capable of resisting
a horizontal load at top of rail of not less than 50
pounds per lineal foot.
EXCEPTIONS: 1. Walls or other type separators may be
used in lieu of the above guide rail, provided all the criteria are
met.
2. Guide rails in industrial or commercial occupancies not
accessible to the public may conform with Exception 4 to the
provision of Section 1711.
3. Doors swinging toward flow of traffic shall not be permit-
ted for use by untrained pedestrian traffic unless actuating de-
vices start to function at least 8 feet 11 inches beyond door in
open position and guide rails extend 6 feet 5 inches beyond
door in open position.
Clearances for guide rails shall be as follows:
1. Six inches maximum between rails and
leading edge of door at the closest point in its
arc of travel.
2. Six inches maximum between rails and the
door in open position.

3. Two inches minimum between rail at hinge
side and door in open position.
4. Two inches maximum between freestanding
rails and jamb or other adjacent surface.
Sec. 3304 (i) Floor Level at Doors. Regardless
of the occupant load, there shall be a floor or
landing on each side of a door. When access
for the physically handicapped is required by
Section 3301 (e), the floor or landing shall be
not more than 12 inch lower than the threshold
of the doorway. When such access is not requir-
ed, such dimension shall not exceed 1 inch.
Landings shall be level except for exterior land-
ings which may have a slope not to exceed 1/4
inch per foot. When doors open over landings,
the landing shall have a length in the direction of
travel of not less than 5 feet.
EXCEPTIONS: 1. In Groups R, Division 3. and M Occu-
pancies and within individual units of Group R. Division 1 Occu-
pancies: A. A door may open at the top step of an interior
flight of stairs. provided the door does not swing over the top
step.
B. A door may open at a landing that is not more than 7t¢
inches lower than the floor level, provided the door does not
swing over the landing.
C. Screen doors and storm doors may swing over stairs.

Sec. 3304. (j) Landings at Doors. Landings
shall have a width not less than the width of the
stairway or the width of the door, whichever is
the greater. Doors in the fully open position shall
not reduce a required dimension by more than 7
inches. When a landing serves an occupant load
of 50 or more, doors in any position shall not re-
duce the landing dimension to less than one half
its required width. Landings shall have a length
measured in the direction of travel of not less
than 44 inches, except that within the accessible
route of travel, the length shall be not less than
60 inches on the swing side.
EXCEPTION: In Groups R, Division 3 and M Occupancies
and within individual units of Group R. Division 1 Occupancies,
such length need not exceed 36 inches.
A landing which has no adjoining door shall com-
ply with Section 3306 (g).
Sec. 3304. (k) Door Identification. Glass doors
shall conform to the requirements specified in
Section 5406.
Exit doors shall be so marked that they are
readily distinguishable from the adjacent con-
struction. For other door identification, see Sec-
tion 5503. Where vision panels are provided in
any door, the bottom of the glass shall be a
maximum of 40 inches above the floor.

The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. The total number of fire extinguishers required for
your establishment is calculated at one extinguisher for
each 3000 sq. ft. of area. The extinguisher(s) should be
of the "All Purpose" (2A, 10 B:C) dry chemical type.
Travel distance to any fire extinguisher must be 75' or
less. (NFPA 10, 3 -1.1) (UFC 10 -1 (3 -1))
Extinguishers shall be installed on the hangers or in
the brackets supplied, mounted in cabinets, or set on
shelves (NFPA 10, 1 -6.6), and shall be installed so
that the top of the extinguisher is not more than 5
feet above the floor. (NFPA 10, 1 -6.6) (UFC 10.301)
2. Exit hardware and marking must meet the requirements
of Uniform Fire Code Sections 12.104 & 10.402(a).
Exit doors shall be openable from the inside without
the use of a key or any special knowledge or effort.

written approval of the Washington Survey & Rating Bureau,
Factory Mutual Engineering or Industrial Risk Insurers,
