Mayor Rants called the Special Meeting of the Tukwila City Council to
order.
ALLAN EKBERG, Council President; JOE DUFFIE, JOAN
HERNANDEZ, DENNIS ROBERTSON, STEVE LAWRENCE,
STEVE MULLET.
It was the consensus of the Council to excuse
Charlie Simpson due to a death in his family
JOHN MCFARLAND, City Administrator; MICHAEL KENYON,
City Attorney; LUCY LAUTERBACH, Council Analyst; RON
WALDNER, Chief of Police; ROSS EARNST, Public Works
Director; RON CAMERON, City Engineer; DOUG MICHEAU,
Public Works Coordinator; ALAN DOERSCHEL, Finance Director;
RICK BEELER/MOIRA BRADSHAW, DCD.
b. Approval of Vouchers

MOVED BY DUFFLE, SECONDED BY ROBERTSON, THAT
THE CONSENT AGENDA BE APPROVED AS SUBMITTED.
MOTION CARRIED.
Alan Doerschel, Finance Director, requested Council
approval to make a Budget Transfer amounting to $235.000 due to
costs overruns.
MOVED BY HERNANDEZ, SECONDED BY DUFFIE, THAT
THE 1991 BUDGET TRANSFERS OF $235,000 BE APPROVED
AS SUBMITTED. MOTION CARRIED.
Councilmember Hernandez stated that the Finance and
Safety Committee had discussed and endorsed this
agreement for Emergency Services with the Cities of
Auburn, Renton, and Tukwila to form a SWAT Team that will help
resolve high risk situations such as gang member arrests, hostage
situations and narcotics, etc.
Councilmember Robertson inquired why wasn't the City of Kent
participating.

Chief Waldner responded that the City of Kent opted not to join with
the cities mentioned because their forces are already in place as a
single entity, but will assist Tukwila if ever the need should arise. Kent
also requested that options remain open should they wish to join at a
later date.
MOVED BY EKBERG, SECONDED BY DUFFIE, THAT THE
MAYOR SIGN THE INTERLOCAL COOPERATIVE
AGREEMENT COMBINED REGIONAL EMERGENCY
SERVICES UNIT OPERATIONAL AGREEMENT WITH THE
CITIES OF RENTON AND AUBURN TO ESTABLISH AN
EMERGENCY SERVICES UNIT. MOTION CARRIED.
Councilmember Robertson inquired as to the status of the Interlocal
Agreement through Suburban Cities for the Growth Management Act,
and requested the issue be re- introduced to the Council as soon as
possible.
Councilmember Robertson announced he had been asked by a
previous Renton Committee member to represent the Council on the
South King County Area Transportation Benefit District Committee
(SKATBD) as it is being revived again. Council approval was granted.
The Council discussed out of state travel for those councilmembers
wishing to attend conferences during the 1992 budget year. Council
approval was granted pending the availability of funds.
MOVED BY DUFFIE, SECONDED BY EKBERG, THAT THE
SPECIAL MEETING BE ADJOURNED. MOTION CARRIED.
