MINUTES
Council President Ekberg called the Committee of The Whole
Meeting of the Tukwila City Council to order and led the audience in
the Pledge of Allegiance.

HERNANDEZ, DENNIS ROBERTSON, CHARLIE SIMPSON, STEVE
LAWRENCE, STEVE MULLET.
JOHN MCFARLAND, City Administrator; MICHAEL KENYON, City
Attorney; LUCY LAUTERBACH, Council Analyst; ROSS
EARNST /RON CAMERON /DOUG MICHEAU, Public Works; ALAN
DOERSCHEL, Finance.
Jackie Dempere, 4033 South 128th, appealed to the Council for help
in acquiring electrical power to a piece of property she owns in the
Cascade View area. It appears Seattle City Light wants to charge
her $9,150 to run wiring underground, crossing underneath a
residential street.
Mayor Rants informed Ms. Dempere that the administration will look
into this matter and get back to her as soon as possible.
Lora Fowler presented an informational update on
the Vision Tukwila Project. She stated that the first phase of the
Project has been completed. Five meetings have been held, and to
date the comments from citizens have been very positive with
respect to how they view city government and the community which
they live. The second round of community meetings is scheduled to
begin February 25. Phase three of the Project will endeavor to bring
together the entire community in an effort to prioritize issues from a
city -wide perspective for delivery to and consideration of the Council.
Fowler requested volunteers from the Council to serve at the
communication /information table at tomorrow night's meeting
(February 25). Councilmembers Lawrence and Robertson
volunteered.
Councilmembers Duffie and Lawrence informed the
Council that the Finance and Utilities Committees
agreed that the .25 cent discount given on the
water bill to single family residents should be discontinued.
The Council consensus was to forward the ordinance removing the
.25 cent discount for early payment of utility bills to the next Regular
Council for approval.

Reflecting the consensus of the Utilities
Committee, Councilmember Lawrence informed the
Council they had agreed the New Green River Basin Program
Interlocal Agreement should be approved to continue watershed
management in the lower Green River and provide mutual solutions
to drainage, flood and water quality problems.
Councilmember Robertson requested a copy of Attachment "A"
referenced in the Interlocal Agreement as it pertains to

REPORTS
"Cost of proposed levee improvements by !urisdiction and
phase." He hesitates signing an agreement without knowing the
impacts this will have on the City's budget. Ross Earnst, Public
Works, stated he would see to it that a copy of Attachment "A" is
placed in each councilmember's mailbox in time for review prior to
next Regular Council meeting. Earnst stated he would be available
for questions at that meeting.

UPDATED GREEN RIVER BASIN PROGRAM INTERLOCAL
AGREEMENT BE FORWARDED TO THE NEXT REGULAR COUNCIL
FOR APPROVAL. MOTION CARRIED.
City Administrator McFarland explained that the
Council Work Plan timetables were a sum total of the Council
Analyst's efforts of coordination between council and staff. The
Council reviewed and edited the Work Plan, allowing for flexibility on
some projects; while keeping to schedule on priority items.
Mayor Rants commented that the Council will be presented with a
series of options related to the recycling program in the near future;
specifically, the free dump coupons for citizens. He also stated he
had begun a task force for Southgate Creek, citizens have
expressed concerns in being involved in a clean -up campaign.
Finally, the Mayor invited the Council to visit BiCentennial Park to
analyze the existing problem left by the Corps of Engineers.
Meetings will commence soon to address this problem.
Councilmember Lawrence reported he had met with representatives
of other cities and agencies who are joining together with the
coalition to assess the draft EIS for the third runway. Those present
were Normandy Park, Des Moines, Tukwila, Federal Way and
Highline School District. The bill for cities /agencies, through March,
will be under $50,000 dollars with members of the coalition sharing a
portion of the bill. Most of the issues will concern Tukwila such as
the noise, economics, air space analysis, traffic (ground
transportation), etc. Tukwila will pay for its portion and a
proportional amount of the attorney's fees that are spent in
coordinating the whole project. Tukwila's portion thru March will be
approximately $10,000.
The Council requested a copy of the Interlocal Agreement regarding
the development of a third runway at SeaTac Airport be placed in
each councilmember's mailbox. Additionally, Councilmember
Robertson requested a copy of the Rabanco Contract.
Alan Doerschel, Finance, reported that year -to -date sales tax actuals
through February 29, 1992 are 10% ahead of the comparative period
in 1991. He hopes this trend continues through the rest of this year.
He also announced the Tukwila Library Vote is March 10. He
attended all the meetings on this issue and it appears there's no
organized opposition pertaining to this measure at this time.
City Attorney Kenyon reported the World -Wide Video petition was
filed with the U.S. Supreme Court on Thursday. The only hard cost
to the City is the printing bill which will be $500 to 600 dollars. The
U.S. Supreme Court is being asked to apply its

decision in the Renton Case to the Tukwila ordinance. The
Washington Court failed to do so. Kenyon also informed the Council
that Mike Callan, who is with the Revelle firm and is an experienced
prosecutor, has stepped in to pinch -hit for Jackie Jeski who's
traveling in and out of the state do to the illness of her father.

COMMITTEE OF THE WHOLE MEETING BE ADJOURNED.
