TRANSPORTATION COMMITTEE
Meeting Minutes
April 4, 2011— 5:00 p.m. Conference Room 1
PRESENT

CALL TO ORDER: The meeting was called to order at 5:03 p.m.

II. BUSINESS AGENDA
A. Tukwila Urban Center Access (Klickitatl Proiect: Proiect Acceleration Chance Order
Staff is seeking Council approval of a change order to Contract No. 10 -120 in the amount of $493,000 for
the accelerated completion of the Tukwila Urban Center (Klickitat) Access Project.
This project was originally scheduled for completion between November 1 November 16, 2011. Per the
current contract, an incentive of $25,000 per day will be paid to Atkinson Construction for each day the
road opening occurs prior to November 1 (limited to $250,000). As well, the City will withhold $25,000 per
day for every day the road opening is delayed past November 16. The Contractor's approved schedule
includes an anticipated road opening date of October 13, 2011.
Many public inquiries have been made regarding the possibility of opening the road sooner, and the City
initiated search of such based on these concerns. Based on additional analysis conducted by the Contractor,
increasing work hours and days could result in the road opening as early as September 1. The additional
costs to accelerate the work schedule are estimated at $11,000 per day, plus a one -time fee of $20,000 for
the Contractors cost loaded schedule change. Therefore, if approved, the change order would total no more
than $493,000 (completed 43 days early at $11,000 per day totals $473,000, plus $20,000 for cost loaded
schedule change). Since there is no guarantee that this new road opening date can be met, the City would
only pay the Contractor $11,000 per day for each day the road is opened prior to October 13, 2011, with a
maximum time of 43 days (road opening between September 1 October 13).
This change increases the financial impact of the Local Improvement District to each property's assessment
by 2.35 However, depending on the use of project contingency funds, (which is already included in the
LID assessment) the total LID costs may result in an amount less than originally estimated. UNANIMOUS
APPROVAL. FORWARD TO APRIL 4 COW FOR DISUCSSION.
III. MISCELLANEOUS
The March 15 SCATBd action items and/or agenda will be discussed at the next Transportation Committee
meeting. Bob is working on scheduling a presentation at a future City Council meeting regarding the King
County Metro Regional Transit Strategic Plan for Public Transportation.
