JOE DUFFLE; JOAN HERNANDEZ; ALLAN EKBERG, Council President; DENNIS ROBERTSON; CHARLES SIMPSON; STEVE LAWRENCE, STEVE MULLET. MIKE KENYON, City Attorney; RICK BEELER, DCD Director; RON CAMERON, City Engineer; ALAN DOERSCHEL, Finance Director; ROSS EARNST, Public Works Director; RON WALDNER, Chief of Police. Mayor Rants read a proclamation expressing appreciation to Mrs. Marcelle Regel for her many years of service to the City of Tukwila as a member of the Board of Adjustment. Mrs. Regel, who will be 90 in July, was present and accepted the framed proclamation from Mayor Rants. Jackie Dempere, 4033 South 128th, again addressed Council regarding the issue of underground wiring for her property in the Cascade View area. Mayor Rants provided a copy of a memorandum outlining the results of the City's conversations with Seattle City Light regarding this issue, addin g that City Light has been difficult to deal with. He suggested: 1) finding out when the City Light franchise expires, and 2) Council President Ekberg contact the City of Seattle Council President to see if anything can be done. Councilmember Robertson suggested Ms. Dempere be prepared to make a business decision on this issue in the event the City is unable to resolve this problem in a timely manner. Mayor Rants requested Items 6 (c) be withdrawn. Council President Ekberg requested Items 6 (d) be removed and discussed immediately following the Consent Agenda. a. Accept as complete Bicentennial Log Cabin repair construction; release retainage upon City's receipt of State approval. c. Authorize Mayor to execute agreement with Horton Dennis Associates for Interurban Trail Project No. 92 -PK01. d. Ordinance removing the discount for early payment of utility bills. MOVED BY DUFFIE, SECONDED BY ROBERTSON, TO APPROVE THE CONSENT AGENDA AS AMENDED. MOTION CARRIED. Council President Ekberg noted that the residents had already been notified of the removal of the 25 cent discount on their March utility bills. The notification was made prior to Council's authorization. NEW BUSINESS Accounts Receivable Write -offs Res. #1201 Supporting the Regional Housing Levy REPORTS Mayor Council City Attorney Intergovernmental MOVED BY EKBERG, SECONDED BY ROBERTSON TO ADOPT ORDINANCE NO. 1620 REMOVING THE 25 CENT DISCOUNT FOR EARLY PAYMENT OF UTILITY BILLS. MOTION CARRIED. MOVED BY LAWRENCE, SECONDED BY SIMPSON, TO AWARD A CONTRACT TO GREEN RIVER CONSTRUCTION CO. IN THE AMOUNT OF $21,261.30 FOR CITY SHOP SEWER SEPARATION PROJECT. Councilmember Lawrence explained that when the shop building was constructed the building codes did not require there be a separation in the sewer system. The work will separate the floor drains and wash rack drains from storm drainage to sanitary sewer. *MOTION CARRIED. MOVED BY ROBERTSON, SECONDED BY DUFFIE TO APPROVE THE WRl1'E -OFFS OF UNCOLLECTABLE ACCOUNTS AS SUBMTImD. MOTION CARRIED. MOVED BY EKBERG, SECONDED BY DUFFIE, THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. Attorney Mike Kenyon read A Resolution of the City Council of the City of Tukwila, Washington, supporting the Regional Housing Levy, as part of a regional response to the inadequate supply of housing and support services for low income households in King County. MOVED BY DUFFLE, SECONDED BY SIMPSON, THAT RESOLUTION NO. 1201 BE APPROVED AS READ.* Former Councilmember Clarence Moriwaki urged Council's endorsement of the levy. *MOTION CARRIED WITH LAWRENCE VOTING NO. Mayor Rants received support from Council to oppose a bill which takes away a juridiction's ability to govern itself regarding the use or sale of pesticides. Councilmember Robertson reported he would be in Washington D.C. at the National League of Cities annual conference and would need to reschedule the Community Affairs and Parks committee meeting to Wednesday, March 11, at 4:30 p.m. Mike Kenyon reported the City received approximately $6600 in drug forfeitures. Councilmember Simpson attended a South King County Human Services committee meeting last week. Discussion centered upon the upcoming housing levy and the governor's health bill. Council President Ekberg reported that the City of SeaTac had asked to have a representative from their City speak to the Tukwila council regarding the runway expansion issue. Following a brief discussion, it was the consensus of the Council to extend an invitation to the SeaTac Council to attend a future Tukwila council meeting.
