Mayor Rants called the Regular Meeting of the Tukwila City Council
to order and led the audience in the Pledge of Allegiance.

Mayor Rants read Proclamations designating May 15, 1992 as "Peace
Officer's Memorial Day" and designating the week of May 3 -9, 1992 as
Municipal Clerks Week.
Roger Baker invited Council to attend the Duwamish Bazaar on May
9th at the Duwamish Community Club.

f. Authorize Mayor to execute contract with Entranco Engineers
for construction management services for 1992 -1993.
Authorize Mayor to sign developer's agreement for street
widening, sidewalks, and storm drain system on So. 146th
Dondero Motel project.
h. Authorize Mayor to accept developer's agreement with South
Central School District for 42nd Ave. So.

Councilmember Robertson requested item (d) be removed and
discussed under Old Business. Councilmember Lawrence requested
item (g) be removed and discussed under Old Business.

THE PROPOSED THE RESOLUTION BE READ BY TITLE

City Attorney Mike Kenyon read a Resolution of the City Council of
the City of Tukwila, Washington, proposing an urban growth boundary
pursuant to the Growth Management Act, as amended.
MOVED BY DUFFIE, SECONDED BY EKBERG, THAT
RESOLUTION NO.1205 BE APPROVED AS READ.*
Councilmember Lawrence voiced his opposition to the resolution,
stating he felt it was not in the best interest of the City to pursue any
annexation to the northwest of the current boundaries.
*MOTION CARRIED WITH LAWRENCE VOTING NO.
MOVED BY EKBERG, SECONDED BY DUFFIE, THAT THE
PROPOSED ORDINANCE BE READ BY TITLE ONLY.

Attorney Kenyon read an Ordinance of the City Council of the City of
Tukwila, Washington, relating to building setbacks for legally non-
conforming single family residences, amending Tukwila Municipal
Code 18.70.
MOVED BY DUFFIE, SECONDED BY EKBERG, THAT
ORDINANCE NO.1625 BE ADOPTED AS READ. MOTION
CARRIED.
Mayor Rants proposed a committee of 15 citizens be formed,
appointing three persons from each of the five areas established in the
Vision Tukwila project. Both residential and commercial citizens will
be included. Rants suggested a facilitator be appointed and that
Moira Bradshaw serve as staff consultant for this project.
Councilmember Robertson requested detailed minutes be provided
and distributed to Council following each meeting. Bradshaw
suggested someone other than staff be hired as a minute taker. Mayor
Rants explained that as this committee will not have the powers of the
City's boards and commissions, the process for appointment will
involve a recommendation from the Mayor and concurrence from the
Council.
Jackie Dempere, 4033 So 128th St., voiced her concern regarding the
makeup of the committee. She expressed her interest in serving as a
committee member.
MOVED BY ROBERTSON, SECONDED BY LAWRENCE,
THAT THE PROPOSED ORDINANCE BE READ BY TITLE
ONLY. MOTION CARRIED.
MOVED BY ROBERTSON, SECONDED BY DUFFIE, TO
APPROVE ORD. #1626 AS READ.*
Attorney Kenyon read an Ordinance of the City Council of the City of
Tukwila, Washington, repealing Ord. #1567 and establishing
specifications and standards for fire hydrants installed within the
corporate limits of the City of Tukwila.
Councilmember Robertson asked for an interpretation of Section 3,
Paragraph 1. City Engineer Ron Cameron explained that this section
provides for a No Protest for a future LID to upgrade water lines to
meet the needs of future development (approximately 10 years). In
this way, everyone who develops would have a proportionate share of

the water line cost based on their frontage. Discussion followed on the
installation of fire hydrants and cost to the property owner. Assistant
Fire Chief Nick Olivas commented the City has the right to require
the installation of hydrants with the appropriate amount of water or an
alternate method such as sprinkler systems. Additionally, the City has
a duty to be able to protect the properties within Tukwila.
City Attorney Mike Kenyon suggested Section 3, Paragraph 1, be
amended to reference the No Protest agreement.

AMEND SECTION 3, PARAGRAPH 1, TO READ: THE
PROPERTY OWNER SHALL SIGN AN AGREEMENT, ON A
FORM PREPARED BY THE DIRECTOR OF PUBLIC WORKS
WHICH FORM SHALL INCLUDE AN AGREEMENT NOT TO
PROTEST THE FORMATION OF ANY LID OR ULID, TO
PARTICIPATE IN FUTURE WATER SYSTEM
IMPROVEMENTS TO CORRECT DEFICIENCIES THAT HAVE
BEEN IDENTIFIED IN THE APPLICABLE WATER
COMPREHENSIVE PLAN AND /OR AN ENGINEERING
ANALYSIS OF THE DEVELOPMENT. MOTION CARRIED
WITH MULLET VOTING NO.
Councilmember Mullet stated that in his opinion everyone should be
able to protest the formation of an LID. Ron Cameron explained that
a property owner would be able to protest the assessment of the LID
but not the formation of an LID.

MOVED BY SIMPSON, SECONDED BY ROBERTSON, TO
AUTHORIZE THE MAYOR TO SIGN A DEVELOPER'S
AGREEMENT FOR STREET WIDENING, SIDEWALKS, AND
STORM DRAIN SYSTEM ON SO. 146TH DONDERO MOTEL
PROJECT.*
Councilmember Simpson noted the need for Council to take another
look at Highway 99 and the type of buildings that are being built in the
area. Attorney Kenyon explained that the project complies with
Tukwila's existing standards. Simpson noted the need to make some
long term policy changes.

Mayor Rants spoke briefly on his permit activity report and noted that
Rhonda Berry is auditing the system to see what kind of compliance
and continuity we have. John McFarland reported that Public Works
has received 662 Requests for Action (RFA s) in the first four months
of this year. In addition, there have been 6 SAO complaints, and 28
LAO complaints in 1992. The City is working to resolve these issues
with the residents involved.
Councilmember Duffle reported a citizen complaint regarding
excessive speed on 150th and 42nd Ave. So. while children are walking
to /from school. Mr. Duffle contacted the police department who
dispatched a motorcycle patrolman to the site the next day. Duffle is
requesting a 20 m.p.h. speed limit on the road. Councilmember
Simpson requested this issue be forwarded to the Transportation
Committee.
Councilmember Robertson requested a future COW be set aside to
discuss the draft growth management policies.
City Administrator John McFarland reported that stringent
requirements dealing with water use restrictions would be forthcoming
following an announcement from the City of Seattle on May 11th. As
Seattle is one of the City's water purveyors, Tukwila, as a direct user,

must abide by their restrictions. Seattle is still formulating policy
regarding the watering of city parks. As an alternative, Tukwila is
investigating the use of ground level water at Crystal Springs. By use
of tanker trucks the City may be able to transport water to certain sites
to ensure that newly landscaped park sites may be preserved. As all
restrictions are not known at this time, the City will continue to look at
all options available.
Mike Kenyon spoke briefly regarding the status of adult entertainment
in Tukwila, noting that amendments dealing with zoning and licensing
will be forthcoming. Also being considered at this time are civil
penalties for land use violations.

ADJOURN TO EXECUTIVE SESSION FOR 30 MINUTES TO
DISCUSS LABOR MA I ERS. MOTION CARRIED.
Mayor Rants announced that Executive Session would be extended 30
minutes to complete discussions on labor matters.
