Mullet, Mayor • 1. A pre -move inspection of the house located at 14211 — 37 Avenue S, Tukwila, was conducted by a Building Inspector on August 7, 2001. Attached is a list of items that the inspector observed and wrote up. Based on his report it has been determined that the house is suitable to be moved to another site in Tukwila. It should be noted however, that the inspector's report is not meant to be a complete list of items to be corrected. It is meant only to be an overall opinion of the general condition of the structure prior to it being moved. Specific code requirements will be addressed during the plan check process, after you submit a complete Building Permit Application. 2 Your proposed relocation site (13217 — 40' Avenue S) was visited by a building inspector on August 20, 2001. No unusual conditions requiring special consideration were noted during this visit. Please be advised, however, that the City's formal review of a forthcoming building permit application could uncover additional considerations not evident during the site visit. If you decide to move the building, you will be required to apply for and obtain a Building Permit before starting the move. It will expedite the permit process if you show on your application documents how you plan to make any appropriate corrections to existing or potential problems pointed out in the inspector's report. 4. Please be advised that this pre -move inspection is valid for 30 days from the date of this letter. It' a permit application is not received by this office within that 30 day time period, a reinspection may be required by the Building Official. 5. The following information is provided to assist you as you prepare your building permit application: • Tukwila Municipal Code Section 16.04.140 states: "In the event a building permit is issued for a relocated building, the fees for building, plumbing, electrical and mechanical permits shall be based upon the total value of the improved building or structure at its relocated site as estimated by the Building Official." Therefore, the fee for the building permit you must obtain, before moving the building, will be based on the valuation of the building at $62.30 per square foot. Using that valuation, the actual fee will be determined using Table 1 -A, Uniform Building Code, 1997 Edition. A plan review fee will not be required. • Tukwila Municipal Code Section 16.04.120 states: "No relocation required by the Tukwila Municipal Code 16.04 shall be issued by the Building Department unless the applicant first posts a bond, in a form approved by the City Attorney, executed by the owner of the premises where the building or structure is to be located or demolished as principal, and a surety company authorized to do business in the State as surety. The bond shall be in a form joint and several, shall name the City as obligee and shall be in an amount equal to the cost plus 10% of the work required to be done in order to comply with all the conditions of such relocation /demolition permit as such cost is estimated by the Building Official. In lieu of a surety bond, the applicant may post a bond executed by the owner as principal and which is secured by a deposit in cash in the amount specified above with a banking or escrow agent acceptable to the City, and conditioned as required in the case of a surety bond; such a bond as so secured is hereafter called a "cash bond" for the purposes of Tukwila Municipal Code 16.04." • Based on the paragraph above, a bond must be posted for 110% of the work to be done, which, as a minimum, will include the complete cost of the new foundation plus any anticipated remodel or repair work shown on the plans you submit as part of the application package. Since it is not known what type of foundation you plan to put under the building, or if you are planning any remodel work, the amount of the required bond cannot be determined until after the permit application is received. At the time the bond amount is determined, based on your submitted documents, you will be notified of the amount of bond that will be required. The bond must be posted before the permit will be issued. • Please be further advised that the house moving permit will require the house to be moved from it's present location at 14211 — 37` Avenue S directly to an approved receiving site. Temporary storage of the structure at any other location within the city limits of Tukwila is not authorized under the provisions of the Tukwila Municipal Code. The information is intended to summarize the City's requirements in connection with the relocation and the sequence in which those requirements must be satisfied. We hope you will find this information helpful, and urge you to familiarize yourself with the detailed requirements related to the proposed move under the Tukwila Municipal Code. There are four basic steps in the relocation process if the house is to be relocated within the City of Tukwila: 1) providing the Planning Department with documentation that a suitable relocation site has been secured within the City of Tukwila; 2) obtaining pre -move inspection from the Building Department; 3) obtaining a building permit from the Building Department to construct a new foundation at the relocation site; and 4) obtaining an oversize load permit from the Public Works Department. The Department of Community Development and Department of Public Works have committed to expedite . Z the processing of your various permit applications. However, this commitment is dependent upon your responsiveness to the permit application requirements and upon your submittal of the necessary documentation by the deadlines stated below. If your chosen relocation site is found to contain complicating factors associated with wetlands, shoreline, watercourses, steep slopes or access, additional permits and processing time may be required. The deadlines provided below have been established to allow adequate time for your applications to be processed and the house relocation to be completed by September 15th. Pre -Move Inspection In order to obtain a pre -move inspection from the Building Department, a "New Single Family Residential Permit Application" must be completed. We are enclosing a copy of that form (pink) as well as a copy of the "House Move Procedures" and TMC 16.04 for your reference. The following information and attachments should be provided to the Building Department on or before August 24, 2001: a. Completed application. b. Pictures of the structure to be moved, showing all four sides of the structure (TMC 16.04.060(2)). c. The address or detailed description of the relocation site. Photographs of the relocation site will be helpful. $25.00 fee for the pre -move inspection of the house (per TMC 16.04.090). e. Information regarding the foundation at the relocation site. Will the house be relocated onto a new foundation with a crawl space, onto a concrete slab or placed over a basement? The City of Tukwila is the present owner of the structure. In order to facilitate its relocation, the Building Inspector recently conducted a pre -move inspection of the house (see his comments, attached). Once you have submitted the Relocation Permit application materials and pre -move inspection fee, the Building Inspector will contact you to arrange for the inspection of the relocation site (if located within Tukwila's city limits). Following his site visit (if required), you will be notified of any problems that will affect the relocation of the house. The correction of these problems will be a condition of the Relocation Permit. 3. Building Permit for Relocation Site In order to obtain a building permit from the Building Department to construct a new foundation at the relocation site, you must complete a second "New Single Family Residential Permit Application ". We are enclosing a second copy of that form for your use. The following information and attachments should be provided to the Building Department on or before August 24, 2001: a. Completed application. FOUNDATION PERMIT b. Residential site plan including footprint of residence, setbacks from property lines, existing structures and their uses and utility information (see "Public Works Single Family Residence" packet and green flyer labeled "H -9 ", enclosed). Please be advised that the City has an undergrounding ordinance, which requires power utilities to be underground from the pole to the structure. Construction drawings showing foundation plans and details (as well as details for any additional required work) designed in accordance with the 1997 edition of the Uniform Building Code. Owner's statement (attached). e. Moving Contractor's Statement (attached). f. Plan review fee. This fee is based on 65% of the value (calculated at $62.30 per square foot). Prior to the issuance of this permit, a bond must be provided in the amount of 110% of the work required to be done in order to comply with all conditions of the relocation permit, as such cost is established by the Building Official (TMC 16.04.120 and 16.04.130). OVERSIZE LOAD PERMIT In order to physically move the house, an oversize load permit must be obtained from the Public Works Department. Either the owner of the house or the moving company can apply for this permit. To apply you must submit the "Miscellaneous Permit Application" attached (green). The following information and attachments (see Submittal Checklist M -5) should be provided to the Public Works Department on or before August 24, 2001: a. Copy of Certificate of Insurance coverage (minimum $1,000,000) listing the City of Tukwila as additional insured. b. $5,000 bond made out to the City of Tukwila for property damages caused by moving activities. c Business License with the City of Tukwila. d. Route map (Thomas Guide reproductions are not acceptable). e. Dimensions (L x W x H) of overall Toad. f. Approval from King County Property Services if the route includes King County roads. Documentation of route approval from the Washington State Department of Transportation ( "WSDOT') if the haul route includes roads owned by WSDOT. h. Schedule of the start and finish of the moving.
