I have met with Ms. Mosqueda after receiving your letter and told her that I am abandoning any expressed goal of covering the ditch between the street and my property. Although Ms. Mosqueda told me that I would not need to do item # 1, and item # 2, could be done by ine. I still can not afford this project because of item # 4. I am not a license contractor, In the past, I have had to provide the whole amount in cash for the three bonds the City has required for this project. Regarding item # 5, I hope I fulfilled it to your satisfaction by adding additional silt fencing and hay. This Saturday I had three people manually shoveling top soil to the ditch to create a bum where there was none previously, as recommended by Ms. Mosqueda to keep the street water from going into my property. I seeded with Red Clover, which I believe provides a natural, safer and easier maintenance ground cover than grass does. The neighbors around me have trees and plants on the right of way. I would like to know if I am allowed to Landscape also as long as I do not block the waterway. DRIVE WAY ENTRANCE As all of you are aware, I had to apply for building permit before the land had been clean of tree weeds and garbage to accommodate the City of Tukwila time schedule for work on the future Cascade Park. This prevented me from working on the design possibilities the site provided after my clearing. On revision # 1, I located the house on its final place, which protected all the trees and used the land at its best. This revision already showed the proposed driveway and hammerhead. I have just finished talking to Ms. Mosqueda on the phone it is now 1.30 p.m. She is told me that 1 will be required to remove the existing entrance ifl want to use the entrance location that best serves my home. I have offered to block that entrance with a fence or rocks to no avail. It is my contention that if that entrance is to be considered existing for purposes of not having to replace the existing culvert, then 1 should not be required to pave over it. Paving over a pipe that does not meet the new requirements is a waste of taxpayer dollars because it will have to be all removed when the street gets upgraded. 1 should not have to work on the right of way removing an old entrance, or be forced to use that entrance on a new building permit; this should have been part of the demolition permit issued to the previous owner, if at all. Either you treat it as a preexisting grandfather driveway as 1 previously requested, or you remove it yourself. Asking me to remove it, is abusive. because I will have to hire a heavy equipment operator, where for placing crush rock and the reinforced PVC approved for residential driveways, 1 do not. All Tukwila is full ofyards that have undefined entrances, because there is not an open ditch. This allows people to drive into their property from any point. I could also find others with more than one entrance and ditch if] looked. S. makes it awkward to access the new garage. Choosing the best solution within the parameters of your guidelines available to me is impossible without getting some answers from your department These are facts: 1) The front of the property at 13217 measures 94.41'. 2) The existing entrance is 15' wide and starts 20'from the north. 3) The concrete culvert pipe under this entrance is 12," but is not up to code. It has no bell ending. 4) The neighboring property to the north has the same concrete pipe. 5) The neighbor entrance starts at 4' from the property line to their south. 6) Both properties entrances are now unpaved. 7) My 4" PVC drainage pipe is at 49' measuring from the north. This winter we had tremendous amounts of water runoff coming from the north and west. As of yesterday the . ground feels saturated and spongy walking on it. Ace construction told me in February that they could not grade at least till July. This is because we had to dig quite deep to allow for the dollies moving the house. In addition the sewer entrance is located to the south, so the whole front yard was deeply excavated. I would like to enclose my 94' of frontage, the 4' hole between me, and the neighbor's driveway. This will involve taking the concrete pipe off and replacing the fill with crush concrete. I will be willing to replace their concrete pipe also but I worry if I will be required to pave their driveway entrance. That will make the project too expensive and I would have to stop at my property line. Next, I would like to move my entrance south between 40 to 60 feet from the north. That will require that I bring fill dirt to butt with the fill on the ditch. The existing house has all the utilities connected. It is about ready to call for the final but the permit require that the entrance be paved 20'into the site, Since I am ready to bring the plans for the mother in law on top of the two car garage, I would like to wait to do the whole driveway after all the trucks and heavy equipment are done with the site and the ground is dry and stabilized. I will like to receive the occupancy approval for the house before the drive is paved. What is required of me to get this permission? Would T have to pave the neighbor's entrance if I replace their pipe? The Director may require a performance bond for 150% of the value of the work to be done. 5. The Director may require a two -year warranty bond for 10% of the completed work. 6. The Director may require bond for 10% of the project for erosion prevention and sediment control on projects which clear more than 6000 square feet or contain or abut sensitive areas such as Class 2 or steeper slopes, wetlands, or critical drainage. 7. One -year warranty required on all pavement patching and overlay on public streets. 2.6.3 INSURANCE 1. Permittees performing work within City right -of -way shall provide the City a $1,000,000 liability insurance policy certificate with the City named as additional insured. 2. If the Director determines the nature of any work is such that it may create a hazard to human life, endanger adjoining property, street, street improvement, or any other public property, the Director may require the applicant to file a certificate of insurance. The Director based on the nature of the risks involved shall determine the amount of insurance. Prior to beginning multifamily - residential, commercial, industrial development, or development requiring construction of public infrastructure within the City, the Applicant shall submit a permit application, plans, and specifications to the Permit Center for review and approval by the Public Works Department. Depending on the project, the Director may require submittals in addition to those described in this section. 2.7.1 ERRORS AND OMISSIONS At the Director's discretion, any significant error or omission in the approved plans or information used as a basis for approval will constitute grounds for withdrawal of any permit approvals and /or stoppage of any or all of the permitted work. The Permittee shall show cause why such work should continue and make such changes in plans as required by the Di rector. 2.7.2 PLANS The plans shall clearly indicate the location, nature, and extent of the proposed work and shall contain sufficient detail to show that all provisions of the standards and codes are met. A professional engineer, registered in Washington State, shall prepare the plans, and stamp, date, and sign each sheet. Provide plans on 22" x 34" sheets with lettering at least 1 /10 inch, unless Director approves a variation. At a minimum, the plans shall include all of the following that apply: 1. Plan Information • Title block. • Project name and address. • North arrow. • Scale - ✓ For site work : 1 " =40' horizontal and 1 "= 4' vertical. ✓ For public facility work : 1 " =20' horizontal and 1" =2' vertical. • Proposed as solid lines and existing as dashed lines or in half tone. • Location - Street names, addresses, parcel numbers. • Vertical datum - NAVD 1988. For a Flood Control Zone permit, the Applicant shall supply conversion calculations from NAVD 1988 to NGVD 1929. • Horizontal datum - NAD 83/91. 2. Include streets, storm drainage, water supply, and sanitary sewer. • Streets - Curb, gutter, sidewalk, accesses, lighting, junction boxes, detector loops, widths, cross - section, pavement section, radii, and grades. • Storm drainage, water supply and sanitary sewer - Location, percent slope, length, size, and type for all pipes. For projects requiring a grease interceptor, provide plumbing plan showing all plumbing going to the grease interceptor. 13. Erosion prevention and sediment control plan. 2.7.7 TURNOVER DOCUMENT The City requires Turnover Documents when a developer constructs public infrastructure as part of private development. Public infrastructure can include water main, sewer main, storm drain, sidewalk, curb and gutter, streetlights, and streets. Turnover documents include a Bill of Sale, Material List, Maintenance Bond, record drawings of the constructed facilities and Easements or Dedication of Right of Way. Before turnover to the City, the Mayor's Office or the City Council must accept constructed infrastructure, when the value exceeds $25,000. If the City does not accept the constructed infrastructure, the ownership and maintenance of the facilities remains the sole responsibility of the Developer. 2.7.8 RECORD DRAWINGS Record drawings provide certification by a Washington State registered professional engineer that the facility has been constructed as shown on the "as- built" plans and meets approved plans and specifications. When required, Permittee shall provide the record drawings prior to project final approval by the Director. 2.8.2 WORK IN ROADWAYS 1. Prior to any work in City right -of -way, the Permittee shall provide the City a traffic control plan for review and approval. The traffic control plan shall include the location, address and description of traffic flow during the work and shall meet MUTCD requirements. 2. All work requiring lane closures must be by permit only. 3. Pedestrian and vehicular access to buildings shall be maintained at all tirnes except when Permittee has permission from the building owner and the Director to close an access. 4. All roadways shall be kept free of dirt and debris using street sweepers. Use of water trucks for cleaning roadways requires preapproval from the Director. 5. From the third Thursday in November to the following January 2 the Director allows no work requiring lane closures in the Tukwila Urban Center. 6. Install steel plates over any trench, at any time work is stopped and the trench is left open. Refer to RS -X. 2.8.3 CONSTRUCTION EASEMENTS All construction on easements shall be performed strictly in accordance with the easement provisions. The Permittee is responsible to make himself aware of all conditions pertaining to the easement agreement. No work shall be permitted in easement areas where City utilities may be located until specifically authorized by the City. 2.8.4 TRENCH EXCAVATION All trench excavation operations shall meet or exceed all applicable shoring laws for trenches over 4 feet deep. The following applies to utility trenches such as storm drain, water supply, and sanitary sewer trenches. 1. Construct per XX -XX and WISHA /OSHA requirements and meet the erosion prevention and sediment control requirements in 3.1.4. 2. During excavation, divert any surface water and pump the trench as needed to keep the trench free of water. Permittee shall store pumping equipment near the trench excavation to ensure that these provisions are carried out. 3. Completely excavate boulders, rocks, roots, and other obstructions or excavate to the width of the trench, and to a depth of 6 inches below the bottom pipe grade. Back-filling and surface restoration shall closely follow installation and testing of pipe. Trenching operations shall extend a maximum of 100 feet in advance of the pipe laying operation. For excavation greater than 100 feet, the Permittee must obtain written approval from the Director. 5. Use hand tools to: • Finish the trench bottom in such a manner that the pipe will have a uniform slope along the entire length of the pipe. • Excavate the bell holes enough to make up the joint. 6. Pipe Installation: • Pipe deflection is not allowed. • According to APWA Standards and the manufacturer's recommendation. 2.9.1 FIELD INSPECTIONS The Permittee shall schedule inspections with the Public Works Inspector at least 24 -hours in advance. The inspections shall occur at completion of significant work segments, at intervals sufficient to confirm all work is performed in accordance with the plans and specifications, and at the project completion. Work covered prior to inspection will be uncovered at the expense of the Permittee. The Permittee shall request inspections for the following events: 1. Before backfilling, for compliance with all construction standards. 2. After placement of rock, for compaction and material quantity and quality verification. 3. Prior to the placement of any materials, which would preclude full and complete inspection of construction, which will be buried or covered. 4. At completion of sub - grade, for compaction and grade. 5. During and after placement of finish course for compaction and material (quantity and quality). 6. After placement of forms and before pouring for line, grade, and compaction. 7. All pressure testing, including air and water tests. 1 3.1.4 ESC PLAN The Land Altering permit application shall include an erosion prevention and sediment control plan designed in accordance with Chapter 1 Reference Standards and Codes and in accordance with the current edition of the King County Surface Water Design Manual. The plan shall provide information for temporary erosion prevention and sediment control during all phases of construction and also shall provide permanent stabilization for disturbed areas. During construction, the Director may require additional measures as needed to prevent erosion and retain sediment. Principles The plan shall emphasize erosion prevention rather than sediment control and shall minimize the extent and duration of soil exposure. In addition, the plan shall minimize runoff velocities and retain sediment on -site. Plan At a minimum the ESC plan shall show clearing limits, sensitive area buffers, and shall provide temporary stabilization, sediment retention , and perimeter protection. In addition, some projects will require stabilized traffic areas and surface water controls, which shall be shown on the ESC plan. The plan shall also provide a description of final stabilization methods. Seeding The plan shall provide the seed mix for the temporary and permanent seeding. Cover measure • May 1 through September 30, temporary cover measures shall be installed on ALL areas left undisturbed for more than seven days. • October 1 through April 30, temporary cover measures shall be installed on ALL disturbed areas left unworked for more than TWO DAYS. These requirements may be relaxed at the Director's discretion, depending on site topography and other conditions. • At all times, any disturbed areas left unworked for more than 30 days shall be seeded. Wet season requirements — October 1 through April 30 At a minimum, the ESC plan and plan notes shall provide the following for work which will occur from October 1 through April 30: • Install temporary cover measures on all areas that will remain unworked for more than TWO DAYS and on stockpiles and steep cut and fill slopes. • Retain onsite a quantity of cover measures materials sufficient to cover all disturbed areas. • By October 8, temporarily seed and mulch all areas that will be unworked during the wet season. • Mulch all seeded areas. • Stabilize all construction traffic areas, unless already graveled. 3.1.5 ESC MAINTENANCE 1. CHAPTER 4 STREETS All standards and specifications contained herein represent minimum requirements for streets in the City of Tukwila.
