TUKWILA CITY COUNCIL SPECIAL MEETING MINUTES D OI Tukwila City Hall Council Chambers Mayor Rants called the Special Meeting of the Tukwila City Council to order. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVE THE CONSENT AGENDA AS SUBMI'F1'ED. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY LAWRENCE, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. Mayor Rants read a Resolution of the City Council of the City of Tukwila, Washington, authorizing sole source purchase of five (5) police patrol cars from Royal Chevrolet of Spokane. MOVED BY DUFFIE, SECONDED BY ROBERTSON, TO APPROVE RESOLUTION #1219 AS READ.* Councilmember Simpson suggested that the Police Department have first choice of the vehicles when the usage is reallocated. Mayor Rants responded that the five vehicles that are targeted have sixty-five to eighty -five thousand miles on the odometer presently. They will be retired when the new vehicles arrive. Councilmember Simpson inquired if the vehicles could be utilized with the odometer reading as stated. City Administrator McFarland responded that vehicles bought for administrative use are not compatible for patrol, and, visa versa. The patrol vehicles have what is known as a police package -a different suspension and break system, a different engine, a different electrical system to handle the larger electrical load, and special seats. He continued that when police vehicles reach the mileage mentioned, they are usually auctioned off to other cities, especially the rural districts and smaller cities in Eastern Washington. He concluded that past practices of the City have been to purchase used vehicles for Special Meeting Minutes August 24, 1992 Page 2 New Business -A resolution to purchase five (5) police vehicles (Con't). ADJOURNMENT 10:30 P.M. 0 0 2-- Department Heads through a special program (at a discount) from a rental car agency. Councilmember Robertson inquired as to the funding source. Mayor Rants responded the funds will come out of the 1992 Vehicle Replacement Fund. Councilmember Hernandez inquired why is Public Works the authorized purchaser. Ross Earnst responded that Public Works has the Equipment Rental Fund which buys the vehicles, they are then turned over to the proper department. *MOTION CARRIED. MOVED BY SIMPSON, SECONDED BY ROBERTSON, THAT THE SPECIAL MEETING ADJOURN TO EXECUTIVE SESSION FOR NINETY MINUTES TO DISCUSS LABOR MATTERS AND POSSIBLE LAND PURCHASES. MOTION CARRIw //AA_ Jo1W.
