A system which meets all the requirements of this Section shall be deemed to satisfy the requirements for a whole house ventilation system. 303.4.2.1 Integrated Whole House Ventilation Systems: Integrated whole house ventilation systems shall provide outdoor air at the rate specified in Table 3 -2. Integrated forced -air ventilation systems shall distribute outdoor air to each habitable room through the forced -air system ducts. Integrated forced -air ventilation systems shall have an outdoor air inlet duct connecting a terminal element on the outside of the building to the return air plenum of the forced -air system, at a point within 4 feet upstream of the air handler. The outdoor air inlet duct connection to the return air stream shall be located upstream of the forced -air system blower and shall not be connected directly into a furnace cabinet to prevent thermal shock to the heat exchanger. The outdoor air inlet duct shall be prescriptively sized in accordance with Table 3 -5. The system will be equipped with one of the following: 1. A motorized damper connected to the automatic ventilation control as specified in Section 303.4.2.2; or 2. A damper installed and set to meet minimum flow rates as specified in Table 3 -2, by either field testing or following manufacturer's installation instructions based on site conditions; or 3. An automatic flow regulated device with field measured or field calculated minimum negative pressure of 0.07 inches water gauge at the point where the outside air duct is connected to the return air plenum. 1 0 303.4.2.2 Ventilation Controls: The whole house ventilation system shall be controlled by a 24 -hour clock timer with the capability of continuous operation, manual and automatic control. This control will control the forced air system blower and if applicable the automatic damper. The 24 -hour timer shall be readily accessible. The 24 -hour timer shall be capable of operating the whole house ventilation system without energizing other energy - consuming appliances. At the time, of final inspection, the automatic control timer shall be set to operate the whole house system for at least 8 hours a day. A label shall be affixed to the control that reads "Whole House Ventilation (see operating instructions)." 303.4.2.3 Ventilation Duct Insulation: All supply c'•ucts in the conditioned space shall be insulated to a minimum of R-4. 303.4.2.4 Outdoor Air Inlets: Inlets shall be screened or otherwise protected from entry by leaves or other material. WHEREAS, a sewer plan identifying presidential and 2 commercial areas has been pre- pared with a prioritized construction schedule, and WHEREAS, water and sewer infrastructure construction will be initially paid for with utility funds; and WHEREAS, water and sewer lines meet Washington State Department of Health stan- dards including minimum water pipe diameter of 8 inches; and WHEREAS, any new water or any sewer connection will be assessed a connection charge that is determined by the infrastructure construction cost and total number of potential connections, and WHEREAS, a SEWER connection charge will be paid at the time of connecting or before final building permit approval for new facilities, and WHEREAS, a WATER connection charge will be paid before final building permit ap- proval, and WHEREAS, total Allentown construction costs have been projected based on the con- struction bid costs for 189 of the approximate 400 total connections, and WHEREAS, Ryan Hill connection costs are based on the construction of new lines to serve the existing 78 homes and 69 potential future connections, and WHEREAS, early connections are desired to recover construction costs and accelerate neighborhood revitalization so that a 10% reduction in connection charges will be offered through January 31, 1998. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHING- TON, HEREBY ORDAIN AS FOLLOWS: Se.ction I. Allentown Phase I Sewer Connection Charges. A. Allentown Phase I homes existing on September 1, 1996 will be required to con- nect to the sewer and pay associated connection charges if any portion of any building is situated within 250 feet of a sanitary sewer line or lateral and if: 1. septic or health problems are identified by King County Health Department that require repair of the septic tank system, or 2. the home changes ownership, or 3. remodeling occurs adding a bathroom or bedroom. B. Homes north of S. 124th St. on 43rd Ave. S. and on 44th Ave. S. existing on March 1, 1996 are exempt from connection charges as the sewer was constructed as part of the Metro project at no charge to the City or the property owners. Monthly payments may be started prior to obtaining a sewer connection permit. 5. Monthly payments may be initiated as a payment method until January 31, 2001 for Phase I. E. Notice of sewer availability and connection requirements shall be placed on titles of properties within the Allentown area with sewer service. Section II. Allentown is depicted on the map attached to this ordinance as Exhibit A and Ryan Hill on Exhibit B; both maps are incorporated herein by this reference as if set forth in full. Section IV. Funding recovery review. The successful implementation of later phases of the Sewer Plan for the 7 residential areas is dependent on the repayment of general fund reve- nues from the connection fees. The City Council will review connection requirements, exemp- tions and other revenue recovery alternatives to insure that the sewer plan remains viable and adequately funded in 2001. Section V. Severability. If any section, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such in- validity or unconstitutionality shall not affect the validity or constitutionality of any other sec- tion, sentence, clause or phrase of this ordinance. Section VI. Effective Date. This ordinance or a summary thereof shall be published in the official newspaper of the City, and shall take effect and be in full force five (5) days after passage and publication as provided by law.
