Therefore, for the record, the following comments involve clarifications to the record documents. 1. Detail B /3A is keyed to the East wall of the basement plan. Attached to the drawings was an 8 -1/2" x 11" detail sheet from Sega Engineers. This detail seems to apply to the same foundation condition but it is not keyed to the basement plan and the two details represent conflicting information. Please indicate which detail is intended to apply, and key it to the basement /foundation plan. 2. Detail C /3A is a detail for an interior bearing wall condition. However, the information on this detail is not consistent with the plan notes. Key this detail to the plan where it is applicable and coordinate the detailed information. 3. The building elevations show a deck at the main floor level that is accessed from the "Nook ". The main floor plan does not show a deck. The basement level shows a deck construction framing from this level. Is there to be one or two decks constructed? If two decks are intended, show both, and the construction details for the connection of the decks with the 4x4 posts. 4. Show smoke detector (on plan) for basement level. UBC 310.9.1.4 5. The Washington State Energy Code prescriptive requirements have been selected as the method of compliance with the energy code. Option IV (selected) requires R -19 thermal insulation for above grade and below grade walls. Slab -on -grade floors shall be insulated along their perimeter to not less than the nominal R- values in the prescriptive option that has been selected. In this case R -10. Insulation shall be installed inside the foundation wall, shall extend downward from the top of the slab for a minimum distance of 24 inches or downward and then horizontally beneath the slab for a minimum combined distance of 24- inches. Note or otherwise detail the requirement for perimeter slab insulation on the basement / foundation plan. 7. The structural calculations by Sega Engineers include key plans that show the location of the shear wall types and seismic straps. These shear wall designations and seismic strap locations are shown on the foundation plan the "Upper Level Floor Framing Plan" and the "Upper Roof Framing Plan" of the construction drawings. Please show these symbols and keys on the floor plans of the construction drawings so that the location of each shear wall type is clear. 8. The foundation, slab drainage system and the site drainage considerations were designed based upon the findings of Geospectrum Consultants,Inc. We have been informed that the services of Geospectrum Consultants were terminated as of October 12, 2001. Geospectrum Consultants found (in their report) that the site can be developed as planned provided that their recommendations are followed. Consequently, it will be necessary for the owner of this project to retain a licensed design professional to act as the substitute engineer of record. in accordance with UBC 106.3.4.1.
