Left to its own devices, the beetle may spread fairly slowly. However, if infested plant material is carried out of the quarantine area, the beetles could quickly spread. Entomologists who studied the beetle in Asia found that, while the beetle is a good flier, the actual distance it will travel depends on the population of the beetle and the distribution of host plants. Because only five beetles are loose in Tukwila, and host plants are plentiful, entomologists believe the beetle can be contained and eradicated in the immediate area. How long will the quarantine be in place? That will depend on the results of surveys state entomolo- gists will conduct to find evidence of beetle infestation. Surveys will occur for the next five years. It is possible the quarantine may be modified as the surveys continue. Now will the quarantine be enforced? Developers will be required to chip or otherwise dispose of on site any hardwood waste, such as downed trees, stumps or logs. Nurseries are regulated by the Department of Agriculture and cannot move plant material out of the quarantine area without a permit. Residents are asked to comply with the quarantine. In fact, the - cooperation of Tukwila residents is the "biggest single component" of the compliance effort. A large education effort is underway to inform residents of the type of damage the beetle does, how the beetle was detected and what residents can do to help get rid of it. How destructive is the citrus longhorned beetle? This beetle, like its cousin the Asian longhorned beetle, attacks and kills healthy trees. Since 1996 more than 6,000 trees have been destroyed in New York City and Chicago as a result of Asian longhorned beetle infestations. Former New York Mayor Rudy Giuliani says that almost 50 percent of New York's trees are in danger of being infested. The U.S. Department of Agriculture estimates economic and environmental losses as high as $600 billion if the Asian longhorned beetle makes its way from New York to the Catskill and Appalachian forest areas. As the beetle eats away the hark, it leaves distinctive marks on the soft wood below. What else is being done to stop the citrus longhorned beetle? The quarantine was proposed after a five- member Science Advisory Panel concluded that the citrus longhorned beetles found in Tukwila constituted a serious threat of becoming a reproducing population that could spread throughout the Northwest and California. . The panel, which was organized by the state and federal departments of Agriculture, recommended an active multifac- eted program of survey and control efforts to ensure the beetle does not become established in Washington. Other actions the state entomologists are planning or evaluating include: • Conducting an extensive survey this winter to find evidence of egg laying, and damage on twigs and branches caused by adult feeding. The beetles threaten not only trees in greenbelts, backyards and orchards, but also those along natural waterways that protect salmon and other aquatic animals. Beetles of the genus Anoplophora include the citrus longhorned beetle (Anoplophora chinensis) and the Asian longhomed beetle (Anoplophora glabripennis). There are no species of Anoplophora native to North America. These beetles are serious pests in their native ranges in Asia and are highly invasive species which have entered and may become established in Washington State. The establishment of any species of Anoplophora beetle in Washington would cause reduction in native vegetation and ornamental plants and great economic loss to the forestry, nursery and agricultural industries of the state. The director of agriculture, pursuant to authorities in RCW 17.24 and RCW 15.13, has determined that the regulation and exclusion of all life stages of beetles of the genus Anoplophora and of any potentially infested host material is necessary to protect the environmental quality, forests and agricultural crops of the state of Washington.
