MINUTES
Mayor Rants called the Regular Meeting of the Tukwila City Council
to order and led the audience in the Pledge of Allegiance.

Presenting the Proposed 1993 Budget to Council Mayor Rants
explained that many efforts had been made to reduce the deficit the
City faces in coming years. In response to Mayoral direction, staff
produced a base budget that did not exceed 1992 allocations. In
addition, another $300,000 was cut from the original proposals by the
Mayor's office. The additional cost of salaries, insurance, ValleyCom,
and health services plus the declining revenues led to the proposal to
withdraw 3 percent from the C.I.P. for the duration of the six year
planning model. Mayor Rants explained that this proposal would
allow the City to sustain existing service levels, avoid employee layoffs
or program cuts, or institute additional taxes. Rants stated that if thing
remained constant, he did not believe it would be necessary to dip into
the CIP again.
Mayor Rants announced the proposed construction of Minkler
Boulevard in order to improve the traffic flow and speed up police and
fire response in the Central Business District. The Mayor stated he
believes the City will recoup its costs by redevelopment from
warehouse to retail in the next few years.
In conclusion Mayor Rants commented that one of the priorities
identified in the Vision Tukwila process was the need to maintain the
high standards of the City's police and fire departments. To this end
he has proposed a two percent utility tax which would raise $468,000
and be dedicated to public safety.
Cynthia Stewart, King County Solid Waste Assistant Manager, gave an
informational presentation on the County's Draft 1992
Comprehensive Solid Waste Management Plan.
Joanne McManus, 5610 So. 133rd, commented on the lengthy wait at
the light as you turn onto Interurban from the park and ride lot.
Mayor Rants asked City Engineer Ron Cameron to investigate.

City Attorney Mike Kenyon read AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
FIXING THE AMOUNT OF COMPENSATION FOR CITY
COUNCIL MEMBERS, REPEALING SECTION I OF
ORDINANCE 1354 AND AMENDING SECTION I OF
ORDINANCE 1431 AND SECTION 2.04.230 OF THE TUKWILA
MUNICIPAL CODE.
MOVED BY DUFFIE, SECONDED BY EKBERG, THAT
ORDINANCE NO. 1637 BE ADOPTED AS READ.*
MOVED BY EKBERG, SECONDED BY ROBERTSON, THAT
SECTION 2 OF THE PROPOSED ORDINANCE BE AMENDED
TO READ AS FOLLOWS: SECTION 2. COST OF LIVING
INCREASES. BEGINNING JANUARY 1, 1994, COUNCIL
SALARIES SHALL BE INCREASED ANNUALLY BY 90
PERCENT OF THE CPI -W FOR THE SEATTLE AREA,
CALCULATED ON A JULY TO JULY BASIS.**
*MOTION CARRIED.
Councilmember Simpson opposed the issue, stating that in his opinion
the compensation should be higher. As an example, Simpson
suggested a base pay of $400 -500 per month with an additional $50 -60
per meeting to act as an incentive for attendance. Councilmember
Hernandez commented she agreed with Simpson; however, when the
issue had been discussed in the past, there had been no majority.
Councilmember Lawrence objected to the motion, stating that this job
isn't one that you expect to make a lot of money at. Councilmember
Mullet also agreed with Simpson, but was concerned that in a year
with budget constraints the number of council meetings could be
reduced to save money. Councilmember Duffie opposed the motion,
stating that in his opinion, the increase in salary was sufficient without
including additional pay for attendance at council meetings.
*ORIGINAL MOTION CARRIED AS AMENDED 6 -1 WITH
SIMPSON VOTING NO.
Finance Director Alan Doerschel led Council through a review of
general revenues and the operations and maintenance revenues and
expenditures. Following discussion, Council agreed with the materials
as presented. Council approved the timeline for budget, CIP and
Financial Plan review as presented. A decision was made to hold the
public hearing on the budget on Monday, November 23rd, with
adoption scheduled for December 7. Council will meet in special work
sessions on Wednesday, October 21, and Wednesday, October 28, at
5:30 p.m. in the planning department conference room for further
budget review.

REPORTS Councilmember Hernandez reported she attended the Walt Wagner
Council concert at Foster High School. She felt the City did the right thing in
helping to fund the auditorium as it will be of benefit to the citizens
and City alike.
Councilmember Lawrence reported that the RCAA may request an
additional $25- 30,000 next spring to further their cause. Lawrence
asked that Council make a commitment to match neighboring cities'
donations if the funds are needed next year. Councilmember Duffie
commented he opposed the commitment. Councilmember
Hernandez stated she favored continued support of RCAA because
residents in the Vision Tukwila meetings labeled the third runway a
priority concern. Council President Ekberg stated he was not
personally in support, but would support the residents' wishes. Mayor
Rants remains opposed, noting that he has received as many phone
calls against the runway as those supporting it. Councilmember
Robertson voiced his support, but requested an accounting of
expenditures to -date. Councilmembers Simpson and Mullet also
supported the commitment.
Intergovernmental Councilmember Robertson briefed Council on the formation of
GMPC committees to handle many of the issues that remain pending.

65th be required to move their cars when the street sweeper is in the
are so that the entire street can be swept.
