Drainage Project OLD BUSINESS Amend Agenda Res.#1231 Cancelling Outstanding Warrants and Checks Mayor Rants called the Regular Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. Police Chief; DON WILLIAMS, Parks Recreation Director. Wendy Morgan, Tukwila Historical Society, requested that funds designated for cemetery markers be carried over into 1993. Approval of Minutes: 9/28 10/26 Sp. mtgs./ 11/2/92 Reg. mtg. An ordinance raising the city/Metro rate for sanitary sewer service due to an increase by Metro. Councilmember Simpson asked that item "c" be withdrawn and discussed under Old Business. a. b. MOVED BY EKBERG, SECONDED BY LAWRENCE TO AWARD A CONTRACT IN THE AMOUNT OF $56,057.07 TO GREEN RIVER CONSTRUCTION CO. FOR THE 41ST AVE. SO. DRAINAGE PROJECT. MOTION CARRIED. MOVED BY EKBERG, SECONDED BY ROBERTSON, TO MOVE THE BUDGET REVIEW TO FOLLOW REPORTS. MOTION CARRIED. Councilmember Simpson asked for clarification of the resolution. Finance Director Alan Doerschel explained that these were two year old warrants that had never been redeemed. The City is required to cancel the warrants by resolution. MOTION CARRIED. Attorney Mike Kenyon read A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ORDERING THE CANCELLATION OF OUTSTANDING MUNICIPAL WARRANTS AND CHECKS. MOVED BY SIMPSON, SECONDED BY MULLET, TO APPROVE RESOLUTION NO.1231 AS READ. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY SIMPSON, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. Attorney Kenyon read AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, RELATING TO LAND USE AND ZONING OF ADULT ENTERTAINMENT ESTABLISHMENTS, AND TO LICENSING OF ADULT ENTERTAINMENT ESTABLISHMENTS; ESTABLISHING A MORATORIUM ON ACCEPTANCE OF APPLICATIONS FOR, AND ISSUANCE OF, USE PERMITS AND BUILDING PERMITS FOR ADULT ENTERTAINMENT ESTABLISHMENTS; ESTABLISHING A MORATORIUM ON ACCEPTANCE OF APPLICATIONS FOR, AND ISSUANCE OF, BUSINESS AND OTHER LICENSES FOR ADULT ENTERTAINMENT ESTABLISHMENTS; AND DECLARING AN EMERGENCY. MOVED BY ROBERTSON, SECONDED BY EKBERG, THAT ORDINANCE N0.1640 BE ADOPTED AS READ.* Kenyon explained that the moratorium would not prohibit individual performers from obtaining an entertainer's license. The moratorium applies to a business establishments only. It takes effect tonight immediately upon Council's adoption of the ordinance. A public hearing must be held within 60 days of adoption. Council set January 11, 1993 as the public hearing date. *MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO AUTHORIZE THE WRITE -OFF OF UNCOLLECTABLE ACCOUNTS RECEIVABLE AND DISHONORED CHECKS. MOTION CARRIED. MOVED BY ROBERTSON, SECONDED BY DUFFIE, THAT THE FORMAL MOTION BE READ BY TITLE ONLY. MOTION CARRIED. Attorney Kenyon read A FORMAL MOTION ALLOWING MAYOR JOHN W. RANTS TO PARTICIPATE IN A DEFERRED COMPENSATION PLAN AS AN ALTERNATIVE TO A RETIREMENT PLAN. MOVED BY LAWRENCE, SECONDED BY DUFFIE, TO APPROVE FORMAL MOTION FM -92 -003 AS READ. MOTION CARRIED. Mayor Rants reported he attended the formal dedication of the new Foster High School and feels the school is a nice addition to the district and the City. Councilmember Duffie thanked the street division for posting the area to be swept on 65th Ave. and for the outstanding job they did cleaning up the street. Tukwila City Council Regular Meeting November 16, 1992 Page 3 Reports (con't1 Staff Old Business (con't) 1993 Budget Review Councilmember Hernandez reported that options for funding of regional services, such as the pool and health contract, were presented at the last Suburban Cities meeting she attended. Tukwila Councilmembers in attendance did not care for the options presented, however. Council President Ekberg reported that King County responded unfavorably to Council's request that the county reconsider their decision to reduce the hours of operation at local Forward Thrust pools. The county feels the City should share the burden of operating costs. Ekberg emphasized that he is totally against a regional facility being picked up by the city, especially one that was put together with Forward Thrust monies. Councilmember Simpson reported he participated in a King County Juvenile Diversion Program last week and will attend a three day program in the near future. The program deals with "at risk" juveniles and serves as an alternative to a criminal record. Eventually, Simpson plans to help set up this type of program in Tukwila. City Administrator John McFarland reported that letters from the Mayor and Council would be sent to King County addressing some of the City's concerns regarding the Regional Transportation Program. Mayor Rants added that the RIP public hearing held last week was sparsely attended. He commented on the draft EIS, noting that it did not fit Tukwila's comprehensive plan at this time and that it does not match up with Vision 2020. John McFarland commented that the Tukwila Fire Department is again coordinating the holiday program for disadvantaged families. To date 38 needy families have been identified. Finance Director Alan Doerschel led Council in their review of the proposed budget and explained that funding alternatives for the public safety issue are currently being developed and will be ready for Council's review on November 23rd.
