The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Ron Johnston and Dennis Sivak. Others in attendance were Police Chief
Michael Villa, Interim Fire Chief Chris Flores, Dawn Judkins, President of IAFF Local #2088,
Chuck Woolley of IAFF Local #2088, and Kim Gilman, Civil Service Examiner.

GENERAL BUSINESS:

2014 meeting schedule
Commissioner Vacancy
Chair Dennis Sivak called the meeting to order.
The Chair asked if there were any corrections needed for
the December 2, 2013 Commission Meeting minutes. No
corrections were noted.
Per Civil Service Rules, the chair rotated to Dennis Sivak.
The vice chair rotated to Ron Johnston.
The Civil Service Examiner distributed the 2014 meeting
scheduled and reported that meetings will continue to occur
on the 1 Monday of the month, except for September due
to the Labor Day holiday. Commissioners tentatively
scheduled that that meeting will occur on September 15th in
the Police Department Administration's conference room.
Commissioners discussed the selection process to fill the
vacancy created by the departure of Carol Zuvela. The
Examiner reported that there are currently 4 applications
and that the Mayor would like a recommendation from the
Civil Service Commission. Commissioners agreed to hold
interviews for the candidates towards the end of the month.
The Examiner will choose a date and notify candidates.

FIRE DEPARTMENT BUSINESS
Staffing Update
Extension of Provisional
Pipeline Positions

Interim Fire Chief Chris Flores reported that the
Department plans to do hiring soon for entry -level
firefighters. He noted that 2 employees are out on sick
leave and another 2 are out on FMLA. He invited
Commissioners to attend the retirement ceremony for Fire
Chief Nick Olivas scheduled for January 9th at 10:OOam,
Station #51.
Interim Fire Chief Flores distributed a memo to
Commissioners requesting a 6 month extension to the
provisional appointment to Assistant Fire Chief currently
held by B/C Mike Soss. He stated that due to continuity of
operations he would prefer to keep the incumbent in the
position. Commissioners asked for the Union's opinion of
the request. IAFF president Dawn Judkins responded that
the current Civil Service Rules are difficult to interpret and
that the Union has appreciated the job that Mike Soss has
performed over the last 12 months. Commissioners
discussed the recommendation.
MOVED BY SIVAK, SECONDED BY JOHNSTON
THAT THE PROVISIONAL APPOINTMENT FOR
ASSISTANT FIRE CHIEF BE EXTENDED FOR 6
MONTHS, SUBJECT TO LEGAL REVIEW.
MOTION CARRIED.
Interim Fire Chief Flores reported that he has had
preliminary discussions to add pipeline positions for entry -
level firefighters to his Department. He will request 2 -3
additional positions be added to his budget, subject to
Council approval. He noted that as the Department ages
more sick time is being used and the Department is finding
itself short - staffed.
POLICE DEPARTMENT BUSINESS
Staffing Update Chief Villa reported that there is 1 Records Specialist
candidate, 2 Lateral Police candidates, and 2 entry -level

Lateral Hiring Update

Police candidates in the backgrounding process. He noted
that there are currently 6 vacancies for Police Officer and 1
vacancy for Records Specialist in his Department.
Chief Villa provided an overview of the screening, testing,
and selection process for lateral -entry Police Officer
candidates. He noted that recently he sought a legal option
and found that the Department could conduct the first phase
of the background process (which includes a polygraph
exam, reference checks, criminal history and credit checks)
prior to a job offer being extended. Therefore, the
Department will be initiating this lst phase of the
background prior to candidates being added to the
eligibility list. Only those candidates that successfully pass
the ls` phase of the background process will be added to the
eligibility list. He explained that this provides the
Department a better view of candidates, which in turn
informs the hiring decision. Chief Villa reported that this
new process will be used on the 5 laterals scheduled to test
in January, the 1 in February, and the 3 in March.
