CALL TO ORDER:
Committee Chair Ekberg called the meeting to order at 5:15 p.m.

II. BUSINESS AGENDA
A.
Apprenticeship Utilization Guidelines
Staff is seeking Council approval of Apprenticeship Utilization Guidelines as requested by
Resolution No. 1814, adopted on January 21, 2014. The proposed guidelines outline the
procedures needed to ensure that apprenticeship utilization will account for at least ten percent
of the total contract labor hours of any qualifying City construction contract over $1 million. The
guidelines require a tracking and reporting component, summarized as follows:
Contractor submits apprentice utilization plan to the City for review and approval at
the preconstruction meeting.
Contractor completes a Quarterly Statement of Apprentice Participation.
City staff will post year-end apprentice utilization rates on the City website.
Committee members asked clarifying questions. They were satisfied that proposed guidelines
meet the intent of the Resolution, and were comfortable with the year-end report being posted
on the City website and included in a City Administrator Report rather than be presented at a
UNANIMOUS CONSENT. FORWARD TO MARCH 17, 2014 REGULAR

III. SOUTH COUNTY AREA TRANSPORTATION BOARD (SCATBD) Meeting

Staff is planning to attend the next SCATBd meeting on March 18 to present information on Phase III
th
of the Strander Boulevard/SW 27 Street Extension Project. Tukwila plans to pursue TIGER funding
for design, and this will be presented to the Committee at a later date. During the Miscellaneous
portion of the meeting, staff indicated that if TIGER funding is granted, 2018 could be a realistic target
year for construction.
IV. MISCELLANEOUS
Committee Chair Ekberg inquired about potential benefits to Tukwila as a result of WSDO-
405 Corridor Improvement P
Urban Center Pedestrian/Bicycle Bridge. Staff indicated that the State currently
has not identified funding for the Tukwila to Renton Improvement component of the I-405 project,
and therefore could be decades away from construction.

light of a key staff person leaving. Responsibility for this area is transferring to Public Works staff,
which is logical as it is included in the CIP. As promised to the community and Council, City staff
met recently with BNSF and will be working on a draft agreement for an expanded SEPA
alternative analysis that includes a rough survey and preliminary design. The SEPA analysis will
also include impacts such as noise, light, and livability. Staff proposes to start with the SEPA,
rather than a separate livability study and a 30% design as originally planned. The next City
Administator Report will contain an update for all Councilmembers. As follow-up to this
discussion, Staff will prepare a list of BNSF milestone goals that includes checkpoints for
community outreach and input. This will be a helpful aid to Councilmembers who are speaking to
residents about BNSF issues.
