RE(: REM ON PARKS COMMISSION MINUTES November 20, 2012 5:30pm Tukwila Community Center Call to Order: Parks Committee Chairperson Sean Albert called the meeting to order at 5:30pm. Attendance: Commissioners —Sean Albert, Don Scanlon, Scott Kruize, Joanne McManus, Alice Russell Staff — Dave Johnson Approval of Minutes: Scott Kruize moved to approve the Minutes of the October 17th meeting. Alice Russell seconded the motion, and the motion passed unanimously. 1 Citizen Comment: Keith from Chainbangerz and Discovering Open Spaces provided general information about Disc Golf, it's benefits, and the possibility of incorporating it into Tukwila Parks. Commissioners asked a variety of questions such as safety of sport with multiple park users, hole layout, inclusivity, and costs. The Parks Commision would like to gauge the public interest in Disc Golf. Business Items A. Project Update — The Commission thanked staff for the Project Update B. Event /Activity Calendar — The Commission thanked staff for the Calendar. C. Tukwila Tree & Environment Advisory Committee Update - Don and Sean provided an update to the Commission that there were 2 presentations at the last meeting about quantifying the benefits of tree canopy and street trees, best fit trees compared to native trees, and tree rotation. D. "Clean Parks" Initiative — The Commission is eager to see this initiative move forward and would like progress updates. Sean invited the Commissioners to forward any additional thoughts and ideas to Dave. E. PROS Plan Strategy Discussion —The Commission is looking forward to participating in the public process. F. Department Update a. There were 16 dogs at the Pooch Plunge on November 4th, and it took 36 hours for the pool to drain. b. With the Pool closure, TCC is opening an hour earlier during the week to provide an opportunity for early pool patrons to exercise. This early opening is for anyone to come in and use the Fitness Room, Racquetball, and Gym. c. There were 185 Seniors at the Thanksgiving Dinner last week, along with 25 volunteers. d. We are seeing an upswing in participation at Friday Late Night. The past couple of weeks, there have been 140 teens. e. With the weather changing and the daylight hours diminishing, play at the Golf Course is slowing down. f. Staff met with EarthCorps, Forterra, volunteer Lead Stewards, and other staff to work toward continuing the restoration work at the outer bank area of Codiga Park. EarthCorps will be the lead and we'll all be working together, including revising the planting plan. G. Sales Tax /Department of Revenue — The Commission appreciated the information on how the Department is now charging sales tax and how that's been incorporated into the fees. 3 H. Rec Program Review from Q2 — Dave explained that Q2 is really through August as we break the year down into thirds. Through August 2012, resident participation is at 58% (compared to 51% in 2011). Total participation is at 90,900 (compared to 82,847 in 2011). Program Cost Recovery is at 78% (compared to 61% in 2011). Other A. Autumn Harvest Festival —see letter in agenda packet. B. Don Scanlon moved to spend the remainder of the Parks Commission budget to help support the Holiday Giving Program. Scott Kruize seconded and the motion passed unanimously. Next Meeting: Wednesday, December 19, 2012 4 TUKWILA PA P' & IREC IZSIAT ION PARKS COMMISSION PROJECT UPDATE CURRENT PROJECTS 1 2 / ,, /, / r 11 ,l r ,1 � oe // / / IP / Description - Progress is happening! Most all mechanical equipment is installed. The boiler system was flushed, filled and turned on Friday the 11th. The locker room flooring is complete and they are moving on to the rest of the flooring in the facility starting the 17th. Staff are working dilligently to finalize and coordinate their list of projects with the General Contractor. The pool tile is done, the liner will be installed around Jan 23rd. The bulkhead was installed on the 16th. In general, a large focus now is the putting back together stage of the project. New plumbing, partitions, dispensers, all the non equipment stuff. Electrical will be complete once a few more fixtures are installed. Due to the unforseen condition of the heat exchanger having to be replaced, which is a long lead item, the project completion date is being pushed back a few weeks. Right now, we are looking at a soft opening sometime oafter Feb 19th with a Grans Opening on April 20th in conjunction with April Pool's Day - A National Aquatics Event. All concrete work was completed before that. Project punchlist happened on the 11th as well. Target Completion Date: Weather Dependent (hoping for Fall but could be Spring 2013). A Pre - Construction meeting was held on Thursday last week for the Roof Project. Work on this project will most likely begin in spring when the weather meets manufacture's requirements. In February of 2012 staff presented information regarding a grant application to the King Conservation District (KCD) in the amount of $50,000. The grant was awarded for acquisition of the 'West Parcel' located adjacent to Duwamish Hill Preserve. Due to legal issues the KCD was experiencing, funding for grant programs was delayed. The City moved forward with the purchase of the "West Parcel” property without funds from this grant. Once the legal issues were resolved, staff requested the funds for acquisition be utilized for development. The District agreed; therefore, the original grant for acquisition can now be utilized for development. A grant for $10,000 was also awarded from 4 Culture to assist with the Archaeological Survey for Phase 2. Target Completion Date: On -going Project Stage: Testing for Phase 2 /Restoration /Maintenance Project Budget: Unknown but lots grants for this project Description -There have been several emails coming in recently in regards to this, staff continue to collect these at this time. Target Completion Date: Fall 2012 - Spring 2013 Weather Dependent Project Stage: Scope Planning /Design Project Budget: $15,000 - $20,000 Description - No news from Public Works on this but it appears that this has fallen off their radar screen right now. C'Mi IMIIISSIIIuN Sections: 2.32.010 Created 2.32.020 Membership 2.32.030 Term of Office 2.32.040 Duties 2.32.050 Relationship of Commission to Annual Budget 2.32.010 Created There is created in and for the City a park board to be known as the "City of Tukwila Park Commission." (Ord 1018 §2 1977) 2.32.020 Membership The Park Commission shall consist of five individuals, res- idents of the City, who shall be appointed by the Mayor with the consent of the Council. Of the five commissioners, one shall be a senior citizen. (Ord 1018 §3, 1977) 2.32.030 Term of Office Each commissioner shall serve for a three -year term. The original terms shall be as provided for in RCW 25.23.170.. (Ord 1018 §4, 19771 2.32.040 Duties The Park Commission shall serve in an advisory capacity, and as such shall submit to the City Council any recommenda- tions it may have regarding the acquisition, development, ex- pansion and operation of parks and recreational facilities and programs in the City. In order to accomplish this, the Commis- sion shall meet at least once per month with the Recreation Supervisor, who shall act as secretary to the Commission. More specifically, the duties of the Park Commission shall be: 1. To recommend any form of recreational activity sponsored by the City that will employ the leisure time of the people in a constructive or wholesome manner; 2. To recommend on all requests for the use of City -owned or leased parks by agencies other than the City; 3. To plan, promote and recommend policy and standards for the construction, development, maintenance and operations, either within or without the City limits, of parks, playfields and recreation grounds belonging to or leased by the City. This includes community buildings as designated by the Tukwila City Council and improvements of such buildings; 4. To make recommendations on ornamentation of all parks and designated community buildings, and to control seasonal and other temporary decoration or omamentation of street lights and standards; 5. To make recommendations for approval or rejec- tion of any contract in writing with any public or private organi- zation or individual(s) for the purpose of conducting any recre- ational programs; 6. To recommend to the City Council for adoption by ordinance rules and regulations for the use and manage- ment of any municipally -owned or controlled park or recrea- tional facility. Publication of rules or changes in rules shall be in such manner as the City Council shall direct. Rules and regulations so adopted shall be enforced by the Police De- partment of the City. (Ord, 1018 §5, 1977) 2.32.050 Relationship of Commission to Annual Budget The Park Commission shall recommend the types of recr- eational programs they wish to see operated during each up- coming budget year, and the Recreation Supervisor and Direc- tor of the Office of Community Development shall submit a budget to the City Council encouraging the implementation of these programs. In order to accomplish this, the Park Commis- sion shall annually, before September 1 of each year, submit to the City Council a comprehensive parks and recreation pro- gram.
