INFORMATIONAL MEMORANDUM
TO: Tukwila Parks Commission
FROM: Bob Giberson, Public Works Director
By: Ryan Larson, Senior Engineer
DATE: April 19, 2013
SUBJECT: Duwamish Gardens
Project No. 90630102, Contract No. 12 -007
Project Status
ISSUE
Update on project status and preferred site layout for the Duwamish Gardens project.
BACKGROUND
The City of Tukwila acquired the Duwamish Gardens site in December 2007 through a combination of
grant and City funding. The site is 2.16 acres with approximately 500' of river frontage and is located along
the north bank of the Duwamish River, just downstream of East Marginal Way S. The Duwamish Gardens
site was acquired for a fish habitat restoration project, but will also include park elements including; trails,
an overlook, a hand boat launch, and interpretive elements.
In February 2012, the City of Tukwila entered into a consultant agreement with J.A. Brennan Associates for
the design of Duwamish Gardens. An early task of this agreement was to review the site for evidence of
cultural and historic resources. The cultural review showed evidence of some pre- contact use of the site
primarily in the southeast portion. In addition, the consultant surveyed the site and performed a detailed
geotechnical investigation to determine locations of contaminated soils, ground water monitoring,
recommended maximum design slopes, and elevations of proposed mud flats and intertidal marsh. The
consultant then developed two conceptual designs for the site and held stakeholder meetings, which
included City staff, regulatory agencies, a neighboring property owner, the Muckleshoot Tribe, and
residents that had expressed interest in the project.
DISCUSSION
Duwamish Gardens' site configurations are fairly limited due to the constraints the include, the desire to not
disturb cultural resources and the need to maximize habitat features and protect the neighboring property.
The selected design configuration was chosen as it provides the most mudflat and marsh habitat, while still
providing desired park elements.
The design consultant, J.A. Brennan is now in the process of developing a 30% level design based on this
configuration and is preparing a SEPA and JARPA applications to begin the permitting phase of the
project. A final design of Duwamish Gardens is expected by February 2014.
Construction costs are estimated at $2.3 million. Staff is in the process of obtaining necessary construction
funding through grants and to date, have secured a total of $880,000 for construction funding.

Staff continues to work on their in -house punchlist of items to continue to improve the details around the
facility with the goal of completing all items by the Grand Re Opening on April 20, 2013. Some items from
the list include: painting, refinishing benches, installing benches, installing storage and organizational
shelving, miscellaneous maintenance items, repairing doors, cleaning out old supplies in storage, cleaning
up at the pool and in the shop area in the mechanical room, creating a system for the pool covers that
works for staff and reduces staff time, brushing and vacuuming the new liner, and many other various
items. Staff have also received several training sessions on the various new equipment systems. The Grand
Re- Opening is on April 20, 2013 in concurrence with the nation-wide aquatics event, April's Pool's Day. On
April 10th, the pool closed at 9:OOam due to an issue with the Variable Frequency Drive (VFD) on the pool
recirculation pump. It was randomly shutting itself off and turning back on. After many hours of
troubleshooting with the sub - contractor that installed it, the manufacturer's rep, and McKinstry, it has been
deemed faulty and a new one was to be installed on warranty. The replacement was overnighted from the
East Coast to be installed on April 12th however, an unfortunate turn in events happened during installation
of the new VFD. There was some confusion by the contractor on the electrical wiring of it and it was wired
incorrectly causing it to burn up when they turned the power on. No one was hurt but the VFD was fried
and rendered useless. A similar temporary unit was overnighted and installed in time on April 13th to allow
re- opening of the pool on April 14th. All this was at the contractor's cost. Revenue loss has been discussed
as well with the contractor.
The manufacturer has never seen one of their VFD's do this so they are dissecting it to figure out what
happened. There was no obvious evidence of why it was failing like that, A permanent replacement will be
re- installed at a later date when it can be scheduled to minimize impact on operations.
