BACKGROUND The City of Tukwila acquired the Duwamish Gardens site in December 2007 through a combination of grant and City funding. The site is 2.16 acres with approximately 500' of river frontage and is located along the north bank of the Duwamish River, just downstream of East Marginal Way S. The Duwamish Gardens site was acquired for a fish habitat restoration project, but will also include park elements including; trails, an overlook, a hand boat launch, and interpretive elements. In February 2012, the City of Tukwila entered into a consultant agreement with J.A. Brennan Associates for the design of Duwamish Gardens. An early task of this agreement was to review the site for evidence of cultural and historic resources. The cultural review showed evidence of some pre- contact use of the site primarily in the southeast portion. In addition, the consultant surveyed the site and performed a detailed geotechnical investigation to determine locations of contaminated soils, ground water monitoring, recommended maximum design slopes, and elevations of proposed mud flats and intertidal marsh. The consultant then developed two conceptual designs for the site and held stakeholder meetings, which included City staff, regulatory agencies, a neighboring property owner, the Muckleshoot Tribe, and residents that had expressed interest in the project. DISCUSSION Duwamish Gardens' site configurations are fairly limited due to the constraints the include, the desire to not disturb cultural resources and the need to maximize habitat features and protect the neighboring property. The selected design configuration was chosen as it provides the most mudflat and marsh habitat, while still providing desired park elements. The design consultant, J.A. Brennan is now in the process of developing a 30% level design based on this configuration and is preparing a SEPA and JARPA applications to begin the permitting phase of the project. A final design of Duwamish Gardens is expected by February 2014. Construction costs are estimated at $2.3 million. Staff is in the process of obtaining necessary construction funding through grants and to date, have secured a total of $880,000 for construction funding.
