MINUTES
October 16, 2013 5:30pm Tukwila Community Center
Call to Order; Parks Committee Chairperson Sean Albert called the meeting to order at 5:35pm.
Attendance; Commissioners — Sean Albert, Don Scanlon, Alice Russell

Absent — Joanne McManus
Approval of Minutes: Alice Russell moved to approve the Minutes of the September 18, 2013 meeting, Don
Scanlon seconded the motion, and the motion passed unanimously.

Business Items
A. Project Update — The Commission reviewed the Project Update provided at the meeting, Sean Albert
updated the Commission on the kiosk design for Duwamish Hill Preserve.
B. PROS Plan Update — Dave Johnson updated the Commissioners on the status of the PROS Plan process
including the slide show from October 7, 2013 Council presentation by the Consultant. Dave noted that at
the next meeting, we should have a draft Plan to share that will be presented to Council on November 25,
and open for public comment. Adoption schedule begins January 13, and final adoption is scheduled for
February 3`d
C. Department Update — Dave Johnson shared information with the Commission t regarding the re -start of
the Preschool Program; collaboration and on -going meetings with the Tukwila School District; fundraising
efforts and ideas to support HERO Scholarship Fund.
D. Park Rules — Commissioners briefly discussed the Park Rules and Regulations, and suggested staff bring
forward a draft of updated Rules and Regulations for review that addresses all of the issues.
E. 12 -month Work Plan — Dave presented a draft 12 -month work plan (attached) for the Commission to
review and provide feedback. No work was added at this meeting.
Other
A. Dave Johnson updated the Commissioners on Duwamish Gardens and distributed 60% Design drawings
for review. Feedback is due back the staff by October 22nd
B. Dave Johnson shared that the TMC that governs the Park Commission will go to Council on October 21 for
review and adoption.
Adjournment: Don Scanlon moved to adjourn at 6:34pm. The motion was seconded by Alice Russell. The motion
passed unanimously.

Phase 2 topo survey has been competed and the final details are getting ironed out. Staff is awaiting some
technical information from our consultant before moving forward with the Archeology Survey. The Friends of
the Hill have been working on a Request for Qualifications (for a design consultant) that has been submitted to
staff for review. Once this is finalized it can be advertised.

This is getting wrapped into part of a larger project with PW and King County to make maintenance repairs to
the bridge as a whole. PW staff are coordinating with King County on this and keeping P &R in the loop. PW
says that KC is still hoping to complete it in 2013 but this is not looking likely to staff.

SUBJECT: NAMING OF PARKS
ISSUE
Review a citizen request to name the Pea Patch at Riverton Park "Gully Gardens" in recognition of Paul
and Betty Gully.
BACKGROUND
A formal request has been made by Ron Lamb to the City Council to name the Pea Patch at Riverton
Park after Paul and Betty Gully.
DISCUSSION
City Council Resolution 1400 addresses the process for naming City property. For Parks, the names
shall be recommended by the Park Commission to the Community Affairs and Parks Committee. The
following unranked criteria is used to guide the naming decision:
1. Geographical location
2. Historical considerations
3. Names of persons
4. Geological features
5. City identity and image
Where persons' names are used, they should be people who have made an outstanding contribution to
the community, or whose names are of historical significance to the area, or who the City would like to
recognize as an important influence in the area.
FINANCIAL IMPACT
If the name for the Pea Patch is changed, we will need to have new made and will get quotes for this
work.
RECOMMENDATION
Review the request and forward the Commission's recommendation to the Community Affairs and
Parks Committee for consideration.

Dear Parks Commission members,
I'd like to ask the Parks Commission to consider naming the Riverton Park pea patch Gully
Gardens in memory of Betty and Paul Gully.
Most people on the commission, I'm sure, knew Betty and Paul, but to briefly recap their
contributions to the community, here are just a few of their accomplishments and contributions
to the community over the decades:
• Served as Scout and school leaders
• Led school levy campaigns for years
• Served on the Rainier Symphony board
• Actively participated in the Vision Tukwila process
• Served on the Tukwila Childrens Foundation board
• Worked on annexation of their Riverton neighborhood to the City
• Named Treasures of Tukwila
• Operated their own business, Gully Gardens, from their home, a block from the
Southgate Park pea patch
But most important, they chose to put down roots in here. With Betty and Paul as role models,
family members have stayed in Tukwila and still contribute to the community. Their active
participation in their community has inspired others, beyond their family, as well.
Creating community is like tending a garden. You don't just throw some seeds on the ground
and walk away. A community, like a garden, requires constant care and attention. Betty and
Paul were always there to provide that care and attention. Though they are no longer with us,
their example of community service can continue to inspire us all. What better way to
remember them than a garden?
I've spoken to family members about this idea, and they are supportive. I also spoke to Betty
about it, when she was in the assisted living facility in West Seattle, after Paul had passed away
and she had suffered her stroke. I asked her what she thought of the idea of naming the pea
patch Gully Gardens.
She said, "Do what you think best."
I think this is what is best.

CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:05 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffle,
Dennis Robertson, Allan Ekberg, Kathy Hougardy, De'Sean Quinn and Kate Kruller.
MOVED BY DUFFIE, SECONDED BY KRULLER TO EXCUSE COUNCILMEMBER SEAL FROM THE
MEETING. MOTION CARRIED 6 -0.

CITIZEN COMMENTS
Ron Lamb, 4251 South 139th Street, asked the Council to consider naming the pea patch at Southgate
Park Gully Gardens in memory of Betty and Paul Gully. Some of their many accomplishments include
being both scout and school leaders, and Betty ran school levies and was involved in the Rainier
Symphony. She was also a part of Vision Tukwila and the Tukwila Children's Foundation, and both Betty
and Paul worked on annexing their area into the City of Tukwila. They operated their own business here
and also put down their roots here and contributed continually to the community. Betty and Paul were
constantly available to tend to the needs of Tukwila. Mr. Lamb has spoken to Betty and Paul's family
members and they are supportive of the name change.
The Councilmembers spoke highly of Betty and Paul Gully and were supportive of the name change and
inquired about the process for renaming the pea patch.
Dave Johnson, Parks and Recreation Superintendent, explained that naming of park - related properties is
a function of the Parks Commission, and then a recommendation is forwarded to the City Council. The
next meeting of the Parks Commission is November 20, 2013. A request was made to expedite the
process, and Mr. Johnson said he would explore options.
CONSENT AGENDA

b. Approval of Vouchers: #364569 - 364680; #130900 in the amount of $1,457,713.42
c. Accept as complete the Tukwila Levee Repair and Maintenance Project related to the Howard Hanson
Dam flood response (contract #12 -093) with Goodfellow Bros., Inc., and authorize release of retainage,
subject to the standard claim and lien release procedures (final contract total: $1,255,044.42).

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF T LA, WASHINGTON, ADOPTING
POLICIES FOR N ING CITY PROPERTY; AND
REPEALING RESOLUTION 981.
EREAS, Resolution 981 was passed in 1985 to set policies for naming City property; and
EREAS, since 1985 the City has grown, development has increased, and Resolution 981
no longer applies as effectively as it once did; and
WHEREAS, Tukwila has a rich history, an important location, and a number of individuals
who have contributed to the City's development and enrichment; and
EREAS, naming of remaining property in Tukwila should be done in a fashion that is
responsible and reflects a thoughtful and meaningful process;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TU
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Authority to Name City Property.
A. The Tukwila City Council shall be the final authority in approving the names of City-
owned real property.
B. New streets in the central business district and business/industrial areas shall be given
grid numbered names in order to enhance quick response by public safety officials in emergencies
and in order to facilitate access by the general public.
C. The City's Fire Marshal will approve the names of numbered City streets. The
Administration will inform the Council of these names when approved.
D. The names of parks in the City shall be recommended by the Park Commission. Their
recommendation will be forwarded to the Community and Parks Committee for consideration.
E. In all cases other than parks and numbered streets in the central business district, the
Community and Parks Committee will recommend a name or alternative names for City Council
consideration and approval.
Section 2. Criteria for Naming City Property.
A. Named City property and facilities including streets, parks, bridges, and facilities shall use
_the following unranked criteria to guide their naming decision:
1. Geographical location;
2. Historical considerations;
3. Names of persons;
4. Geological features;
5. City identity and image

B. Where persons' names are used, they should be people who have made an outstanding
contribution to the community, or whose names are of historical significance to the area, or who
the City would like to recognize as an important influence in the area.
C. When the name of City-owned real property or of a City facility is being changed, the
City Council will delay a final decision for thirty (30) days after a recommendation from a
Committee of the Whole is made,
Section 3. Repealer. Resolution 981 is hereby repealed.
