PARKS COMMISSION
MINUTES
November 20, 2012 5:30pm Tukwila Community Center
Call to Order: Parks Committee Chairperson Sean Albert called the meeting to order at 5:30pm.
Attendance: Commissioners –Sean Albert, Don Scanlon, Scott Kruize, Joanne McManus, Alice Russell
Staff – Dave Johnson
Approval of Minutes: Scott Kruize moved to approve the Minutes of the October 17th meeting. Alice Russell
seconded the motion, and the motion passed unanimously.
Citizen Comment: Keith from Chainbangerz and Discovering Open Spaces provided general information about
Disc Golf, it’s benefits, and the possibility of incorporating it into Tukwila Parks. Commissioners asked a variety of
questions such as safety of sport with multiple park users, hole layout, inclusivity, and costs. The Parks
Commision would like to gauge the public interest in Disc Golf.
Business Items
A.Project Update – The Commission thanked staff for the Project Update
B.Event/Activity Calendar – The Commission thanked staff for the Calendar.
C.Tukwila Tree & Environment Advisory Committee Update – Don and Sean provided an update to the
Commission that there were 2 presentations at the last meeting about quantifying the benefits of tree
canopy and street trees, best fit trees compared to native trees, and tree rotation.
D.“Clean Parks” Initiative – The Commission is eager to see this initiative move forward and would like
progress updates. Sean invited the Commissioners to forward any additional thoughts and ideas to Dave.
E.PROS Plan Strategy Discussion – The Commission is looking forward to participating in the public process.
F.Department Update

a.There were 16 dogs at the Pooch Plunge on November 4, and it took 36 hours for the pool to
drain.
b.With the Pool closure, TCC is opening an hour earlier during the week to provide an opportunity
for early pool patrons to exercise. This early opening is for anyone to come in and use the Fitness
Room, Racquetball, and Gym.
c.There were 185 Seniors at the Thanksgiving Dinner last week, along with 25 volunteers.
d.We are seeing an upswing in participation at Friday Late Night. The past couple of weeks, there
have been 140 teens.
e.With the weather changing and the daylight hours diminishing, play at the Golf Course is slowing
down.
f.Staff met with EarthCorps, Forterra, volunteer Lead Stewards, and other staff to work toward
continuing the restoration work at the outer bank area of Codiga Park. EarthCorps will be the
lead and we’ll all be working together, including revising the planting plan.
G.Sales Tax/Department of Revenue – The Commission appreciated the information on how the
Department is now charging sales tax and how that’s been incorporated into the fees.
H.Rec Program Review from Q2 – Dave explained that Q2 is really through August as we break the year
down into thirds. Through August 2012, resident participation is at 58% (compared to 51% in 2011).
Total participation is at 90,900 (compared to 82,847 in 2011). Program Cost Recovery is at 78%
(compared to 61% in 2011).
Other
A.Autumn Harvest Festival – see letter in agenda packet.
B.Don Scanlon moved to spend the remainder of the Parks Commission budget to help support the Holiday
Giving Program. Scott Kruize seconded and the motion passed unanimously.
Adjournment: Scott Kruize moved to adjourn at 7:02pm. The motion was seconded by Don Scanlon and the
motion passed unanimously.
