Construction ,;d• ' Geo Engineers } October 24, 1989 Bedford Properties, Inc. 12720 Interurban Avenue South, Suite 107 Seattle, Washington, 98168 Attention: Mr. Robert Hart Consulting Geotechnical Engineers and Geologists Summary Letter Construction Monitoring Services Gateway North Project, Phase II Tukwila, Washington File No. 1199 - 005 -BO1 INTRODUCTION This letter presents a summary of our construction monitoring services for Phase II of the Gateway North project (formerly the Seagate Center project), at the request of Tom Smart with SSG Corporation. The project is located along East Marginal Way South in Tukwila, Washington. We previously presented the results of the foundation investigation for the project in our "Report, Geotechnical Engineering Services, Proposed Seagate Development, King County, Washington" dated November 24, 1987. Detailed results of our intermittent construction monitoring services for Phase II of the project were presented in our daily field reports for the project, numbered 40 through 73, 87 and 88, which were forwarded to you on a weekly basis during construction. OBSERVATIONS We observed the surficial soil conditions for the building pads of Phase II (Buildings 2 and 4) on October 9, 1989. The ground surface was about one foot below design subgrade at that time. The subsurface conditions consisted primarily of silty fine to medium sand with occasional gravel, underlain by fine sandy and clayey silt. October 24, 1990 Page 2 compaction of the exposed subgrade, which could not be accomplished due to weather constraints. One foot of fill material, consisting of fine sand with silt was placed over the subgrade soils to allow settlements to occur within the building pads prior to construction. We monitored the placement of this fill for the building pads on an intermittent basis between October 10 and 19, 1989. No further work occurred on the Phase II portion of the project until March 1990. We provided a progress report dated February 26, 1990 in which we stated that construction could proceed (based on a four -month "preload period "). We also recommended in that progress report that the upper 12 inches of slab subgrade soils be compacted to 95 percent (ASTM D- 1557). We reevaluated the fill on March 1 and 2, 1990 after recompaction and concluded that the fill pads had been compacted in accordance with our recommendations. The interior and exterior subgrade footings were evaluated on an intermittent basis from March 29, 1990 to May 11, 1990. The existing fill was removed to a minimum depth of 2 feet below footing grades and replaced with structural fill per our recommendations. We observed the bases of the overexcavations prior to placing the structural fill. We monitored the structural fill placement on an intermittent basis. The structural fill for the footings consisted of imported fine to medium sand with a trace of silt and gravel. Based on probing with a 1 /2- inch - diameter steel rod and results of in -place density tests, the structural fill was adequately compacted. In some cases, the subgrade soils had to be excavated beyond the minimum 2 feet, in which case the unsuitable soil was replaced with densely compacted crushed rock. In our opinion, the footing subgrades were prepared in general agreement with our recommendations and the project plans and specifications. The parking lot subgrade between Buildings 2 and 4 was evaluated on August 23 and 24, 1990, by observing deflections caused by a vibratory roller and a loaded dump truck. CONCLUSIONS Based on our observations of the earthwork and foundation operations, we conclude that the work discussed herein was completed in substantial compliance with our recommendations and the project plans and specifica- tions.
