The continuous aluminum foil sheets fastened to the bottom face of the 2 x 4 stiffeners created a dead -air space below the roof structure. Moisture trapped in the un- vented space due to condensation on the metal hanger supports in some buildings caused extensive rusting to the metal hangers, as well as rotting of the plywood, stiffeners, purlins and glu- laminated beams. Engineer's Northwest of Seattle, Washington was hired to investigate the problem and after inspecting the buildings recommended the removal of all foil insulation to eliminate the problem. During the re- roofing of the Parkway Plaza roof, rigid fiberglass insulation of greater R- value was installed above the roof sheathing to compensate for the foil insulation removal. Hopefully this explains our reason for removing the foil insulation in the Michaels' space. This work was not part of Michaels' tenant improvement, as this has been an on going process as spaces become vacant. I trust the "Stop Work Order" on the Michaels' job will not be held up as a result of this issue. Please call me at 453 - 8600 if you would like to discuss this issue further. This letter will, hopefully, address those concerns. Roifoil insulation is a liability. This particular type of insulation acts as a moisture trap. In a roifoil insulated building, moisture can become trapped between the insulation and the roof deck. This moisture, in turn, can weaken the roof deck and /or rust the joists. The ultimate result of this moisture build -up is a roof collapse. Therefore, removal of roifoil is a priority for many building owners and managers. The roof in Parkway Plaza is insulated. The removal of the roifoil should not have any adverse affect on energy consumption. In fact, it is probably a more efficient building without the roifoil as no moisture is being trapped. Finally, many of the tenants in Parkway Plaza have drop ceilings. These drop ceilings seem to further improve energy savings. Ail roifoii in Trammell Crow Company buildings will be removed due to the liability that such insulation creates. To date, we have had no concerns from any municipalities regarding this work.
