EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time fcr action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). The problem was to effectively store and protect 300 -ton YFU's, a landing craft ves- sel, against Guam's tropical environmental elements and typhoons. The problem was solved by utilizing four 120- ton -ca- pacity air film transporters, each equipped with four air bearings. They enabled the craft to be floated on dry land to an area safe from the problems inherent in water storage. The SRF had experimented using heavy equipment and grease on steel plate, but it took four days and 714 man -hours to store one YFU. With air film transporters, two YFU's can be positioned a day in 76 man -hours each using very little in the way of equipment. Maneuverability was another problem solved with air film transporters. It was found that the craft could not be maneuvered into a tight storage posi- tion with greased steel. The air film transporters allow maneuverability in any direction with little difficulty. The transporters operate on a thin film of air or wa- ter acting as a lubricant between the transporter's air bearings and the surface over which movement is to be made, virtually eliminating friction and providing al- most effortless movement of the loads. Air bearings re- semble saucer -like discs and are specially com- pounded elastomeric compliant diaphragms. When air or water is fed into the horizontally mounted bearings, they inflate, a shallow bubble of air or water is trapped in each bearing, and the load is lifted slightly. As the flow continues, the bearings are designed so that leaks occur evenly around the edges and the load is then floated on a thin film of air or water. Friction is virtual- ly eliminated and the load can be moved in any hori- zontal direction with very little force -1 pound of force per 1,000 pounds of load. The air film transporters, topped with interfacing keel or bilge blocks, are positioned under the YFU af- ter the craft is lifted to the dock from the water by two floating cranes. Two lift trucks are used to tow and maneuver the craft to their storage position. During the moving of the craft, the only problem encountered was a poorly filled ex- pansion joint in the slab which was corrected with a permanent filler. After trying both compressed air and water as the fluid for the air bearings, water was deter- mined to be the best fluid for the operation. The trans- porters were supplied with both air and water inlets so either could be used. Because awkward loads can be precisely positioned with this method, it was simple to float the craft into their final location. To remove the air film transporters, a second set of keel or bilge blocks, 61/2 feet high, was built up be- tween the concrete slab and the hull. Using wedges, the hull was raised a few inches so the transporters could be removed. The 61/2-foot height was chosen to permit personnel and vehicle access under the hulls for periodic hull inspection. The only limitation is the lift- ing capacity of available cranes. The ten YFU's stored at SRF Guam have saved the Navy $100,000 each to date with that amount continually increasing due to minimized inspection procedures.
