out the application completely and follow the plan submittal checklist on the reverse side of this form. Handouts
are available at the Building counter which provide more detailed information on application and plan submittal
requirements. Application and plans must be complete in order to accepted for plan review.

BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or
contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent
to submit this permit application and obtain the permit will be required as part of this submittal.
EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of
application shall expire by limitations. The building official may extend the time fcr action by the applicant for a
period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform
Building Code (current edition). No application shall be extended more than once.

1. No changes will be made to the plans unless approved by the
Architect and the Tukwila Building Division.
2. Electrical permit shall be obtained through the Washington State
Division of Labor and Industries and all electrical work will be
inspected by that agency (872•-6363).
3 . All permits, inspection records, and approved plans . shall
posted at the job site prior to the start of any construction.
4. Any exposed insulations backing material to have Flame Spread
Rating of 25 or less, and material shall bear identification
showing the fire performance rating thereof.
5. All construction to be done in conformance with approved plans and
requirements of the Uniform Building Code (1988 Edition), Uniform
Mechanical Code (1988 Edition), Washignton State Energy Code (1989
Edition), and Washington State •Regulations for Barrier Free
Facility (1989 Edition).
6. Validity of Permit. The issuance of a permit or approval of
plans, specifications and computations shall not be construed to
be a permit for , or an approval of, any violation of any of the
provisions of this code or of any other ordinance of the
jurisdiction. No permit presuming to give authority or violate or

Copies of all special inspection reports shall be submitted to the

At the direction of Mr. Bob Benedicto, I am forwarding 2
copies of our drawings 4M9653, 4M9654, and 4M9655, which
show the site plan of our building at 1210 Andover. Park
East, the building layout with the addition of two portable
offices which we wish to build, and a third which has
already been built and now needs to be connected. to the
building's automatic sprinkler: 'system. Our drawing
shows cross- sectional details representative of these
portable offices.
Each of the offices is constructed to facilitate movement on
our standard air bearings allowing total portability. I am
accompanying this letter and our drawings with our standard
literature which explains the workings of our products and
shows it in some of its many uses in its basic form and
incorporated into various structures and systems which we
have made which move objects ranging from several hundred
pounds to several hundred tons.
We estimate the value of each structure to be $3,500. This
estimate is based on the commercially available buildings we
investigated prior to deciding to build what will be a
better structure for about half the price.
These offices will be used for engineering spaces and
production supervision.

Round Steel Modules
Hovair frictionless movement of heavy loads is
based on our compliant round steel backed
air bearings. The air bearing is constructed of
highest quality materials for long life and service.
The low profile requires less than 3" clearance.
Ordinary 90 -110 psi air is applied to the bearing
to inflate it and then a thin film of air escapes
which lifts the load for easy movement in any
direction. Ideal for fixed applications of modular
air bearings.
Square Aluminum Modules
The basic difference between the Round Steel
Module and the Square Aluminum Module is
that the square unit is mounted on a lightweight
aluminum plate for ease of handling. All other
functions are the same except that the square
unit has a lower profile, requiring only a 2" floor
clearance. These air bearings are perfect for
rigging jobs.
Aluminum Air Beams
Lightweight aluminum Hovair Air Beams are
easily inserted under a heavy load for an effort-
less move to any designated spot on a thin film
of air. The low profile requires only a 2 "clearance
from the floor. The beam lengths vary from 4 to
13 feet, depending on the size and type of load
to be moved. Each beam has a lifting capacity
of up to 60,000 pounds. Beams are generally
used where load length varies while width re-
mains the same.
Heavy Duty Turntables
It is easy to rotate heavy loads on Hovair Turnta-
bles. This modern method of turning and posi-
tioning for assembly and manufacturing is inex-
pensive, easily accomplished and saves worker
fatigue. Outside diameters are from 3 to 12 feet.
Custom turntables are available for specific ap-
plications, i.e., truck turning on dead -end street
or in building. Available in unlimited sizes and
capacities.
Hovair Air Bearings Are Efficient
Movers of Heavy Loads
For the past twenty -five years, industry has
found it can move heavy, cumbersome equip-
ment and gear easier and faster on frictionless
air. Moving heavy loads on air is a clean, quiet
and safe method which will not damage floors.
One pound of force will move 1000 pounds and
one individual can move several tons with com-
plete control.
Precise Positioning of Equipment
Hovair Systems enable you to move and posi-
tion equipment to an exact location. It is omni-
directional for conveniently aligning the load to a
designated area in a limited space. Positive con-
trol of the air allows the operator to move the
equipment easily and without damage. The low
profile of the system requires less than 3"
clearance.
Various Configurations
for Particular Jobs
Air Systems are based on two, four or six air
bearings mounted together, depending on the
type and weight of the equipment to be moved.
Additional air bearing sections are easily added,
if needed, to meet the load demands. Hovair Air
Systems include: Air Modules; Transporters; Air
Beams and Turntables. Each of these configura-
tions is illustrated and described on following

Economical to Install,
Maintain and Operate
Unlike other moving equipment, Hovair Sys-
tems do not require expensive installation costs
or extra support for the floors. There are no fuel
costs except for the plant air and there are no
moving parts to maintain. It is both trouble -free
and economical to move on air.
Load Lifted on Air
Steel Transporters
Moving on air is the most efficient method of
materials handling on the market today. The
Hovair Standard Steel Transporters will move
loads of one ton to 120 tons with a little shop air
and very little manpower. Save money with the
low initial cost of the equipment, very low oper-
ating cost and even lower maintenance costs.
Each air cushion operates independently allow-
ing for off - center loading when required. Drives,
guides, and special above the deck attachments
can be added to fit your needs.
Aluminum Transporters
Hovair Transporters are also available in alumi-
num with all the same capabilities as the steel for
lifting and moving loads. There are some advan-
tages to using aluminum and they include: light-
weight construction; a low profile of 2 inches;
resistance to corrosion, plus the spark -free and
anti - magnetic properties for added safety. Air
Transporters provide you with low cost omni-
directional movement that is energy efficient and
explosion- proof.
Industrial Jack Mounted
on Air Bearings

gs are generally for long distance moving out-
` -doors on wheels. The jacks lower the bearings
'el to the floor for the final movement. They
widely used in the aero space industry for
oving maintenance stands and scaffolding for
ore precise, careful positioning.

A Word About Nomenclature
We are often asked the difference between air bearings and
air cushions, As a practical matter the words are used inter-
changeably in industry today. In fact air cushion technology
differs somewhat from air film technology. As a general rule
most industrial applications of air use air film technology but
the specific device is frequently referred to as an air cushion.
We at Hovair generally refer to them as air bearings rather
than air cushions.
Similarly the terms beams and planks are used interchange-
ably as are transporters and pallets.
No matter how you call it Hovair has the air solution for your
handling needs.
ROUND STEEL MODULES — Ideal for permanent applications.
SQUARE ALUMINUM MODULES — Often the best choice
for rigging applications.
ALUMINUM AIR BEAMS — Are generally used where load
length varies while width remains the same.

Land Storage of Navy Craft

A program for reserve ship storage and upkeep re-
sulting in over $1,000,000 savings in both money and
man -hours has been completed by the Navy's Ship Re-
pair Facility (SRF) on Guam which operates a reserve
craft branch for the security and maintenance of in -re-
serve Navy vessels. The problem was to effectively
store and protect 300 -ton YFU's, a landing craft ves-
sel, against Guam's tropical environmental elements
and typhoons.
The problem was solved by utilizing four 120- ton -ca-
pacity air film transporters, each equipped with four
air bearings. They enabled the craft to be floated on
dry land to an area safe from the problems inherent in
water storage. The SRF had experimented using heavy
equipment and grease on steel plate, but it took four
days and 714 man -hours to store one YFU. With air
film transporters, two YFU's can be positioned a day
in 76 man -hours each using very little in the way of
equipment. Maneuverability was another problem
solved with air film transporters. It was found that the
craft could not be maneuvered into a tight storage posi-
tion with greased steel. The air film transporters allow
maneuverability in any direction with little difficulty.
The transporters operate on a thin film of air or wa-
ter acting as a lubricant between the transporter's air
bearings and the surface over which movement is to be
made, virtually eliminating friction and providing al-
most effortless movement of the loads. Air bearings re-
semble saucer -like discs and are specially com-
pounded elastomeric compliant diaphragms. When air
or water is fed into the horizontally mounted bearings,
they inflate, a shallow bubble of air or water is trapped
in each bearing, and the load is lifted slightly. As the
flow continues, the bearings are designed so that leaks
occur evenly around the edges and the load is then
floated on a thin film of air or water. Friction is virtual-
ly eliminated and the load can be moved in any hori-
zontal direction with very little force -1 pound of
force per 1,000 pounds of load.
The air film transporters, topped with interfacing
keel or bilge blocks, are positioned under the YFU af-
ter the craft is lifted to the dock from the water by two

crete slab is provided at the dockside for storage. Two
lift trucks are used to tow and maneuver the craft to
their storage position. During the moving of the craft,
the only problem encountered was a poorly filled ex-
pansion joint in the slab which was corrected with a
permanent filler. After trying both compressed air and
water as the fluid for the air bearings, water was deter-
mined to be the best fluid for the operation. The trans-
porters were supplied with both air and water inlets so
either could be used. Because awkward loads can be
precisely positioned with this method, it was simple to
float the craft into their final location.
To remove the air film transporters, a second set of
keel or bilge blocks, 61/2 feet high, was built up be-
tween the concrete slab and the hull. Using wedges,
the hull was raised a few inches so the transporters
could be removed. The 61/2-foot height was chosen to
permit personnel and vehicle access under the hulls for
periodic hull inspection. The only limitation is the lift-
ing capacity of available cranes. The ten YFU's stored
at SRF Guam have saved the Navy $100,000 each to
date with that amount continually increasing due to
minimized inspection procedures.
