Seattle, Washington 98101 (206) 624 -8150 APR 13 1990 ctTY OF 6 /1LA PLANNING DEPT. We have received information on the proposed project and have reviewed it for compliance with the structural portions of the 1988 Edition of the Uniform Building Code. Our comments follow. Structural 1. Provide a frame analysis which incorporates the appropriate member sizes and materials for Frame 4, Building A. Also, Details D -6 and E -6 are still referenced and are incorrect. Provide appropriate connections and show adequacy. 2. The 6x6x1/4 TS diagonal members are over 10% underdesigned at some locations; provide adequate members. 3. Now that many member sizes have changed, coordinate details which reference incorrect members. Also, many welded connections are unclear or incorrect. Check all locations including, but not limited to: a) Section E -6; a double fillet weld on each side of the tube steel member will not work; therefore, calculations show twice as much capacity as this location. How can the TS member welded to the plate at the bottom? How is eccentricity accounted for at this location? b) Sections H -6 and M -6; call out length of 21d of TS member to kerf plate. Show weld appropriately; it can be welded at the sides of the TS diagonal, not at the end. c) Section K -6 and L -6; should field weld be a double fillet? Call out length of weld. d) Sections C -7 and G -7; show welds. 4. After the shop drawings and calculations for the window walls have been reviewed by the engineer of record, a letter must be sent to the City confirming that these drawings and calculations have been reviewed and are compatible with the basic structure. To accommodate this requirement, provide a April 10, 1990 City of Tukwila Re: 90 -T -04 Page Two note in the Structural Notes stating that the above mentioned procedure will occur. Our comments follow. Structural 1. Frame 4, Building A, on Sheet S8 calls out 5x5x1/4 horizontal TS members at 8' -0" above the ground. Details D -6 and E -6, as well as calculations, show wood members. Please clarify and show adequacy. 2. Show compliance to Section 2722(g)2 regarding the slenderness of the 5x5x1/4 TS members at all critical locations. 3. Show compliance to Section 2722(g)3 regarding the design of bracing connections. Check all critical conditions. 4. Where windows are set back 5 feet from the exterior wall (where there is no frame), how are wind loads on these window walls designed for? Please clarify. Refer to Section R & S /S6. 5. The minimum parameters for the suspended ceilings need to be on the drawings per Uniform Building Code Standard 47 -18 even though the subcontractor is responsible for providing the system. 6. Sheet S8, Frame 2, Building B; reference to Section M -6 along Grid D appears incorrect. Please revise. Please have the applicant respond to the above comments in itemized letter form and resubmit two copies of revised drawings and one copy of revised calculations, as required. Our comments follow. Structural 1. The Structural Notes and calculations use 25 -ton capacity timber piles with an 8" tip diameter; however, the soils report, page 7, states that a 25 -ton pile must have a 10" minimum tip diameter. Also, calculations use a 12" pile diameter. Show compliance with the soils report and coordinate drawings and calculations. 2. Sheet S -9; drawing only show one door opening in the precast panel #10; however, architectural drawings, Sheet A -3, shows two. Please coordinate. 3. References to embed detail A -6 need to be corrected. Refer to Sheet S -9. Also, where is connection A, Sheet S -9, referenced from? 4. Please clarify load Case 2, shown on Sheet W1 in calculations for precast panel design. Specify live and dead load used and tributary area. Is Grid 5 actually supposed to be Grid 4? Building B does not have a Grid 5. 5. Building A moment frame must be designed for loads determined by computer readout in calculations. The following are only examples of some members or connections which do not appear adequate. Check all comppnents. a) Calculations show 34.8 of axial force at 5 x 5 x 1/4 TS diagonal members. This force, as well as the calculated shear and moment, must be considered. b) 12.97 of axial force is shown at elements 11 & 12. Connections cannot adequately transfer this force. Also, connections for eements 7 & 8 would not be capable of transferring 20.6 6. Calculations for "Typical Seismic Frame Worst Case - Building B" are not compatible with the parameters of Frame 1 or Frame 2. Provide an adequate analysis of these frames. 7. Building A - Roof Framing Plan; provide details at Grids D3 and A3 to show forces transferred to the moment frames from the drag members. February 15, 1990 City of Tukwila Re: 90 -T -04 Page Two CLK /REW:1 8. Provide calculations and clarify drawings to show how chord forces are resolved for Building A. 9. Building B Roof Plan calls out a continuous 4x12 ledger along Grid 5. Details show a 5 "x3 -1/2 "x3/8" angle. Please coordinate. Also, is it intended for the angle shown in Section F -6 to be continuous to carry chord forces? Please clarify drawings. Also, clarify ledger conditions along Grids A and F. 10. Details R -6 and S -6; please explain why wind loads on the adjacent windows were not considered. Also, there was a math error on Sheet L11 resulting in a wind force of only half the actual value. Check adequacy of nailing and brace; call out nailing on the details. 11. Section R -7; how are horizontal low GLB's supported at columns? Provide calculations showing the adequacy of the connection of the canopy to the supports; consider loads due to snow drift. 12. Section H -6; clarify length and location of field weld at the connection of the kerf plate to the tube steel column. Clarify this same weld in Section L -6, M -6, etc. Check all similar situations. 13. Typically, call out welds between columns and base plates. 14. Is it intended to reference Section J -5, or perhaps K -5, at Section M -6? Please clarify adequacy of connection for 28.2 of uplift per page L6A in calculations. 15. Provide details and calculations showing that suspended ceilings are designed in accordance with Uniform Building Code Standard No. 47 -18. 16. Please furnish the missing location dimension for the piles on Sheet S1 and along the grade beam on Sheet S3. 17. The computer analysis for the two -way slab for Building A, Zone 1, indicates a slab span of 8' -0" instead of 12' -0" as indicated on the drawings. Please verify reinforcing for this zone. Our services were performed on this site on an intermittent basis during site visits performed during initial site preparation, pile driving and other geotechnically related construction activities. While on site during the above referenced site visits, Rittenhouse -Zeman & Associates Inc. observed the following items: o Site grading and initial fill placement; o Foundation piling installation; City of Tukwila 14 September 1990 o Subsurface drainage installation; o Parking lot subgrade preparation; o Subgrade preparation above subsurface utilities on site. Based on the observations made while on site and tests performed on compacted fill materials, it is our opinion that operations observed during construction were performed in general accordance with the approved project plans and specifications. The foundation piling observed prior to pile cap concrete placement were suitable for support of the maximum anticipated pile bearing values. Compaction of utility trenches, slab subgrade and parking areas were performed to the minimum relative density required in the project specifications where observed by our firm. Density test results have been documented in daily field reports presented to the contractor while on site. We appreciate the opportunity to have been of service to you on this project. Tukwila, Washington 98188 Attention: Mr. Duane Griffin Building Official Subject: Structural Fill Placement & Pile Driving Observation Southcenter Retail Phase II Gentlemen: W -6407 We are writing this letter at the request of Mr. Robert Schofield regarding construction observation related to structural fill placement and the observation of test piling at the above referenced site. As part of initial site development, a representative of our firm monitored the placement of structural fill in accordance with the site grading plan developed by Bush Roed and Hitchings. Our representative monitored the fill placement on an intermittent basis and performed density testing. In our opinion, the existing structural fill placed on -site is suitable for the support of utilities and pavements in accordance with the original grading plan, subsequently modified by Bush, Roed and Hitchings. Our representative also recently observed the installation of a number of test piling at the project site.. The test piles were driven at production pile location in order to provide an estimate for pile order lengths. The test piles were driven to penetration resistance consistent with the recommendations contained in our report as subsequently modified in project correspondence. The test piling were installed using materials and methods consistent with production pile installation. Based on the results of the test pile driving program, and observations by our field engineer, these test piles would be suitable for use and support of the building loads, in our opinion. That this building permit application has been submitted prior to SEPA review, approval by the Tukwila Board of Architectural Review and receipt of the City's fully clarified conditions to the moratorium waiver, 2. That this building permit application is vested only to the extent it is consistent with all the conditions finally established in the reviews listed in Item No. 1. 3. That the above analyses and City actions may require project design changes which may result in additional plan check fees and review time, 4. That the building permit shall not be issued until the proposed project is consistent with all final conditions in Item No. 1, 5. I agree to pay any such fees, and 6. I hold the City harmless for any delays or costs incurred as a result of project design changes due to the above. Sincerely, /e//lc "(7 Robert Schofield cc: Beeler /City Attorney /file. Date AGREEMENT TCC E SUBJECT TO A SENSITIVi IREAS ORDINANCE The undersigned owner /developer of real property located at 16813 Southcenter Parkway, Tukwila, Washington, and more specifically described in Exhibit A attached hereto, hereby acknowledge that such property is subject to the moratorium imposed by Tukwila Ordinance Nos. 1544 and 1550. The undersigned have petitioned for relief from the provisions of the moratorium as provided for in Ordinance No. 1550 and in consideration of such relief, agree that if the City of Tukwila will process the following applications: EPIC -32 -89 — SEPA for Mikami Design Review 89 -15 -DR — Mikami Design Review (BAR) Mikami Building Permit Application to Implement Above Project The development of the property described in Exhibit A will be subject to all of the provisions of the Sensitive Areas Ordinance as finally passed by the City Council, even though those provisions may be more restrictive than any conditions or limitations imposed by or resulting from the SEPA, BAR and Building Permit processes described above. The undersigned agree that such processes will be continued solely at their risk and expense and that the result of the final Sensitive Areas Ordinance may be to require extensive project modifications and reevaluation or rescission or withdrawal of any approval arising out of the SEPA, BAR and Building Permit processes. It is also understood and agreed that continuation of the SEPA, BAR and Building Permit processes does not mean that any other application for this project will be accepted or processed unless the City Council approves a petition therefor. The undersigned acknowledge that the waiver was made subject to the following conditions which the undersigned agree to meet as partial consideration for the waiver. A. Fill may be emplaced to feather grades up to the existing 34-ft. contour; however, cuts may not be made into the 28 ft. contour west of the drainage ditch. In the stockpile area, the original 34 ft. contour shall be used as the maximum cut line. No cuts into original slopes above this contour shall be allowed. This maximum cut may only be done if slopes no more than 2:1 can be established between any cut and the existing slopes. No development shall occur above this 34 ft. contour line in the stockpile area as shown in Exhibit B. C. No rockeries or retaining walls shall be allowed in the northwest corner of the site. The undersigned furt,.L. acknowledge that this condition waiver was given in reliance on the accuracy of the information supplied by the undersigned, including the original and existing grades as shown on the Bush Roed & Hitchings survey as revised on March 12,1990, and agree that they bear all risk of inaccuracy of such information. The undersigned acknowledge that the covenants herein run with the land described in Exhibit A, and that this document will be recorded with the King County Department of Records and Elections and that those covenants cannot be released without the written consent of the City of Tukwila.
