Council President Lawrence called the Committee of The Whole
Meeting of the Tukwila City Council to order and led the audience in
the Pledge of Allegiance.

CITIZEN'S COMMENTS Nadine Morgan, 5190 South 166th Street,
representing the Duwamish Valley Neighborhood Preservation
Coalition (DVNPC), commented on a letter that had been written to
the Mayor by Dan Aragon, President. The letter discusses a request for
funds from a $17,000 grant that was made available to the City for
predevelopment financing and feasibility study assistance. The project
is the non -profit housing organization formed last year after the
Duwamish Improvement Club and the Allentown community became
aware of the fact that the property (abutting 115th Street (running east
west); and 42nd Avenue South (running north south) was going to
be developed as a metal fabrication facility. There's a lot of resistance
in the neighborhood to having this property developed commercially as
zoned. She said the road in front of the property is a bicycle, pedestrian
and jogging route. The majority of the property (consisting of
approximately three (3) acres) would be ideal as a low- impact park and
would like it to be consider as such. The property itself is zoned C -M
while the property surrounding it is zoned residential. Ideally, the park
portion of the property could possibly tie into the bicycle trail which
King County, Seattle and Tukwila plan to run from Puget Sound to
where it now terminates near 1 -405 and Christensen Park. There are
three (3) occupied, rental homes on the southerly portion of the
triangular- shaped property which are being considered for renovation.
They would be made available to first time home buyers. The Coalition
wants the City to take a serious look at the property as a whole during
the capital budget planning and possibly consider purchasing it.
The Mayor informed Ms. Morgan that he had answered Mr. Aragon's
letter. He read a copy of the letter which in summary praised the goals
of DVMNPC and stated that he believes citizen involvement in the
community is one of the most effective ways for this country to pull itself
together. The City has made a commitment to the
Duwamish /Allentown neighborhood that will reach multi millions of
dollars in the next six years. In regard to funding assistance, the City has
no history of or policy to support private development or pre
development costs with public funds. The City is going to have to take a
very conservative approach in managing the funds for the foreseeable
future. Presently it is not possible to absorb an unfunded request of
$17,000. The Mayor concluded that the City would continue to look at
ways to help promote the objectives of DVNPC and will remain
supportive of their goals to preserve the single family character of the
Allentown/Duwamish neighborhood.

It was the consensus of the Council to forward this
issue to the appropriate Council Sub committee for further study.
The City Attorney agreed to review the land use policies to assure
sensitive areas guidelines compliance.
Penhallaghen displayed a map for visual aid in identifying the Sewer
Comprehensive Plan service areas. He reviewed briefly some of the
history of the Plan background information on the planning; system
analysis; design; major deficiencies and recommendations.

Cameron said the Comp Plan Policies are being discussed in the
Utilities Committee meeting tomorrow night. The plan is to include
those policies in the resolution adopting the Water Comp Plan. The
same kind of work will be done on the Sewer Comp Plan. Hopefully,
both plans will come before the Council sometime in March for
adoption.
Ron Cameron, City Engineer, Public Works Department, introduced
Marty Penhallaghen and Susan Washburn of PACE Engineering as
presentors of the Sewer Comprehensive Plan. Cameron stated that the
Sewer Comp Plan for "old" Tukwila areas served by Tukwila was
completed in 1988. Supplements were added for the annexation of Fire
District 1, Riverton/Foster/Thorndyke and Cascade View. Adopting the
plan provides a base information for the Growth Management Act
(GMA), sewer takeover /transfers and future annexations.
Susan Washburn stated that the Plan recommended a variety of tasks be
implemented by the City. First and foremost is to adopt the Plan as a
guideline for future development of the sewer system within the City of
Tukwila. By doing so, the Council would recognize the improvements
that are required to the system and implement a plan of action for
correcting whatever deficiencies are there.
Responding to questions from the Council, Cameron stated that the
best economic approach is to adopt the existing plans with supplements
and start anew with the information that we have now. Just as we faced
major changes of taking over Water District 25 -we are now cooperating
with SeaTac to take over WD125 in 1994 or 1995 -we are facing more
significant change in what we serve.
Roger Baker, 11662 42nd Avenue South, commented that a new water
system is needed in the Allentown/Duwamish area and now the City is
talking about a sewer system. Where will the money come from to
accomplish these needs.
The group continued discussion and review of Phase
I of the Tukwila Tomorrow Report. Minor revisions
were made as the discussion focused on community
image and design, land uses, shorelines and sensitive areas, open spaces
and parks, housing, transportation and traffic, and utilities. The

Special Issues group agreed that another draft will be presented
Joint meeting. by mid October for review with hopes of completing
(Con't) the draft by the end of the year.
Recess Council President called the meeting back to order
8:42 8:50 with those present as listed above.
DCD Work Plan.
Budget transfer The Mayor requested per Council's action to fund
RCAA Legal Defense the RCAA Legal Defense Fund for 1993, in an amount
Fund. totalling $100,000 in equal parts, to be transferred from the Multimodal
Center and City Hall Expansion budget line items. These items were
chosen to avoid needing to rebudget or carryover to another year.
Other line items were reviewed, but they were either critical projects
and /or would probably be rebudgeted in a later year.

DCD Director Rick Beeler stated that the Citizen's Committee is
making good progress and producing a sound product. However, work
loads must be balanced between GMA and current planning activities.
The objective remains the production of a comprehensive plan and
zoning code that meets the challenges of the future. To jeopardize the
substance of this project to satisfy procedural concerns is unwise. He
recommended careful review of alternatives which will allow
continuation with the existing resources.
After a brief discussion, it was the consensus of the Council to forward
the request for a budget transfer of $100,000 in support of RCAA Legal
Defense Fund to the Next Regular Council Consent Agenda.
Salary survey for Councilmember Mullet briefed the Council on some of
non represented the Finance and Safety Committee's recommendations
employees. about the Non Represented Employee Study.
A discussion ensued with some councilmembers suggesting that one goal
to consider would be making sure that the salaries are equitable and
competitive with comparable cities. This should be done after
comparable cities have been established, however.
The Mayor stated that the information on comparable cities will be
provided to the Council and a report given at the next Council meeting.
City Administrator McFarland reported that on February 28 a fund
raiser will be held at the Church By The Side Of The Road by the
Cascade View area residents. The money raised will be used in
conjunction with Vision Tukwila Neighborhood Fund to purchase
Bigtoys equipment for a new playground for children at Mountain View
Apartments. This effort is just one among many resulting from
initiatives started by Karen Wright, Human Services Specialist, to
encourage tenants and managers to work cooperatively to make their
areas safe and drug free. McFarland encouraged Council attendance at
this fund raiser.
