The City of Tukwila has adopted the 1988 Uniform Fire Code. This and other nationally recognized standards will be used during construction and operation of this project. (TMC 16.16.120) J 2. Fire hydrants will be required. (City Ord. #729) 3. Required fire hydrants shall be approved for location by the Fire Department, approved for purity by the Water Department, and fully in service prior to start of construction. A fire hydrant must be no further than 150 feet from a struc- ture; and no portion of a structure to be over 300 feet from fire hydrant. (UFC 10.301 and City Ord. #729) Ei 4. Automatic fire sprinklers are required for this project. Sprinkler systems to comply with N.F.P.A. #13. Sprinkler plans shall be submitted to Washington State Surveying and Rating Bureau, Factory Mutual or Industrial Risk Insurers for appro- val prior to being submitted to Tukwila Fire Marshal for approval. Most would agree that this form of protection is undesirable, and history has proven protected environments not to be free of crime. Crime continues to exist within the walls. Crime - related studies have defined crime as behavior stemming from "desire" and "opportunity." To discourage desire would involve the redirection of social values. Social values will not be altered simply through the design of our environment. However, "opportunity" is directly related to the design of our environment. The opportunity (or invitation) for crime can be greatly reduced through physical design and site layout. Considerations for crime control must be included at the project's inception. Where hardware after - thoughts have been too heavily depended upon, crime opportunitites have continued to exist and crime prevention has failed. PERFORMANCE SIMEURDS ❑ 1. The Concept of Defensj.ble Space should be employed to reduce opportunities for crime. "Defensible Space" is a term used to maximize resident control of behavior, particularly crime. See Enclosure 01 - Defensible Space. ❑ 2. parking Layout: Parking for residents should be located so that distances to dwellings are minimized. These areas should be easily surveyed from adjacent areas and windows. Areas particulary vulnerable to crime should be well lighted. ❑ 3. Orientation of Windows: Windows should be located so that areas vulnerable to crime can be easily surveyed by residents. ❑ 4. Location of Service and Laundry Areas: Laundry rooms should be located in such a way that they are observed by others. Windows and lighting should be incorporated to assure surveillance opportunities. Mailboxes should not be located in dark alcoves out of sight.
