Regular Meeting

REGULAR MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:02 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Dennis Robertson, De'Sean Quinn, Allan Ekberg, Verna Seal, Kathy Hougardy, and Kate Kruller.
CITY OFFICIALS
Jim Haggerton, Mayor; David Cline, City Administrator; Shelley Kerslake, City Attorney; Vicky Carlsen,
Deputy Finance Director; Bob Giberson, Public Works Director; Bruce Linton, Assistant Police Chief;

Announcement
Mayor Haggerton announced that the March 10, 2014 Committee of the Whole meeting has been
cancelled.
Additionally, Council President Quinn relayed that the March Council Coffee Chat (originally scheduled for
March 8) has been rescheduled to March 15, 2014. There are upcoming "Community Conversation"
events regarding the Comprehensive Plan, and it was determined that rescheduling the Council Chat
would be beneficial. Council President Quinn will be hosting the Council Coffee Chat on March 15, 2014
(Billy Baroos at Foster Golf Course from 10:00 a.m.- Noon).

CONSENT AGENDA
a. Approval of Minutes: 2/18/14 (Regular Mtg.)

UNFINISHED BUSINESS
a. An ordinance approving and authorizing the proposed 402 Baker Boulevard Development
Agreement with MRFH, LLC, for the Odin Brewery.

APPROVING AND AUTHORIZING THE PROPOSED 402 BAKER BOULEVARD
DEVELOPMENT AGREEMENT WITH MRFH, LLC, A WASHINGTON LIMITED LIABILITY
COMPANY; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
MOVED BY DUFFIE, SECONDED BY ROBERTSON THAT THE PROPOSED ORDINANCE BE
ADOPTED AS READ. MOTION CARRIED 7 -0, TO ADOPT ORDINANCE NUMBER 2432.
b. An ordinance amending Ordinance No. 2384 §3, as codified at Tukwila Municipal Code Section
16.60.020, to revise requirements for designation of landmarks.

SECTION 16.60.020, TO REVISE REQUIREMENTS FOR DESIGNATION OF LANDMARKS;
PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
MOVED BY DUFFIE, SECONDED BY ROBERTSON THAT THE PROPOSED ORDINANCE BE
ADOPTED AS READ. MOTION CARRIED 7 -0, TO ADOPT ORDINANCE NUMBER 2433.
c. Authorize staff to move forward with creating three Fire Department pipeline positions. (No
additional funding required.)
MOVED BY SEAL, SECONDED BY HOUGARDY TO AUTHORIZE STAFF TO MOVE FORWARD WITH
CREATING THREE FIRE DEPARTMENT PIPELINE POSITIONS. (No additional funding required.)
MOTION CARRIED 7 -0.
d. Authorize staff to proceed with the application process for the 2014 FEMA Assistance to
Firefighters grant in the amount of $391,272, with a City match of $20,593 for the replacement of
the Fire Department radios and operating system.
MOVED BY SEAL, SECONDED BY HOUGARDY TO AUTHORIZE STAFF TO PROCEED WITH THE
APPLICATION PROCESS FOR THE 2014 FEMA ASSISTANCE TO FIREFIGHTERS GRANT IN THE
AMOUNT OF $391,272 WITH A CITY MATCH OF $20,593 FOR THE REPLACEMENT OF THE FIRE
DEPARTMENT RADIOS AND OPERATING SYSTEM. MOTION CARRIED 7 -0.
e. False alarm fees:
(1) An ordinance amending Ordinance No. 1363, as codified at Tukwila Municipal Code Section
8.08.040, to increase fines relating to false alarms.

FALSE ALARMS; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE
DATE.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
ADOPTING A FALSE ALARM FEE SCHEDULE.
MOVED BY QUINN, SECONDED BY KRULLER THAT THE PROPOSED RESOLUTION BE ADOPTED
AS READ.*
It was clarified that this increase is not a revenue generator as there are costs associated with responding
to false alarms; the intent is to change behavior of those with recurring false alarms. Additionally, the
majority of false alarms do not come from residential homes.
*MOTION CARRIED 7 -0, TO ADOPT RESOLUTION NUMBER 1818.
REPORTS
a. Mayor
Mayor Haggerton reported that he will be attending the upcoming National League of Cities (NLC)
Conference in Washington D.C. along with Councilmembers Kruller and Seal.
The Mayor conveyed that he served on the NLC Information Technology Committee (ITC) for a number of
years in the past. While he did not apply for membership to be on the committee this year, he will attend
those meetings during the conference due to the significance of the issues undertaken by the committee.
He has chosen not to be a member of the committee due to the out -of -town time commitments. There is
a great deal going on in the City of Tukwila, and he wants to commit his time and attention to our local
issues.
The Mayor attended the SCORE jail meeting this past week, where the discussion was focused on the
growing inmate population and hiring of additional staff to meet the needs. The inmate population has
increased from approximately 400 a day to 626 -700 per day. The capacity for the facility is 800 inmates.
He also attended the Cascade Water Alliance Board Meeting via teleconference. A report was compiled
regarding the effects of utility rates on low income families. However, there is some evidence that the
focus is on the impacts to senior citizens and veterans and not the general population. He requested that
the report be provided to Tukwila for review by the City Council once it is finalized.
Additionally, the Mayor reported that Tukwila is featured in a Comcast "Neighborhoods" segment
available on YouTube. The Councilmembers have been sent a link to the video.
b. City Council
Councilmember Duffie reported that 2 of his neighbors endured significant water damage due to the
failure of hoses on the toilet tank and hot water heater in their homes. Fortunately, there were quick
responses from the Fire and Police Departments and the vendor. He offered the reminder that these
hoses should be checked and changed every 5 years.
Councilmember Robertson reported that on March 1, 2014, he attended emergency training sponsored
by the State that included an update on first aid.
Council President Quinn attended and provided welcoming comments at the grand opening of the Seattle
Southside Visitor Services (SSVS) office at the Southcenter Mall on February 26, 2014.

Councilmember Seal attended the King County LEOFF1 Board Meeting on February 26, 2014. LEOFF1
involves those retired firefighters and police officers who are entitled to lifetime medical benefits.
Councilmember Seal is a member of the LEOFF1 board. She also reported that she will be forwarding
additional information regarding homelessness to the Council.
Councilmember Hougardy attended the grand opening of the Seattle Southside Visitor Services (SSVS)
office at the Southcenter Mall (near Sears) on February 26, 2014.
Councilmember Kruller reported that she attended the Rotary Club monthly social event at Billy Baroos
on February 27, 2014. Additionally, on March 3, 2014 she signed up for CSA (Community Supports
Agriculture) through the Tukwila Community Center (TCC). She is able to order produce now and it will
be delivered fresh to TCC for her to pickup. She said it is a great program that supports local agriculture
and a healthy lifestyle.
c. Staff
David Cline, City Administrator, referenced the City Administrator Report in the packet and offered to
answer any questions.
Councilmember Kruller asked if there was a progress report regarding the residential development issues
(discussed under Citizen Comments at the 2/18/14 Council Meeting). Mr. Cline indicated that a report is
being prepared for the Council on this issue. It was determined the item would be brought to the March
11, 2014 Community Affairs and Parks Committee.
d. City Attorney
There was no report.
e. Intergovernmental
There was no report.
MISCELLANEOUS
Council President Quinn referenced an exchange of letters between the Council and Mayor regarding
organizational changes that had come up at a prior Council meeting. From his perspective the issues
have been resolved.
Mayor Haggerton expressed appreciation for the follow -up and expressed that, in his view, the concerns
of the Council were addressed and the plans are moving forward.
There was Council consensus that there were no additional issues requiring resolution.
