Attendance: Commissioners — Sean Albert, Don Scanlon, Joanne McManus, Alice Russell Staff — Dave Johnson, Paul Surek It was noted that on March 19th, 2013, Scott Kruize submitted his resignation from the Parks Commission due to work commitments, The Commissioners noted their appreciation for Scott's efforts during his time as a Commissioner and that he'll be missed. Approval of Minutes: Alice Russell moved to approve the Minutes of the February 20, 2013 meeting. Joanne McManus seconded the motion, and the motion passed unanimously. Citizen Comment: no citizen comment Business Items Don Scanlon moved to revise the agenda for Clean Parks Initiative and Codiga Park Stewardship to be moved up to accommodate staff schedules. Alice Russell seconded the motion, and the motion passed unanimously. D. "Clean Parks" Initiative — Parks Superintendent Paul Surek provided information on the measures that will be taking place this year to help foster cleaner parks and increase awareness in the community. Cascade View Community Park will be the focus for the initiative in 2013. Paul is working with the Principal at Cascade View Elementary, we've developed a "Pitch in for Parks" program which is a monthly work party at the park, and we'll be placing signs in the parks, Staff have already limbed up and clear out some bushes, which has already improved the Cascade Vie w Park. E. Codiga Park Stewardship — Parks Superintendent Paul Surek provided information on the draft Scope of Work. The Scope was developed in coordination between him, EarthCorps and the City's Urban Environmentalist, Sandra Whiting. A grant has been applied for to help cover the crew job hours, Joanne McManus expressed that many people have offered compliments to her on the Park. Don Scanlon recommends that the plantings be intentional, encourage friendly wildlife habitat, and include pollinators. He also noted that he feels that there are several areas where there needs to be some thinning, and that we should transition from mulching and barking to more ground cover adjacent to paths to reduce runoff. A. Project Update — Dave Johnson briefly reviewed the Project Update with the Commissioners, and noted that most of the work is being done at the Pool. B. Event Calendar— Dave Johnson briefly updated the Commission on the event Calendar, C. Tukwila Tree & Environment Advisory Committee Update — Sean Albert provided brief summary of the recent meeting. F. Transportation Solution Letter Response from Mayor ,. The Commissioners reviewed the Mayor's response the their letter. 3 G. PROS Plan Update — Dave Johnson informed the Commissioners that the first Technical Advisory Group met today to begin the framework of the Plan with the consultant. Soon, we'll begin the Public Outreach portion of the work. H. Appointments — Joanne moved to have Sean Albert serve as Chair, and Don Scanlon to serve as Vice Chair. Motion was seconded by Alice Russell, and passed unanimously. I. Department Update — Recreation brochure for Spring /Summer is out. Soft opening of the Pool took place last weekend, with Grand Re- Opening event scheduled for April 20th. Parks crews are battling graffiti and getting the ballfields ready for spring play. We're seeing a lot of volunteer applications come through. J. TMC Review — Commissioners discussed the TMC related to roles of Parks Commission. Discussion surrounding Youth representation, and what other Commissions do. Based on the request of the Commission, Dave has provided links to other Parks Commissions for review. Final opportunity to provide input will be at the April meeting. Other A. Don Scanlon provided draft copies of a plan for Duwamish Gardens. Dave Johnson noted that the Commission will be receiving a presentation from Public Works on this project in the coming months. B. Don Scanlon inquired about a camera in Crestview Park. Dave Johnson indicated that he would check into it and provide information at the next meeting. C. Alice Russell shared an event idea on a Food Truck event. D. Due to staff attending WPRA conference in Vancouver, WA during the normal scheduled meeting time in April, Don Scanlon moved to change the date of the April meeting to April 24, 2013. The motion was seconded by Joanne McManus, and the motion passed unanimously. Adjournment: Don Scanlon moved to adjourn at 6:45pm. Some items from the list include: painting, refinishing benches, installing benches, miscellaneous maintenance items, repairing doors, cleaning out old supplies in storage, cleaning up at the pool and in the shop area in the mechanical room, brushing and vacuuming the new liner, and many other various items. McKinstry has completed all the punchlist items and is focusing on the project closeout paperwork and the pool recirc pump and VFD warranty item. The Commencement of Energy Savings started on May 1 and will last for one year. During this time McKinstry will measure and verify that energy savings that were guarenteed to the pool through this project. At the end of the year if the savings have not been realized then McKinstry will either pay the difference or conduct repair work at their cost to ensure savings are obtained. Staff continue to hear lots of postive feedback from patrons and occasional comments in regards to tweaking systems (Le. push button shower run times, etc.). Project completion and closeout process was initiated March 4 by the City Council. This typically takes up to 90 days for all releases. Target Completion Date: Completed Project Stage: Design Project Budget: $60,000 Staff met with the roofing contractor on 5/8/13 and completed and inspection and substantial complettion. There is a punchlist of items that will be taken care of but the project closeout paperwork has begun now. The plan to fix the issue of water spilling over the gutters is being handled by adding three additional downspouts to the gutter system. Remaining equipment and supplies were off loaded on 5/10/13 Target Completion Date: Weather Dependent (Spring 2013). ' TU KW I LA 10000„„ool000viiiiii„ PARKS & RECREATION 8 TUKWILA MUNICIPAL CODE HAP,l`Ei 2.32 PARK CO S N Sections: 2.32.010 Created 2.32.020 Membership 2.32.030 Term of Office 2.32.040 Duties 2.32.050 Relationship of Commission to Annual Budget 2.32.010 Created There is created in and for the City a park board to be known as the "City of Tukwila Park Commission." (Ord 1018 R. 1977) 2.32.020 Membership The Park Commission shall consist of five individuals, res- idents of the City, who shall be appointed by the Mayor with the consent of the Council. Of the five commissioners, one shall be a senior citizen. (Orr. 1011 .'I, 1977) 2.32.030 Term of Office Each commissioner shall serve for a three -year term. The original terms shall be as provided for in RCW 25.23.170. (Ord, 101894, 1977) 2.32.040 Duties The Park Commission shall serve in an advisory capacity, and as such shall submit to the City Council any recommenda- tions it may have regarding the acquisition, development, ex- pansion and operation of parks and recreational facilities and programs in the City. In order to accomplish this, the Commis- sion shall meet at least once per month with the Recreation Supervisor, who shall act as secretary to the Commission. More specifically, the duties of the Park Commission shall be: 1. To recommend any form of recreational activity sponsored by the City that will employ the leisure time of the people in a constructive or wholesome manner; 2. To recommend on all requests for the use of City-owned or leased parks by agencies other than the City; 3. To plan, promote and recommend policy and standards for the construction, development, maintenance and operations, either within or without the City limits, of parks, playfields and recreation grounds belonging to or leased by the City. This includes community buildings as designated by the Tukwila City Council and improvements of such buildings; 4. To make recommendations on ornamentation of all parks and designated community buildings, and to control seasonal and other temporary decoration or ornamentation of street lights and standards; 5, To make recommendations for approval or rejec- tion of any contract in writing with any public or private organi- Page 2 -16 zation or individual(s) for the purpose of conducting any recre- ational programs; 6. To recommend to the City Council for adoption by ordinance rules and regulations for the use and manage- ment of any municipally -owned or controlled park or recrea- tional facility. Publication of rules or changes in rules shall be in such manner as the City Council shall direct. Rules and regulations so adopted shall be enforced by the Police De- partment of the City. (Orr. 1018 §5, 1977) 2.32.050 Relationship of Commission to Annual Budget The Park Commission shall recommend the types of recr- eational programs they wish to see operated during each up- coming budget year, and the Recreation Supervisor and Direc- tor of the Office of Community Development shall submit a budget to the City Council encouraging the implementation of these programs. In order to accomplish this, the Park Commis- sion shall annually, before September 1 of each year, submit to the City Council a comprehensive parks and recreation pro- gram.
