BACKGROUND The City was approached by a family wishing to donate a parcel of land, approximately 39,700 square feet (0.91 acres), they no longer need. The land is currently open space and serves as a buffer between the Green River Trail and Interurban Avenue South (See attached maps). DISCUSSION The location of the land is adjacent the Green River Trail and has potential to become a resting area for trail users and /or a mini park in the future. The recently adopted Parks, Recreation and Open Space Plan points out two recommendations that could be aligned with this type of donation: 1. Provide safe and convenient places for walking and biking. 2. Invest in bicyclist and pedestrian improvements in identified focused areas; one area of focus was modification of the Allentown Bridge. This donation is within proximity to that area and could serve as an access point to the bridge which provides access to TCC, Duwamish Park and Duwamish Hill Preserve. FINANCIAL IMPACT None RECOMMENDATION The Council is being asked to approve the draft resolution and consider this item at the March 24, 2014 Committee of the Whole and April 7, 2014 Regular City Council Meetings. Resolution: Accepting Property for Open Space Staff is seeking Council approval of a resolution that would accept the donation of certain property along the Green River Trail near South 116h Street and 35th Lane South. The City was approached by a family wishing to donate this land, which is currently open space and serves as a buffer between the Green River Trail and Interurban Avenue South. The acquisition of this land is of benefit to the City as it has potential as a resting area for trail users and /or a pocket park, uses that are aligned with the adopted Parks, Recreation and Open Space Plan. UNANIMOUS APPROVAL. FORWARD TO MARCH 24, 2014 COMMITTEE OF THE WHOLE. D. Amendments to Interlocal Agreement with Tukwila Pool Metropolitan Park District City Administrator David Cline provided an overview of the current status of the Interlocal Agreement (ILA) between the City of Tukwila and the Tukwila Pool Metropolitan Park District (TPMPD). The TPMPD Board has recently proposed that language be drafted to amend the ILA in the areas of dispute resolution, termination, accountability, cost controls, and policies and procedures. These proposed amendments were requested to be reviewed at the March 26, 2014 TPMPD Board meeting. Councilmembers observed that it is standard City process for the City Attorney to review amendments to ILAs and so this process should include ample time for that review, as well as subsequent review by this Committee. Therefore, the expected timeline for amending the ILA will be extended to accommodate all of the appropriate steps. It is expected that the Community Affairs and Parks review will occur in April. DISCUSSION ONLY. III. MISCELLANEOUS Rick Still reported that new plaques for four historical markers in the City have been received from the foundry and will be installed soon. These markers are located at Upper Foster, Lower Foster, Lower Brummer's Hill, and Tukwila Pond Park. Meeting adjourned at 6:21 p.m. Next meeting: Tuesday, March 25, 2014 Committee Chair Approval 89
