HomeMy WebLinkAboutCAP 2007-08-14 Item 2D - Report - 2007 2nd Quarter Report: Community Development / Parks and Recreation SECOND QUARTER REPORT TO COUNCIL April 1 - June 20, 2007 Prepared for Community & Parks Committee DEPARTMENT OF COMMUNITY DEVELOPMENT 2nd QUARTER SIGNIFICANT ISSUES The implementation of the electrical code has proceeded smoothly with the help of electrical inspectors and plans examiners from SeaTac. The majority of the electrical permits are issued over the counter. The few applications that require plans and review, have received a three to four day turnaround. Total electrical permits issued - 221, total inspections - 262, revenues - $57,661. Development activity continues to be as active as it was in the 1st quarter. There were 439 permits issued (building, mechanical, plumbing and electrical) with a total project valuation of $37,665,713. There were 17 Type 2 Director decisions, the applications range from 7 SEPA decisions, 5 Short Plats or Boundary Line Adjustments, 3 Administrative Design Review and 2 Special Permission. The Shoreline Management Master Program and the Bicycle/Pedestrian 'Walk and Roll Plan will be transitioning from staff review to public review. The City Council will be briefed on these plans sometime in the 3rd quarter. BUDGET PROGRAM GOALS Administration 1. Complete Tukwila South Master Plan and Annexation: Awaiting resolution of Development Agreement issues. 2. Complete draft update of Shoreline Manaqement Master Proqram: A staff draft of the Proposed Updated Shoreline Master Program will be submitted to the Department of Ecology on Friday, June 29, 2007, in compliance with our grant agreement. The City's consultant, ESA/Adolfson has provided several standalone products as part of the submittal plus assisted in the review and revision of the staff draft document. Ecology will review the staff draft and provide comments back to the City. After comments are received, the next phase of the update, public review will begin. 3. Complete Tukwila Urban Center Plan/Planned Action Desiqnation: Finalizing staff's comments on Administrative Review Draft. Coordinated with Sound Transit on design of permanent commuter rail station. Coordinated with Parks on initiating Tukwila Pond Park master planning process and with Public Works on developing a scope of work for the TS&L study on the pedestrian bridge across the Green River. 4. Review/update Manufacturinq Industrial Center Planned Action: No activity this quarter. 5. Complete draft Bicycle/Pedestrian "Walk and Roll" Plan: A staff draft of the Proposed "Walk and Roll" Plan was submitted to the Department of Community, Trade and Economic Development in compliance with our grant agreement. After receiving agency and City staff comments, the next phase in the plan will be public review. 6. Review Small Lot Residential Development Policies and Standards: No activity this quarter. 7. Review/update Siqn Code: No activity this quarter. Code Enforcement 1. Develop proposal for Rental Housinq Licensinq Proqram: Moving forward to develop a process for requiring landlords to register all rental units with a low-fee business license. Working with City Attorney and City Clerk's office to determine plan and timeline for implementation. 2. Develop proposal for Vacant Structure Proqram: Owners of long-term vacant structures are being contacted regarding the City's new ordinance. Several (5-6) Complaint of Unfit Structure hearings have been held with the City's Improvement Officer and in at least 3 cases, property has changed ownership and vacant structures are being demolished or refurbished to meet current codes. 2007 Second Quarter Report to Council Prepared for Community & Parks Committee Page 2 Permit Coordination and Building 1. Assume responsibility for Electrical Code permittinq and inspections: Complete. 2. Adopt 2006 State Buildinq Code: Complete. 3. Provide necessary traininq related to the State Electrical Code and 2006 State Buildinq Code: All staff have completed training on the 2006 State building codes. 4. Develop Information bulletins for Buildinq, Mechanical. Plumbinq, Electrical and Fuel Gas Codes: Software installed to facilitate bulletin development. 5. Develop Combination Buildinq Permit for sinqle-family residential construction: No activity this quarter. Planning Commission 1. Review Siqn Code update: No activity this quarter. 2. Review Shoreline Manaqement Master Proqram update: No activity this quarter. 3. Review Tukwila Urban Center plan: No activity this quarter. 4. Review Small Lot Residential Development Policies and Standards: No activity this quarter. PARKS AND RECREATION DEPARTMENT 2nd QUARTER SIGNIFICANT ISSUES The Parks and Recreation Department continues to offer new and improved recreational opportunities for all age groups in Tukwila. The department hosted many special events including the annual Easter Egg Hunt and the Tukwila Backyard Wildlife Fair. The recreation division finished another successful year in partnership with the Tukwila Community Schools Collaboration (TCSC), providing recreational staff at all five Tukwila schools. The TCSC received the award of excellence given by the National Community Schools in Washington DC. Fee increases were implemented at Foster Golf Links and the Tukwila Community Center. The parks division installed new playground equipment at TCC along with volunteers from the United Parcel Service. . BUDGET PROGRAM GOALS Administration 1. Oversee and monitor all revenue qeneratinq proqrams in recreation, qolf and aquatics: In progress. 2. Develop a new Parks, Recreation and Golf Open Space 6-Year Plan for Council approval: In progress. Consultant contracts have been signed. Work should begin next quarter. 3. Complete the new Macadam Winter Garden Park for public use: In progress. The City Council awarded the construction bid to L.W. Sundstrom, Inc. The project will begin in July. 4. Manaqe Phase I development of Duwamish Riverbend Hill Park: In progress. Phase I, the park master plan, was completed and will be presented to the City Council next quarter. Recreation 1. Implement Facility Bookinq software for rental reservations of TCC and park facilities: In progress. Project has been delayed slightly due to staffing vacancies. The goal is to be using the "paperless" system by the end of the summer 2007. 2. Increase participation in the Senior Deli proqram by 10%: In progress. Participation has been steady and staff is working to increase overall participation. 3. Increase the number of new participants in the Senior proqrams by 5% throuqh community outreach efforts: Incomplete. Staff is planning a reach out effort to the community beginning in the fall. 4. Provide increased staff support to new City-wide special events includinq the Car Show, Tukwila Centennial Celebration, and TCC Birthday Party: In progress. The Car Show is now a budgeted program for 2007 and is scheduled to take place on August 18. Staff serves as the lead on many aspects for the Centennial Celebration and are working on goal, vision and plans for 2008. Staff coordinated a successful TCC Birthday Party in February to celebrate 10 years at the Center. Develop proqrammed teen. activities for the Skate park: In progress. Staff is working to coordinate with a group to offer events and camps at the Skate Park. Will conduct a few "trial" activities this year and work to plan more for 2008. 6. Add 10 more fitness opportunities for adults: In progress. Have offered a number of new fitness and wellness opportunities, including Spring Basketball League, Extended Season Softball League, Ballroom and Salsa Dancing. 7. Develop and increase preschool aqe proqrams and activities: Completed/ongoing. Have added new opportunities for preschool ages, including a 2-week Summer Camp, planning 2 special events for fall. 8. Expand relationships with the School District to offer co-sponsored youth sports camps and clinics: Completed/ongoing. High School Tennis coach is leading the 2-week Summer Tennis Camp. His School Women's Basketball Coach will be running a girls only clinic in December. Working with the Boys Basketball coach on a December Camp. Aquatics 1. Increase Aquatic Proqram Fee revenue by 10% of the 2006 total: Ongoing. Through May 2007 overall pool revenue was down 14% compared to last year. Program Fees are down 12%. 2. Siqnificantly improve the facility's look and feel by replacinq the pool liner and tile. and by upqradinq the pool's HVAC controls and capabilities: Ongoing. The Tukwila School District has chosen not to make a decision about an extension of the pool's lease that ends September 15, 2011. We have chosen to wait on the.poolliner and tile project until we have assurance that the lease will be extended at least twenty years under reasonable terms. The HVAC is much more of a pressing issue and we are mee~ing with representatives from McKinstry to finalize the scope of work to be done. . C .. 3. Replace startinq blocks withcoroorate sponsored Quikblox: On hold. These starting blocks will have to be modified to fit our deck, which would change, with new tile. 4. Reqrout tile and replace broken tile in both the men's and women's locker rooms: On hold. We will re-Iook at our priorities and resources after the HVAC project. 5. Offer CPR classes to the community and City of Tukwila personnel at least once per quarter: Ongoing. Certifications and re-certifications have taken place and can be scheduled. No classes are currently scheduled. 6. Offer after school proqrams for Tukwila School District students in the sprinq: Complete. The first year Tukwila Turtles Special Olympics swim team practiced for twelve weeks after school on Fridays leading up to the State Championships June 2, 2007 where team athletes brought home three gold and three silver medals. 7. Continue to work with the Tukwila Community Center in marketinq and makinq pool time available to TCC's special events and camps: Ongoing. Tukwila Community Center Camp Tukwilly swimming lessons start June 27th and continue for a total of eight one week sessions over the summer. The popular Tukwila Community Center Camp free swims start June 28th and continue every Thursday throughout the summer. Parks Maintenance 1. Assimilate new parks into the Parks Division (Codiqa Farm Park. Macadam Winter Garden. Cascade View Community Park Phase If) and develop maintenance plans for each: Ongoing. 2. Continue with flower basket proqram: Installed and watering twice a week. 3. Add playqround equipment for pre-school aqe users at the Tukwila Community Center: Completed in June with help from UPS voh.ir1leers. 4. Provide assistance to the Recreation Division for Citywide special events includinq the Backyard Wildlife Fair and the Tukwila International Farmer's Market: Ongoing. (Farmer's Market cancelled). 5. Provide additional handicap parkinq at Tukwila Community Center parkinq lot: Completed in June. 6. Oversee all volunteer park enhancement proiects annually: Working with REI and Group Health for service projects to be completed this year. Golf Course Maintenance 1. Install herrinq bone style drainaqe in front of the 9th qreen: Completed. 2. New digital clocks and wiring installed at irrigations stations and computer system up and running. All capital projects to be designed and constructed by in-house golf maintenance staff. Golf Course Pro Shop 1. Promote facility by continuinq to tarqet iunior weekend qolf promotion: Attended Pacific Northwest Golf Show marketing lesson program and junior weekend golf promotion. Preparing SO-day marketing program with the Seattle times that will feature family weekend golf. One-third page ad purchased in first addition of Cascade Golfer, mailed to 10,000 local golfers and 1/8 page full color in north end Journal Golf Northwest addition mail to over 350,000 readers. 2. Create and share financinq of Golf Course and Restaurant ioint marketinq proqram: Restaurant participated jointly in the Pacific Northwest Golf Show and will also participate in Seattle Times marketing program. Held second moonlight glow ball golf tournament. Arts Commission 1. Purchase centennial celebration permanent art for a predetermined City location: Funds will be rolled over into the 2008 budget for the centennial art purchase. A Call for Artists will take place in 2008. 2. Continue to obtain qrant fundinq for the City's performinq arts proqram: Sustained Support funding from 4Culture was awarded in the amount of $7,000 for our performing arts. Also, a Facilities Grant application has been submitted to 4Culture for new theater curtains at Foster Performing Arts Center. 3. Develop and create a new art selection policy: In progress. 4. Evaluate condition of current artwork and identify items that require repair: In progress. Parks Commission 1. Attend the Washinoton Recreation and Park Association (WRPA) boards and commissions trainino workshops as well as the National Recreation and Park Association (NRPA) activities in the Seattle area: Commissioners decided not to attend. 2. Assist Parks and Recreation Administration in the implementation of the volunteer tree plantinq and adopt-a-qarden proqram at Macadam Winter Garden: In progress. 3. Sponsor new park orand openinq for Macadam Winter Garden: Moved to 2008 when construction is complete. 4. Sponsor qrand openinq for Cascade View Community Park Phase II: Moved to 2008 when construction is complete. Library Advisory Board 1. Report annually to the City Council on the status of library services and facilities available to Tukwila citizens: In progress. 2. Maintain and improve communication between the three libraries within Tukwila city limits. the Tukwila Library Advisory Board. the Tukwila City Council. the Kino County Library SYstem. the two "Friends of the Library" orqanizations. and the Tukwila qeneral public: Held Open Forum Community Meeting on May 1Sth. 3.
