MAYOR'S OFFICE, CITY COUNCIL

MINOR HOME REPAIR APPLICATION FOR 2009
King County has started their application process for 2009 Community
Development Block Grant capital dollars. Applications are due to the County by
the end of May. In order to continue using Community Development Block Grant
dollars for minor home repair, we will need City Council's authorization to submit
the application.
We propose continuing to manage this program on behalf of the cities of Des
Moines, SeaTac and Tukwila. While administratively heavy, we are better
equipped than either of the other cities to manage the program. We propose to
ask for $75,000 to serve the three cities.
Last year, the City of Tukwila served 25 households with $22,668. This year our
operating budget is $25,044. The program successfully assisted very low
income homeowners who needed assistance in maintaining their homes. Client
satisfaction as measured by an end of year survey was high.
Please let me know if you have any questions.

5. Provide a narrative explanation if you are behind in meeting performance measures. We overestimated the total unduplicated number of residents served in all three
cities. It was difficult to get the Des Moines program started. Much of our work is to a repeat client base. It is virtually impossible to totally predict who we will serve.
Simultaneously, jobs are more extensive and expensive, so that the funds were spent. We significantly underestimated the total number of hours dedicated to these
clients providingover 6 times as many hours as proiected.
6. Program narrative. Please include information such as current trends, program developments, special events, publicity or community education efforts, etc. Be sure to address
any discrepancies between the level of services actually provided and performance goals. Attach additional pages as necessary.
