ISCUSSION
Carol Etgen, the Bremerton City Clerk and a registered parliamentarian, presented
training on Roberts Rules of Order, effective meeting procedures and techniques for
making clear motions. She emphasized that the Rules should be an aid to the Board’s
business and may be modified or streamlined as needed. The Board liked the idea of
separating out motions to modify findings, recommendations or conditions from the
overall motion acting on the project. The amendments could then be summarized prior
to the final vote on the issue, increasing clarity for all.
Ms. Etgen also emphasized the role of the Chairperson in guiding the flow of the
meeting. For example after a motion is made and seconded the Chair would recognize
each member to allow them to speak on the issue, starting with the person who made
the motion and alternating viewpoints if appropriate. The Chair would also restate the
motion before calling for a vote so that all are clear on the issue under consideration.
Staff proposed a field trip to observe a Seattle Design Review Board meeting on June 15,
2011. Both items on that agenda are mid-rise mixed-use buildings which are likely to
become a more common development type in the future.

Commissioners will respond to staff about their interest in observing the Seattle
meeting by June 6.
