TUKWILA CITY COUNCIL SPECIAL MEETING MINUTES *MOTION CARRIED. f Tukwila City Hall Council Chambers Mayor Pro Tem Lawrence called the Special Meeting of the Tukwila City Council to order. STEVE LAWRENCE, Council President; JOE DUFFLE, JOAN HERNANDEZ, DENNIS ROBERTSON, CHARLIE SIMPSON, ALLAN EKBERG, STEVE MULLET. JOHN MCFARLAND, City Administrator; LINDA COHEN, CITY ATTORNEY; LUCY LAUTERBACH, Council Analyst; RICK BEELER/VERN UMETSU, DCD; LES BECK, Shops; ROSS EARNST/RON CAMERON/DOUG MICHEAU, Public Works. Umetsu explained there are three provisions that need to be established in the draft petition: 1) Confirm the annexation boundaries; 2) Establish whether or not bonded indebtedness will be assumed; and, 3) Established simultaneous zoning and comp plan designation upon annexation, which the staff and Planning Commission have recommended as Heavy Industrial Comprehensive Plan M -2 Zoning with 115 ft. height exception area. MOVED BY ROBERTSON, SECONDED BY DUFFIE, TO ACCEPT THE ANNEXATION BOUNDARIES AS PRESENTED. MOTION CARRIED. MOVED BY ROBERTSON, SECONDED BY MULLET, TO ACCEPT THE APPLICANT'S POSITION TO NOT ACCEPT THE CITY'S BONDED INDEBTEDNESS.* Councilmember Robertson commented that it is not appropriate to ask Ox Bow to assume the City's bonded indebtedness when all other annexations have had it waived. In all fairness, Ox Bow should be given the same consideration. Councilmember Duffie requested clarification of Heavy Industrial Zoning. Umetsu explained that Heavy Industrial is the heaviest of all the zoning -a more intense -use zone. It includes processing of metals, heavy stamping of metals, assembly and manipulation of materials, certain types of chemicals (not as in rendering plants), as well as all other lower intensity uses such as warehousing, light metal fabrication, hotels /motels, etc. Robertson inquired as to its current use. Umetsu responded that the current use there is light assembly and warehousing which means it is in line with either an M -2 or M -1 use. The warehousing would be an M -1 or possibly C -M. The truck terminal and contractor assembly yards would be more in line with an M -2 use because of the extensive outdoor storage. The M -2 use is consistent with the M -2 zones on the east side (the entire E. Marginal corridor, which is also a 115 ft. height exception area). Duffie inquired as to what measures had been taken to be sure the property owners were properly informed of the zoning use. Umetsu said notices were hand delivered, mailed and /or posted at driveways of public hearings and public information meetings. He said only one person was in attendance. *MOTION CARRIED. Robertson inquired if the administration is recommending an environmental audit. McFarland stated that the City is not recommending an environmental audit because it would be very expensive, time consuming and there are no apparent reasons for an audit. Ste�wreiice, Mayor Pro Tem Celia Squai`', Deputy City Clerk c Robertson commented that he would like to see the issue of the public shoreline trail access resolved. He would like a decision made on whether to execute a permanent easement of the secondary loop that goes out by the river; then, spend public monies to continue the trail access at that point. Lawrence suggested the Council schedule time to discuss this issue with Don Williams, Parks Director, who's experienced in this area.
