A TPA is geographic region in which a legislative authority (such as a county or city) charges a per room night fee on the furnishing of lodging by either a hotel or motel. The funds collected are used to support tourism promotion within the TPA boundary. State law requires that TPAs in King County comprise at least two local governments; hence the need for an ILA with Des Moines and SeaTac.
