These documents shall be maintained and made available until final inspection approval is granted. 5: The special inspections and verifications for concrete construction shall be required. 6: The special inspections for steel elements of buildings and structures shall be required. All welding shall be done by a Washington Association of Building Official Certified welder. 7: When special inspection is required, either the owner or the registered design professional in responsible charge, shall employ a special inspection agency and notify the Building Official of the appointment prior to the first building inspection. The special inspector shall furnish inspection reports to the Building Official in a timely manner. 8: A final report documenting required special inspections and correction of any discrepancies noted in the inspections shall be submitted to the Building Official. The final inspection report shall be prepared by the approved special inspection agency and shall be submitted to the Building Official prior to and as a condition of final inspection approval. 9: All construction shall be done in conformance with the approved plans and the requirements of the International Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code. 10: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any requirements for special inspection. 11: There shall be no occupancy of a building until final inspection has been completed and approved by Tukwila building inspector. Depth of concrete as per core sample 6 ". 2. Condition of slab: flat, solid, no visible cracks or holes. Subgrade below slab; probed with 3/8" diameter rod hammered and subgrade appears to be firm and unyielding. 3. Placement of 5/8" diameter x 6" wedge type anchor bolts into existing slab for column base plates with Hilti Kwik Bolt with a minimum 4" embedment. Prior to placement, the holes were inspected for size, depth, and cleanliness. Method of placement as per manufacturer's published recommendations and procedures as per ICC ER 1917. 4. Deck is 1" x 3/16" bar grate laid perpendicular to joists. Inspected welding and bolting at the following connections: 1. Tube steel and round (1 W diameter) railing assembly with kick plate. 2. (8) x 5" x 5" tube steel columns to base plates. 3. W12 beams with end plates. 4. Clips to beams. All welds inspected conform to AWS D1.1. All bolted connections brought into snug tight condition as per AISC. All inspected work conforms to approved contract documents. Note #3 on Sheet 1 specifies Hilti KB -II expansion anchors. These should be replaced on the drawings with alternative anchors. ICC -ES ESR -1396 qualifying the use of these anchors has been revised and is now limited in scope to masonry construction. We recommend Hilti Kwik Bolt TZ (ESR- 1917). 4. Note #3 on Sheet 1 should be revised by deleting the reference to no special inspection for the concrete expansion anchors. There are no active ICC -ES evaluation reports qualifying the installation of concrete expansion anchors without special inspection. 5. A response modification (R) factor of 3.5 is assumed in the calculations. The seismic - force - resisting system appears to be a cantilevered column system. Please verify. Such a system is required to have an R factor of 2.5. The calculations should be revised and resubmitted for review. The structural design may need to be revised. Please verify. See IBC Section 1617.6 and Table 9.5.2.2 of ASCE 7 -02. See also the comment below 6. The platform is a nonbuilding structure. We assume the provisions in Section 9.14 of ASCE 7 -02 are being utilized in the design. Please verify. The minimum seismic lateral forces for nonbuilding structures, however, are not permitted to be less than those for buildings. Table 9.14.5.1.1 of ASCE 7 -02 does not appear to list a nonbuilding structure type equivalent to what is proposed. Please comment. See Section 9.14.5.1 of ASCE 7 -02. 7. The weights of the tanks and other equipment on the platform are not clear. Weights of 1,800 and 50 pounds each are specified on Sheet 1 but other information provided to us specifies 1900 pounds each for PSA modules and 600 pounds each for blend tanks at the same locations as specified on Sheet 1. Sheet 1 should be revised. 8. Other information provided to us specifies nitrogen generators identified as N2 MAX 112 and N2 MAX 116 weighing 1,483 and 1,841 pounds, respectively. These appear to be intended at the equipment locations on Sheet 1 identified as weighing 1,800 pounds. Please comment. 9. Other information provided to us specifies a nitrogen generator identified as DSD 150 at two locations on the platform, each one weighing 7,500 pounds. Sheet 1 does not specify them and the calculations do not appear to consider the design conditions for their support. Sheet 1 should be revised. Substantiating data should be submitted verifying the structural adequacy of the platform to support these generators. Other information provided to us specifies a dryer identified as MX 103 and weighing 783 pounds at the southeast corner of the platform. Sheet 1 does not specify it and the calculations do not appear to consider the design conditions for its support. Sheet 1 should be revised. Substantiating data should be submitted verifying the structural adequacy of the platform to support these generators. 11. Based on the comments above, Sheet 1 should be revised to specify each piece of equipment by product identification matching the other information provided to us, as well as weight, to enable review. 12. The calculations determine an effective seismic weight of the platform based on the dead load of the platform plus 25 percent of the platform's live load. The weights of the tanks and other equipment are not included. The total operating weight of permanent equipment, however, is required to be included in the effective seismic weight. The calculations should be revised by including the weight of tanks and other equipment in the determination of seismic design forces and resubmitted for review. The structural design may need to be revised. Please verify. Corrections and comments made during the review process do not relieve the permit applicant or the designers from compliance with code requirements, conditions of approval, and permit requirements; nor are the designers relieved of responsibility for a complete design in accordance with the laws of the state of Washington.
