Mayor Rants called the Regular Meeting of the Tukwila City Council
to order and led the audience in the Pledge of Allegiance.

Patty Benjamin, VISTA volunteer, was introduced
by Karen Wright, Human Services Specialist.
Patty, a two year Tukwila resident, will be
working with the City's apartment managers and owners groups.
Bill Ptasiak, King County Library System, and Nancy Smith, Area
Administrator, updated Council on the computerized technology
available through the library system, which now allows home computer
users to access library services via use of a modem. Ptasiak informed
Council that the new Foster library project is ahead of schedule. The
design work has begun. The King County Library System will hold a
public meeting on October 7th at 7 p.m. in Tukwila council chambers
to present three alternative design plans. It is expected that the design
work will be completed by year end, the construction begun in 1994
and the facility completed by early 1995. Regarding the Tukwila
Library, Ms. Smith announced that the facility would be getting some
"almost new" furniture early next year. Council President Lawrence
asked for an update on the readerboard issue. Mr. Ptasiak responded
that the architects still have concerns about putting a readerboard on
that particular site. He suggested the architect meet with the City's
design review people to develop an overall approach to the project.
Lawrence noted that many people who attended a public meeting at
the high school favored the idea of a readerboard on the library site
and wished to have the idea fully explored and not dismissed because
it might not fit in esthetically.
Mayor Rants read a Proclamation designating September 8, 1993 as
International Literacy Day and presented it to Jamie Miller, Seattle
Goodwill representative.

Al Pieper, 17083 53rd Ave. So., commented that he was not in favor
of the City selling bonds to support capital improvement projects as
the interest charged on those bonds would reap no benefit to the City.
In addition, a 20 year obligation would commit future councils and
future taxpayers to find ways to pay back the obligation. Regarding
the community center, Pieper suggested Council circulate a city survey
to find out how many residents use the community center, and how
they would feel about taxes being assessed to fund a new building.

of $906,150.99.
c. An ordinance regulating the disposal of firearms
d. Authorize Mayor to sign supplemental contract with Entranco

project).

City Attorney Linda Cohen read an ORDINANCE BY THE CITY
COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
ADOPTING A NEW PARKS AND OPEN SPACE PLAN AND
REPEALING ORDINANCE NO. 1315.
MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO
ADOPT ORDINANCE NO.1669 AS READ. MOTION CARRIED.
Councilmember Simpson reported that the he visited the Duwamish
riverbank site last week at low tide and witnessed the erosion that had
taken place. Simpson noted that the Utilities Committee had
recommended the mayor be authorized to transfer the funds in order
to fix the problem.

APPROVE A BUDGET TRANSFER IN THE AMOUNT OF
$42,600 FOR THE S. 104TH ST. DUWAMISH RIVERBANK

Councilmember Robertson stated he would like to see barriers
installed between the edge of the pavement and the dropoff at the site
as a safety feature for motorists.
Mayor Rants reported that the low bid for demolishing the vacant city
-owned houses came in at $8,800 per house. The City continues to
work with the Way Back Inn people. They are seriously considering
two of the vacant houses for their use, the Alde home on 42nd Ave. S.
and the Hozack/McAbee home on Macadam Road. After a brief
discussion, it was the consensus of the Council to move forward with
the demolition of the Aliment and Bolla houses and outbuildings,
awarding the basic bid for the one house (Bo11a), and the alternative
for the second house (Bo11a). Doug Micheau, Public Works
Coordinator, explained that the demolition will include removal of all
concrete foundations, surface restoration, installation of a minimum of
4" of a cover of topsoil, and re- seeding to re- establish vegetation.
Councilmember Hernandez reported she received a complaint from a
resident that while the individual was golfing at Foster Golf Links last
Saturday morning at 8:45 a.m., there was "spewing steam and a very
nauseous odor" coming from the Rendering Works.
Councilmember Robertson commented that at the May 25th Board of
Adjustment meeting, an issue came up about the City's code that deals
with noise. Tukwila staff indicated they felt Tukwila's noise code was
inadequate in dealing with the issue that was presented. Robertson
suggested the noise ordinance be rewritten. He requested the council
analyst look into what other cities are doing with their noise
ordinances. Robertson praised staff for the exceptional job they do on
the minutes of the BAR meetings. Mayor Rants took the opportunity
to thank the volunteers who sit on the City's boards and commissions.
Councilmember Robertson referenced a petition that is being
circulated which opposes the widening of Highway 99 from 5 to 7
lanes. Robertson stated that there appears to be some real
miscommunication problems regarding this issue as it has not even
been brought up for discussion. Mayor Rants stated that the
upcoming meeting on September 22 would give residents a chance to
voice their opinions and suggestions on what to do with this area. At
this time, however, the City has not made any decisions regarding the
widening of Highway 99.
Councilmember Ekberg praised Don Williams and staff for their work
on the Parks and Open Space Plan.
Mayor Rants asked for suggestions for the Suburban Cities meeting on
the subject of methods and process to get people involved.
Councilmember Robertson suggested the need for the group to be
more formal and structured in what they do, i.e., publishing an agenda

commented there is currently no process for taking polls.
Councilmember Mullet suggested Suburban Cities should be more
pro active with King County.
On another issue, Council concurred with Councilmember Simpson's
request to appoint Joan Hernandez to fill his position on the Human
Services Roundtable.

DISCUSS A PERSONNEL ISSUE AND A PENDING
