In regards to your comment #1 regarding the system efficiency not meeting the minimum code required SEER levels, I had previously spoken with Dave Larsen at the end of September regarding this issue. Due to the fact that this space will require very tight temperature and humidification tolerances, the only equipment that I could find (which also was the owner's preferred equipment, even though it was much more expensive for them) was the Liebert system. Other systems could meet the efficiencies but not the level of control that we require, and Dave said he was willing to provide a variance as a result of this.
