HomeMy WebLinkAbout1993-09-27 Committee of the Whole MinutesTUKWILA CITY COUNCIL September 27, 1993 Tukwila City Hall 7:00 p.m. Council Chambers COMMITTEE OF THE WHOLE MINUTES CALL TO ORDER Council President Lawrence called the Committee of The Whole Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. COUNCILMEMBERS STEVE LAWRENCE, Council President; JOE DUFFIE, JOAN PRESENT HERNANDEZ, DENNIS ROBERTSON, CHARLIE SIMPSON, ALLAN EKBERG AND STEVE MULLET. OFFICIALS CITIZEN'S COMMENTS Shawn Mugford, 4235 South 144th, who lives next door to one of Tukwila's Fire Stations, informed the Council that the fire truck noise she complained about recently has stopped. She thanked the Mayor, Council and staff for acting so promptly. She did however voice another complaint regarding Mr. Tri Ming. She stated the area she lives is zoned Single- Family Residential. However, Mr. Tri- Ming's rental house has two families living in one dwelling. All of the utilities are being paid by Mr. Ming then he gets reimbursed by Section 8. Mugford and her husband have talked to Darren Wilson, Code Enforcement Officer, but there have been no results. SPECIAL ISSUES JOHN MCFARLAND, City Administrator; LINDA COHEN, City Attorney; LUCY LAUTERBACH, Council Analyst; ALAN DOERSCHEL, Finance; DARREN WILSON, DCD. Darren Wilson, Code Enforcement Officer, responded that he is in the process of trying to resolve Ms. Mugford's complaint. The Mayor explained that federal law permits an unlimited amount of adults, regardless if they are related to each other or not, to live together in one dwelling. Councilmember Robertson requested a copy of the federal statute referenced by the Mayor be provided to the Council for review. Councilmember Hernandez commented that they would be in violation of the use of their Section 8 certificate if there were two separate families paying two separate rents. If there's any suspicion of that happening, an investigation could be initiated by alerting the Section 8 office. A lengthy discussion followed with councilmembers discussing the pigs' size, height and weight, and code enforcement requirements. They also discussed the fee structure and whether or not the pigs should be altered. The agreement to have the pot bellied pigs altered was a 4 -3 majority consensus. Continued discussion of CIP. REPORTS Pulled. ANNOUNCEMENT Fire Pumper Bid. It was the consensus of the Council to forward the ordinance with amendments amending chapter 7.04 of the Tukwila municipal Code and regulating the ownership of pot bellied miniature pigs to the next Regular Meeting Consent Agenda. The Council continued discussion of the 1994 -1999 Proposed Financial Planning Model Capital Improvement Program. The discussion focused on the current proposed projects that we are contractually obligated to. Councilmember Ekberg suggested the administration be directed to allocate $200,000 in the 1994 Residential Street Improvement Plan, under the category of "Future Residential Streets." The monies would be used to begin studies and design plans for future street improvements. The Council agreed to authorize the Mayor to provide the necessary information to the Finance Director for allocating $200,000 dollars in the 1994 Residential Street Improvement Plan as well as other modifications as related to tonight's discussion. After a lengthy discussion and review of the final portion of the draft plan, the Council agreed that the Finance Director would make the appropriate amendments for review at next week's Regular Council. City Administrator McFarland commented on a recent staff report he had placed in each councilmember's mailbox regarding awarding the bid for purchase of a new pumper truck for the Fire Department. He requested the Council review the information in the Finance and Safety Committee meeting. He would like the Council to consider approval at the next Regular Council meeting. It was the consensus of the Council that this issue go to Finance and Safety then to the Regular Council agenda of the same night for approval.
