City Administrator John McFarland explained that the current TCI
agreement needs to be extended in order to allow time to complete
the successor franchise agreement. The primary issue is the public
access channel and how much time and what level of programming the
City will have. The City is currently attempting to negotiate the basic
service levels for public access and the school district. The school
district is pleased with the provisions that TCI has offered to meet
their needs.

Anders, Educational Service District, be invited to address this issue
with Council. Mr. Anders works for the school district as a gang
intervention specialist. Councilmember Mullet suggested this issue
also be addressed as part of the upcoming Community Based Policing
