Darley for Fire Pumper TUKWILA CITY COUNCIL Mayor Rants called the Regular Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. None Regular Meeting MINUTES *MOTION CARRIED. Tukwila City Hall Council Chambers MOVED BY SECONDED TO AMEND THE CONSENT AGENDA BY CORRECTING ITEM 5C TO READ $80,610 MOTION CARRIED. a. Approval of Minutes: 9/7/93 b. Approval of Vouchers: Nos.67028 through 67326 in the amount of $235,660.90 c. Authorize Mayor to sign supplemental agreement with KPG, Inc., in the amount of $80,610 to design the 1994 overlays and ped paths and complete the Macadam Road survey work. d. An ordinance regulating the ownership and licensing of pot bellied pigs. MOVED BY HERNANDEZ, SECONDED BY EKBERG, TO APPROVE THE CONSENT AGENDA AS AMENDED. MOTION CARRIED. MOVED BY EKBERG, SECONDED BY MULLET, TO AWARD A CONTRACT IN THE AMOUNT OF $292,106.74 TO W.S. DARLEY TO BUILD A FIRE PUMPER. *(This motion was brought forward from the 9/20/93 meeting) Councilmember Mullet reported that following a review of the requested options and the added costs, the Finance and Safety Committee recommended accepting the bid and awarding the contract. Tukwila City Council Regular Meeting October 4, 1993 Page 2 OLD BUSINESS Res. #1274 Setting a Public Hearing for Vacation of a Portion of Maule Ave. /So. 140th Street NEW BUSINESS Ord. #1673 Extending the TCI Franchise Agreement REPORTS MOVED BY HERNANDEZ, SECONDED BY DUFFIE, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. City Administrator John McFarland read A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, FIXING THE TIME FOR A PUBLIC HEARING FOR VACATION OF CERTAIN RIGHT -OF -WAY, GENERALLY DESCRIBED AS MAULE AVENUE FROM SOUTH 140TH STREET TO SOUTH 141ST PLACE AND SOUTH 141ST STREET FROM INTERURBAN AVENUE EAST, NORTHEASTERLY FOR APPROXIMATELY 90 FEET TO THE END OF THE RIGHT -OF- WAY; AND REPEALING RESOLUTION 1273. MOVED BY HERNANDEZ, SECONDED BY LAWRENCE, THAT RESOLUTION NO.1274 BE APPROVED AS READ. MOTION CARRIED. MOVED BY ROBERTSON, SECONDED BY MULLET, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. John McFarland read AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING SECTION 2 OF ORDINANCE 1074, AS AMENDED BY ORDINANCE 1394, EXTENDING THE TERM OF THE FRANCHISE AGREEMENT WITH TCI OF WASHINGTON, INC., TO JANUARY 1, 1994 OR UPON COMPLETION AND ACCEPTANCE OF A SUCCESSOR FRANCHISE AGREEMENT. MOVED BY DUFFIE, SECONDED BY SIMPSON, TO ADOPT ORDINANCE NO.1673 AS READ.* City Administrator John McFarland explained that the current TCI agreement needs to be extended in order to allow time to complete the successor franchise agreement. The primary issue is the public access channel and how much time and what level of programming the City will have. The City is currently attempting to negotiate the basic service levels for public access and the school district. The school district is pleased with the provisions that TCI has offered to meet their needs. *MOTION CARRIED. Councilmember Duffie commented he is very concerned about the existence of gangs in the elementary schools in Tukwila. He suggested Council come up with some type of program to help these kids before the problem gets out of hand. Mayor Rants suggested that Louis Tukwila City Council Regular Meeting October 4, 1993 Page 3 Reports (con't' Staff EXECUTIVE SESSION 7:35 p.m. Anders, Educational Service District, be invited to address this issue with Council. Mr. Anders works for the school district as a gang intervention specialist. Councilmember Mullet suggested this issue also be addressed as part of the upcoming Community Based Policing program. Councilmember Hernandez voiced her disappointment that the Community Based Policing presentations have been scheduled during daytime hours which makes it very inconvenient for people who work to attend. City Administrator John McFarland responded that the meetings are open to the public and there will be additional meetings scheduled in the evening hours at a later date. The initial presentations, however, were meant to be test programs for the staff. McFarland stated it was his understanding that Chief Waldner would give Council a full orientation on the program at a later date. Council President Lawrence reported the need to determine where Council would hold their annual retreat in 1994. He asked that ideas /comments be given to Lucy Lauterbach by next week. Councilmember Robertson announced a joint meeting between SKATBD (South King County Area Transportation Board) and ETP (Eastside Transportation Program) on October 19th, 8:30 a.m. 10:00 a.m. at Renton City Hall Council Chambers. Councilmember Ekberg reminded Council of the joint meeting between the King County Library Advisory Board and the Tukwila Library Advisory Board scheduled for council chambers on October 7th at 7:00 p.m. Finance Director Alan Doerschel announced that council now has the final figures for the Proposed 1994 -1999 CIP for their consideration. A public hearing has been scheduled for November 18th. MOVED BY HERNANDEZ, SECONDED BY MULLET, TO ADJOURN TO EXECUTIVE SESSION FOR 20 MINUTES TO DISCUSS A POSSIBLE LAND PURCHASE.
