This figure will be reviewed and is subject to possible revision by the Permit Center to comply with current fee schedules. Expiration of Plan Review — Applications for which no permit is issued within 180 days following the date of application shall expire by limitation. Building and Mechanical Permit The Building Official may grant one or more extensions of time for additional periods not exceeding 90 days each. The extension shall be requested in writing and justifiable cause demonstrated. Section 105.3.2 International Building Code (current edition). Plumbing Permit The Building Official may grant one extension of time for an additional period not exceeding 180 days. The extension shall be requested in writing and justifiable cause demonstrated. The construction of the exterior walls consisted of standard 7/16" OSB sheathing with 8d nailing at a maximum spacing of 6" for both edge and field nailing. The structure is anchored to the foundation with 1/2" anchor bolts at 16" spacing. R310.1.4 6 Window wells horizontal area shall be 9 square feet with a min. horizontal projection and width of 36 inches and shall allow emergency escape and rescue opening to be fully opened. Window wells with a vertical depth greater than 44 inches shall be equipped with a permanently affixed ladder or steps, ladder or rungs shall have an inside width of at least 12 inches, shall project at least 3 inches out from the wall and spaced not more than 18 inches on center vertically the full height R310.2 7 Under stair protection. Enclosed accessible space under stairs shall have walls, under stair surface and any soffits protected on the enclosed side with 1/2 -inch gypsum board. R311.2.2 8 Minimum hallway width shall be 36 inches. R311.3 9 Exit doors required: Not less than one exit door shall be required...provide direct access from habitable portions of the dwelling to the exterior with out requiring travel through a garage. R311.4.1 Required exit door shall be hinged, 36 inches minimum width, 6 feet 8 inches minimum height. R311.4.2 There shall be a floor or landing on each side of each exterior door. R311.4.3 . 10 ' Headroom. The minimum headroom in all parts of the stairway shall not be less than 6 feet 8 inches measured vertically form the sloped plane adjoining the tread nosing or from the floor surface of the landing or platform. R311.5.2 (DCD H011) Stair risers. The maximum riser height shall be 7 -3/4 inches, measured vertically between leading edges of the adjacent treads. The greatest riser height with any flight of stairs shall not exceed the smallest by more than 3/8 inches. R311.5.3.1 {DCD H011} Stair treads. The minimum tread depth shall be 10 inches measured horizontally between the vertical planes of the foremost projection of adjacent treads and at a right angle to the tread's leading edge.. R311.5.3.2 {DCD H011} Profile. The radius of curvature at the leading edge of the tread shall be no greater than 9/16 inch. A nosing not less than 3/4 inch but not more than 1 -1/4 inch shall be provided on stairways with solid risers. The greatest nosing projection shall not exceed the smallest nosing projection by more than 3/8 inch between two stories, including the nosing at the level of the floors and landings. Beveling of nosing shall not exceed 1/2 inch. Risers shall be vertical or sloped from the underside of the leading edge of the tread above at an angle not more than 30 degrees from the vertical. Open risers are permitted provided that the opening between treads does not permit the passage of a 4 -inch diameter sphere. Exception: 1. A nosing is not required where the tread depth is a minimum of 11 inches. 2. The opening between adjacent treads is not limited on stairs with a total rise of 30 inches or less. R312.2 (DCD H011) SMOKE ALARMS 11 Smoke alarms shall be installed in: each sleeping room, outside each separate sleeping area in the immediate vicinity of the bedrooms, on each story of the dwelling including basements but not crawl spaces. Exception: Smoke alarms in existing areas shall not be required to be interconnected and hard wired where the alterations or repairs do not result in the removal of interior wall or ceiling finishes exposing the structure, unless there is an attic, crawlspace, or basement available which could provide access for hard wiring and interconnection without the removal of interior finishes. R313.1 The required smoke alarms shall receive their primary power from the building wiring and when primary power is interrupted, shall receive power from a battery. R313.2 When interior alterations , repairs or additions requiring a permit occur, or when one or more sleeping rooms are added or created in dwellings, the individual dwelling unit shall be provided with smoke alarms located as required for new dwellings; interconnected and hardwired. R313.1.1 MECHANICAL 12 Appliances access for inspection service, repair and replacement. Appliances shall be accessible for inspection, service, repair and replacement without removing permanent construction. Thirty inches of working space shall be provided in front of the control side to service an appliance, Room heaters shall be allowed 18 inches working space with no platform required. IRC M1305.1 13 . • Central furnace within compartments or alcoves shall have a minimum working space of 3 inches along the sides, back and top with a total width of the enclosing space being at least 12 inches wider than the furnace. Furnaces having a firebox open to the atmosphere shall have at least a 6 -inch working space along the front combustion chamber side. Combustion air opening at the rear or side of the compartment shall comply with the requirements of Chapter 17. IRC M1305.1.1 Appliances installed in a compartment, alcove, basement or similar space shall be accessed by an opening or door and an unobstructed passageway measuring not less than 24 inches wide and large enough to allow removal of the largest appliance in the space, provided that a level service space of not less than 30 inches, is present at the front or service side of the appliance with the door open. IRC M1305.1.2 Protection from impact. Appliances located in a garage or carport shall be protected from impact by automobiles. (2000 Ib. Impact load capacity) IRC M1307.3.1 IBC 1607.7.3 Outdoor combustion air shall be provided through opening's) to the outdoors in accordance with Section G2047.6.1 or G204.6.2 . The minimum dimension of air openings shall be not less than 3 inches. IRC G2407.6 (304.6) Combustion air openings. Two permanent opening method, one commencing 12 inches from the top and one 12 inches from the bottom of the enclosure... commencing directly by duct to the outdoors. Each opening shall have a minimum free area of 1 square inch per 4,000 Btu /h of total input rating of all equipment in the enclosure. IRC G2407.6.1 (304.6.1) Appliance located in attics or crawl space shall have access openings and a clear space and unobstructed passage way large enough to allow removal of the largest appliance, but not less than 30 inches high and 22 inches wide and not more than 20 feet in length when measured along the center line of the passage way from the opening to the appliance. IRC Section M 1305 IRC Section R807 Appliance located in an enclosure in which all combustion air is taken from the outdoors and the enclosure is equipped with a solid weather - stripped door and self - closing device. IRC M 1701.4 Two openings or ducts. Combustion air shall be supplied through openings or ducts...connected directly to the outdoors, such as ventilated crawl spaces or ventilated attics. IRC M 1703.2 Elevation of ignition source. Equipment and appliances having an ignition source and located in hazardous locations and public garages, private garages shall be elevated such that the source of ignition is not less than 18 inches above the floor surface on which the equipment or appliance rest. For the purpose of this section, rooms or spaces that are not part of the living space of a dwelling unit and that communicate directly with a private garage through openings shall be considered to be part of the private garage. IMC 304.3 CLOTHES DRYER EXHAUST 14 Duct penetrations; Ducts that exhaust clothes dryers shall not penetrate or be located with in any fire blocking, draftstopping or any wall, floor /ceiling or other assembly required by this code to be fire- resistance rated, unless such duct is constructed of galvanized steel or aluminum of the thickness specified in the mechanical provisions of this code and the fire- resistance rating is maintained in accordance with this code. IRC G2439.2 (614.12) Exhaust installation. Dryer exhaust ducts for clothes dryers shall terminate on the outside of the building and shall be equipped with a backdraft damper. Screens shall not be installed at the duct termination. Duct shall not be connected or installed with sheet metal screws or other fasteners that will obstruct the flow. Clothes dryer exhaust duct shall not be connected to a vent connector, vent or chimney. Clothes dryer exhaust ducts shall not extend into or through ducts or plenums. IRC G2439.3 (614.4) Make up air. Exhaust ducts for domestic clothes dryers shall be constructed of metal and shall have a smooth interior finish. The exhaust duct shall be a minimum nominal size of 4 inches in diameter. The male end of the duct at overlapped duct joints shall extend in the direction of air flow. Clothes dryer transition ducts used to connect the appliance to the exhaust duct system shall be metal and limited to a single length not to exceed 8 feet in length and shall be listed and labeled for the application. Transition ducts shall not be concealed within construction. IRC G2439.5 (614.6) Maximum length. The maximum length of the clothes dryer exhaust duct shall not exceed 25 feet from the dryer location to the outlet termination. The maximum length of the duct shall be reduced 2 -1/2 feet for each 45 degree bend and 5 feet for each 90 degree bend. Where make and model of the clothes dryer to be installed is known...maximum duct length shall be permitted to be in accordance with the dryer manufacture's installation instructions. IRC G2439.5.1 (614.6.1) EXCEPTION ACCESS OPENINGS (Attics & Crawlspaces) 15 Crawlspace minimum access openings through floors shall be 18 inches by 24 inches and 16 inches by 24 inches through a perimeter wall. Access doors shall be weather - stripped. NOTE: Access openings shall be sized to allow installation or removal of any mechanical equipment. IRC R408.3 Attic space access opening shall not be less than 22 inches by 30 inches and provide a minimum unobstructed headroom in the attic access no less than 30 inches. IRC Section R807 Appliances in attics. Attics containing appliances requiring access shall be provided with an opening and a clear and unobstructed passageway large enough to allow removal of the largest appliance, but not less than 30 inches high and 22 inches wide and not more than 20 feet in length when measured along the centerline of the passageway from the opening to the appliance. The passageway shall have continuous solid flooring...not less than 24 inches wide. A level service space 30 inches deep by 30 inches where access is required. M1305.1.3 Appliances under floors. Underfloor spaces containing appliances requiring access shall be provided with an unobstructed passageway large enough to remove the largest appliance, but not less than 30 inches high and 22 inches wide, nor more than 20 feet in length when measured along the centerline of the passageway from the opening to the appliance. a level service space at least 30 inches deep and 30 inches wide shall be present at the front or service side of the appliance. (see code for additional information) M1305.1.4 WEATHER PROOFING 16 Weather- resistant sheathing paper. Asphalt- saturated felt free from holes and breaks, weighing not less than 14 pounds per 100 square feet and complying with ASTM D 226 or other approved weather- resistant materials shall be applied over studs of sheathing of all exterior wall as required by Table R703.4. Such felt or material shall be applied horizontally, with the upper layer lapped over the lower layer not less than 2 inches. Where vertical joints occur, felt shall be lapped not less than 6 inches. IRC R703.2 Flashing. Approved corrosion - resistant flashing shall be provided in the exterior wall envelope in such a manner as to prevent entry of water into the wall cavity or penetration of water to the building structural framing components. The flashing shall extent do the surface of the exterior wall finish and shall be installed to prevent water from reentering the exterior wall envelope. IRC R703.8 Concrete and Masonry Foundations Dampproofing. Foundation walls that retain earth and enclose habitable or usable spaces located below grade shall be dampproofed from the top of the footing to the finished grade. Masonry wall shall have not less than 3/8 inch Portland cement parging applied to the exterior of the wall. That parging shall be dampproofed with a bituminous coating, 3 pounds per square yard of acrylic modified cement, 1/8 inch coat of surface - bonding mortar complying with ASTM C 887 or any material permitted for waterproofing. This shall apply to single glazing in all panels in multiple glazing. Skylight and sloped glazing. Glass or other transparent of translucent glazing material installed at a slope of more than 15 degrees from vertical. R 308.6.1 Permitted materials. 1) laminated glass with a minimum 0.015 -inch polyvinyl butyral interlayer for glass panels 16 square feet or less in area located such that the highest point of the glass is not more than 12 feet above a walking surface or other accessible area; for higher or larger sizes , the minimum interlayer thickness shall be 0.030 inch. 2) Fully tempered glass. 3) Heat - strengthened glass. 4) Wired glass. 5) Approved rigid plastics. R 308.6.2 For further glazing code requirements, check with the local building inspector. GARAGES AND CARPORTS 18 Opening protection. Openings from private garage directly into a room used for sleeping purposes shall not be permitted. Other openings between the garage and residence shall be equipped with solid wood doors not less than 1 -3/8 inches in thickness, solid or honeycomb core steel doors not less that 1 -3/8 inches thick, or 20- minute fire -rated doors. R309.1 Duct penetration. Ducts in the garage and ducts penetrating the walls or ceilings separating the dwelling from the garage shall be constructed with a minimum No. 26 gage sheet steel or other approved material and shall have no openings into the garage. R309.1.1 Separation required. The garage shall be separated from the residence and its attic area by not less than 1/2 inch gypsum board applied to the garage side. Garages beneath habitable rooms shall be separated from all habitable rooms above by not less than 5/8 inches Type X gypsum board or equivalent. Where the separation is a floor - ceiling assembly, the structure supporting the separation shall also be protected by not less than 1/2 inches gypsum board or equivalent. R309.2 Floor surface. Garage floor surfaces shall be of approved noncombustible material. The area of floor used for parking of automobiles or other vehicles shall be sloped to facilitate the movement of liquids to a drain or toward the main vehicle entry doorway. R309.3 Carports. Carports shall be open on at least two sides. Carport floor surfaces shall be of approved noncombustible material. Carports not open on at least two sides shall be considered a garage and shall comply with the provisions of this sections for garages. Exception: Asphalt surfaces shall be permitted at ground level in carports and sloped to facilitate the movement of liquids to a drain or toward the main vehicle entry doorway. R309.4 LIGHT, VENTILATION AND HEATING (Section R303) 1 9 Habitable rooms. All habitable rooms shall be provided with aggregate glazing area of not less than 8 percent of the floor area of such rooms. Natural ventilation shall be through windows, doors, louvers or other approved openings to the outdoor air. Openings shall be provided with ready access or shall other wise be readily controllable by the building occupants and minimum open able areas to the outdoors shall be 4 percent of the floor area being ventilated. R303.1 Exception: 1) Glazed areas need not be open able with approved mechanical ventilation's system...providing 15 cubic feet per minute air exchange. 2) Glazed areas need not be provided in rooms where Exception 1 above is satisfied and artificial light provides an average 6 foot candle over area of the room at height of 30 inches above the floor level. Mechanical Ventilation. Kitchens- ventilation rate 100 cfm intermittent or 25 cfm continuous. Source Specific Ventilation: Source specific exhaust ventilation is required in each kitchen, bathroom, water closet, laundry room, indoor swimming pool, spa, and other rooms where excess water vapor or cooking odor is produced. IRC M 1506.3 WSVIAC 302.2.1 USEFUL INFORMATION • 20 - . Whirlpool baths shall have a removable panel for sufficient size to access the pump. UPC 415.1 Pipe Sleeves shall be provided to protect all piping through concrete and masonry walls. UPC 313.10.1 The grade away from foundation walls shall fall a minimum of 6 "within the firsts 10 feet. IRC R401.3 Fuel burning appliances require outside combustion air if placed in garage that are classified as unusually tight. IMC Section 702 Premises identification. Approved numbers or address shall be provided for all new buildings in such a position as to be plainly visible and legible from the street or road fronting the property. IRC R321.1 2.1 Crawl space clearance Minimum height shall be 18 inches clearance to the bottom of wood floor joist or a minimum of12 inches to wood girders (breams). IRC R 319.1 #1. Moisture barrier. Polyethylene sheeting of minimum 6 -mil thickness shall be placed over the granular base. Joints shall be lapped 6 inches and left unsealed. The polyethylene membrane shall be placed over the pressure preservatively treated - wood sleepers and shall not extend beneath the footing plates of the exterior walls. On the permit for the plumbing; the work as been completed except for one bathtub unit, which is almost ready for inspection. On the electricity permit, the electrician I hired failed to show up for work several times and now tells me he does not have the time to do it. I believe he has taken a bigger job and failed to notify me. So I will be looking for a new electrician. I have focused most of the last 6 months on the exterior of the house. I have had a contractor do the siding and the painting on the street side of the house. The deck has been refinished, and leaf= guard gutters installed. New windows have also been installed. The home is visually esthetic on the street side. I find that this is a real hardship for me at this time. As you know my husband passed away this year and I had funeral expenses, burial expenses, etc. Also, I am still going to Seattle for chemo treatments, and my energy is quite low. The 90 -mile drive from Roslyn to Tukwila every two weeks, does not give me much time to work with contractors, etc. Due to the bad economy, my small souvenir shop is not doing well, and that is my income at this time. I am hoping for the 18 -month extension on the above listed permits because the work I did on the exterior of the house and my other financial obligations this year have been overwhelming! Wall framing for support of water, waste and vent was the only interior work done other than installation of the rough -in of the piping. As for work progress on Permit D07 -304, the bulk of the work done under that was outside retaining walls, flat concrete slabs and underground conduits and utilities. Scheduling with Comcast, AT &T, repair of broken gas line to existing house was not always easy to coordinate. Re- location of existing stairway from first floor to basement has been the only additional progress inside the house. I regret that I have no more to offer as work progress. I am in a financial position at the present time which absorbs a good portion of my income due to excessive travel from Roslyn to Tukwila constantly. My wife must travel for Chemo Therapy each week to Swedish Hospital. The small store she tries to run in Roslyn is doing poorly. Needless to say, 1 cannot concentrate the effort I would like to on the work at my house in Tukwila. In spite of the extra drains on my resources, I have spent more than $10,000.00 on the work under Permit No. D07 -304. This may not seem like much, but it is a lot to me.
